Overview
The scholarships enable students to undertake one-year taught master's studies in selected programs at the School of Slavonic and East European Studies, University College London, which is world-renowned for its high standard of research and teaching. (SSEES was rated "5" in the UK Research Assessment Exercise 2001, confirming the international excellence of its research.)
The program is aimed at meeting a recognized need for specialist knowledge in the South East European states and Russia in order to meet EU integration requirements, particularly pertaining to the processes of economic transition, reconstruction, development, and growth within the Stabilization and Association Process.

Eligibility
The scholarships are competitive and will be awarded to students who are accepted for admission into one of the following selected Master's programs at the School of Slavonic and East European Studies, University College London:
•MA Central and South East European Studies
•MA History
•MA Identity, Culture and Power
•MA Institutions, Development and Globalisation
•MA Politics, Security and Integration,
•MRes Politics and Economics of Eastern Europe
Applicants must:
•be citizens and residents of Macedonia, Moldova, Russia (Nizhny Novgorod, Irkutsk, Samara, Vladivostok and Tomsk only) or Serbia. Applicants who are temporarily out of their home country (for a total period of less than three consecutive months) may be treated as being resident.
•have completed a qualification equivalent to a UK bachelor's honors degree or been awarded one of the following qualifications by 30 September 2010:
◦Macedonia: Magistar or Visoko Obrazovanja with a minimum average grade of 8/10.
◦Moldova: Diploma de Licenta with a minimum average grade of 8/10.
◦Russia: Specialist Diploma or Magistr' degree with an average grade of at least 4.5
◦Serbia: Magistar or Diplom Visokog Obrazovanja with a minimum average grade of 8/10.
•be able to demonstrate their knowledge of English by the time of taking up the scholarship (minimum IELTS 7.0 with 6.0 in reach of the subtests).
•demonstrate academic excellence and the potential to become leaders and decision makers.
•have applied for admission to one of the UCL Master's programs listed above, and should hold an offer of admission—either unconditional or conditional by the time the final scholarship selection is made (by end of May).
•not have already received or be currently receiving financial benefit from a previous HMG fully funded Scholarship.
•return to their home country at the end of their scholarship period to continue their studies / work there.
Preference will be given to applicants who have not previously studied outside of their home country.
Employees, employee's relatives (or former employees who have left employment less than 2 years before) of FCO (including FCO Posts), the British Council, the Educational Advising Centers or other OSI representations in the region and participating Universities will not be eligible to apply for these awards.
Please note that successful applicants will be invited to the OSI NSP Pre-Academic Summer School that will be held in July/August next year in Istanbul. The Network Scholarship Programmes’ (NSP) Pre-Academic Summer Program is designed to prepare NSP grantees for successful academic experiences in the UK. Successful applicants will be provided with the opportunity to refine their research and writing skills through intensive courses in academic writing and social sciences.
Award Value
Tuition fees, travel, and a maintenance allowance (sufficient for a single person only).
Application Procedure
Before applying for a scholarship, applicants must apply to UCL for admission onto one of the eligible master's programs. Admissions applications should be submitted to UCL's Graduate Admissions well in advance of the scholarship deadline, and certainly no later than 18 February 2010. Candidates for the scholarship must retain a photocopy of their graduate admissions application.

OSI Scholarship Applications (3 copies; one original set and two photocopies) along with a copy of the UCL Admissions Application (including supporting documents) must be submitted to the local Soros foundation or Educational Advising Center in the candidates' home countries, at the addresses shown below.

Selection Procedure
A Selection Panel will interview shortlisted applicants in April 2010. Applicants who are pre-selected after interviews will be invited to take IELTS or TOEFL. Scholarship results will be announced in June.
All shortlisted applicants are strongly advised to apply for university accommodation before the Student Residence Office deadline of June 30, 2010 to be guaranteed such accommodation should they be awarded a scholarship.
