Overview
The Inter-American Foundation (IAF) and the Institute of International Education (IIE) announce their 2010- 2011 Grassroots Development Fellowship Program. The fellowship supports dissertation research in Latin America and the Caribbean for students with Ph. D candidacy in academic institutions in the United States.
Award Criteria
Fellowships are available to currently registered students who have advanced to candidacy for the Ph.D. in the social sciences, physical sciences, technical fields and the professions as related to grassroots development issues. Applications for clinical research in the health field will NOT be considered.
Awards are based on both development and scholarly criteria. Proposals should offer a practical orientation to field-based information. Only in exceptional cases will the IAF support proposals reflecting a primary interest in macro questions of politics and economics as they relate to the environment of the poor. Because the Fellowship Program complements IAF's support for grassroots development in Latin America and the Caribbean, preference is given to those applicants whose careers or research projects are related to topics of greatest interest to the IAF.
Current priority topics include the following:
● Organizations promoting grassroots development among poor and disadvantaged peoples in Latin America and the Caribbean;
● the financial sustainability and independence of development organizations;
● trends affecting historically excluded groups, such as African descendants, indigenous people, women, people with disabilities and young people;
● transnational development;
● the role of corporate social responsibility in grassroots development;
● the impact of globalization on grassroots development;
● the impact on the quality of life of the poor of grassroots development activities in such areas as sustainable agriculture and natural resource management; housing; primary health care; education; urban development; training and technical assistance; technology transfer; jobs creation; and marketing and small-enterprise development.
Benefits
IAF’s Fellowships provide support for Ph.D. candidates to conduct dissertation research in Latin America and the Caribbean on topics related to grassroots development. The Inter-American Foundation expects to award up to 15 Doctoral Field Research Fellowships in 2010.
The Fellowship award includes:
● Round-trip economy international transportation to the field research site from the Fellow’s primary residence (travel must be compliant with the Fly America Act);
● a $3,000 research allowance to cover equipment and other research costs, paid in an initial lump sum;
● a $1,500 monthly stipend covering a maximum grant period of 12 months;*
● accident and sickness insurance;
● attendance at a required “mid-year" Grassroots Development Conference to discuss each Fellow’s progress with members of the IAF's academic review committee and meet with IAF and IIE staff
*IAF-supported research under the 2010 competition must be initiated between
June 1, 2010 and May 31, 2011.
General Eligibility
The applicant must be a Ph.D. student, must be currently enrolled in a U.S. university, and must have completed all course requirements and qualifying or comprehensive examinations for the doctoral degree before initiating IAF-funded field research.
· The competition is open to U.S. citizens and citizens of independent Latin American and Caribbean countries (except Cuba).
· IAF Fellowships fund field research in independent Latin American and Caribbean countries (except Cuba). Proposals for field research in Puerto Rico or the Dutch, French and British territories are not eligible.
· Applicants must speak and read the language(s) appropriate to the research proposal.
· Each applicant must demonstrate a planned, substantive collaboration during the field research period, with an affiliated development or applied research institution in the Latin American or Caribbean country.
· The IAF encourages applicants to look into all available funding. However, a successful applicant for an IAF Fellowship cannot receive funding from other sources in support of research activities conducted during the research period funded by the IAF Fellowship without the IAF’s prior written consent.
· IAF Fellowship requirements prohibit application by an individual who, at the time of submission and during the period when such application is under consideration, is a party to a contract with the Inter-American Foundation to perform in-country services or is a director, officer, employee, or contractor of an in-country service organization under contract to the Inter-American Foundation. During their field research period, IAF Fellows are prohibited from being a party to a contract with the Inter-American Foundation to perform in-country services or from holding the position of a director, officer, employee or contractor of an in-country service organization under contract to the IAF.
· IAF Fellowship requirements prohibit the award of an IAF Fellowship to individuals employed by and on payroll of a U.S. government agency during the field research period, and to past IAF employees during the 12-month period following their separation from the IAF.

Applicants for an award must follow the instructions detailed on this Web site and provide ALL required information. Failure to do so will remove your application from consideration. Extraneous documentation will be destroyed and will not be used in the consideration of your application. All required information must be typewritten using 12-point font on one side of 8 1/2" by 11" bond paper (no A4, please) and spaced as specified in each section of these instructions, deleting the brackets and inserting the required information.
Each page of the application must include a header with the applicant's full name and home university. All attachments must also include the applicant’s full name and home university.
Do not include any binders, folders or other special presentation materials, and DO NOT staple or paper clip any materials. Only sturdy binder clips are acceptable.
One complete set of application materials consists of the following sections:

· Part V: University Certification (See Guidelines for the responsible university office.) Ten (10) copies of these application materials are required. They should be collated and use either binder clips or colored paper to distinguish one set from another.
· Part VI: Required Attachments
● Transcripts of all graduate course work. Do not send undergraduate transcripts. Web transcripts are not acceptable. Student copies issued by the registrar’s office or official copies (which include the most recent grading period) are acceptable.
● Three required references (No more than three will be accepted. See instructions for information on who should write your letters of reference.)
● Foreign Language Proficiency Report. An evaluation or certification of exemption should be submitted for each language required to conduct the research. This includes indigenous languages.
● Approval or declaration of exemption of the research design by university’s Institutional Review Board (IRB) or an official document that confirms that the IRB has the research design under consideration.
● Letter of affiliation from the host organization(s). This must include contact information for the individual writing the letter, should be on letterhead, and may be in Spanish, English, French, or Portuguese (as appropriate). One letter should be submitted from each host organization. One copy of each attachment is required. Where indicated, place in a sealed and signed envelope.
Application Submission
The IAF requires Fellowship applicants to submit 10 copiesof the completed application materials and ONE COPY of each of the three reference letters, letter(s) of affiliation, transcripts and the language report(s) in sealed envelopes must be included in the same shipment. LETTERS OF REFERENCE OR LANGUAGE EVALUATIONS MUST NOT BE E-MAILED OR FAXED. In the event of a problem, please contact the IAF Program Office.
The Fellowship application must be POSTMARKED by DECEMBER 31, 2009 and should be mailed to the address below. The IAF Fellowship Application Cover Page must be mailed electronically to iaffellowships@iie.org by December 31, 2009.
