Overview
The Institut d'études politiques de Paris, simply referred to as Sciences Po, is a public research and higher education institution in Paris, France, specialised in the social sciences. Sciences Po created the Emile Boutmy scholarship after the founder of Sciences Po (1871) in order to attract the very best international students from outside of the European Union. The Emile Boutmy Scholarship is awarded to top students whose profiles match the admissions priorities of Sciences Po and individual course requirements.
Eligibility requirements
Eligible students are those from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master's programme.
Students who are not eligible are:
- Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
- Candidates who have dual citizenship, including from a European Union state
- Candidates from Quebec (since they may take advantage of sliding scale fees same as European applicants)
- Dual-degree candidates
- Third-year Ph.D. programme students (thesis)
- MPA candidates, since they may apply for the MPA scholarship
The Emile Boutmy scholarship may not be supplemented with the Eiffel scholarship.
This scholarship is awarded based on factors of excellence and according to the type of profile sought for this programme. Social criteria are also taken into account.
This scholarship is not automatically awarded. A request for it must be made in the section designated for the purpose on the application form.
Undergraduate programme: Amount and length of the scholarship
The Emile Boutmy programme can take several different forms for students on the undergraduate programme. The length of the scholarship is always dependent on scholarship recipients' academic results; they must be ranked within the top half of students within their year group.
1. A tuition grant of 7300€ per year for the three years of the undergraduate programme, in addition to a grant to cover part of the cost of living of €5000 per year.
2. A tuition grant of 7300€ per year for the three years of the undergraduate programme.
3. A grant of €5000 per year to cover tuition fees for the three years of the undergraduate programme.
4. A grant of €3000 per year to cover tuition fees for the three years of the undergraduate programme.
If the scholarship recipients' academic results are not within the upper half of their year group at the end of the second semester of the first year, they will forfeit their right to the scholarship for the second year.
If the scholarship recipient is within the top 10% of his year group at the end of the first year, he/she is eligible for a tuition fees grant as well as for a grant to cover living costs for the second year of study. This comes in addition to the tuition fees grant. Only students having requested this grant will be considered.
During the year abroad (third year of the undergraduate programme):
Scholarship recipients who are among the top 50% of students in their year group at the end of their second year will retain their tuition fee grant during their year abroad.
For those students awarded a grant to cover living costs in their second year, a grant to cover the costs of the stay abroad will be provided if deemed necessary and if the destination justifies.
Masters level: Amount and length of the scholarship
The Emile Boutmy programme can take several different forms for students at Masters level. The length of the scholarship is always dependent on scholarship recipients' academic results; they must be ranked within the upper half of the students within their year group.
1. A grant of 10000€ per year to cover tuition fees for the two years of the Masters, in addition to a grant to cover part of the cost of living of €6000 per year.
2. A grant of €10000 per year to cover tuition fees for the two years of the Masters.
3. A grant of €5000 to cover tuition fees for the two years of the Masters.
Scholarship recipients will forfeit their right to the grant if their academic results are not with the top 50% of students within their year group at the end of the first year.

If you do not attach the completed form and required documents, your application for the scholarship will not be taken into consideration.
For the academic year 2012-2013, undergraduate applicants for the Emily Boutmy schlolarship must submit their application by May 2, 2012 at the very latest. Graduate applicants must submit their application by March 13rd, 2012. Applications received after these dates will not be processed.

La Bourse Emile-Boutmy (French Version)
Sciences Po a créé la bourse Emile-Boutmy, du nom du fondateur de Sciences Po (1871), afin d'attirer les meilleurs étudiants internationaux non ressortissants de l'Union européenne. La bourse Emile-Boutmy est une bourse d'excellence, attribuée aux meilleurs étudiants en fonction des priorités de recrutement et en accord avec le profil recherché pour chacun des programmes.
Critères d'éligibilité
Sont éligibles les étudiants non ressortissants de l'Espace Economique Européen et relevant d'un foyer fiscal non-européen, admis au Collège universitaire ou en Master.
Ne sont pas éligibles :
- les candidats ayant une double nationalité, dont une européenne
- les candidats venant du Québec (car ils peuvent bénéficier des frais dégressifs au même titre que les étudiants européens)
- les candidats aux programmes de double diplôme
- les candidats à la 3ème année des programmes doctoraux (thèse)
- les candidats au MPA, qui peuvent se porter candidats pour la bourse du MPA.
La bourse Emile Boutmy ne peut pas être cumulée avec une autre bourse (Eiffel, AEFE...).
Cette bourse est attribuée sur critères d'excellence et en accord avec le profil recherché pour le programme. Des critères sociaux sont également pris en compte.
L'attribution de cette bourse n'est pas automatique, elle doit être demandée dans la partie du dossier de candidature prévue à cet effet.
Collège universitaire : Montant et durée de la bourse (montants pour 2012-2013)
Au Collège universitaire, la bourse Emile-Boutmy peut prendre plusieurs formes :
1. Une bourse d'inscription de 7300€ par an pour les trois années de Collège, plus une bourse de vie de 5000€ par an.
2. Une bourse d'inscription de 7300€ par an pour les trois années du Collège
3. Une bourse d'inscription de 5000€ par an pour les trois années du Collège.
4. Une bourse d'inscription de 3000€ par an pour les trois années du Collège.
Pendant l'année à l'étranger (troisième année du Collège), les boursiers qui se situent dans les 50% meilleurs étudiants de leur promotion à la fin de leur deuxième année conserveront leur bourse pendant leur année à l'étranger.
Dans tous les cas, la durée de la bourse dépend des résultats académiques du boursier qui doivent le situer dans la première moitié des étudiants de sa promotion.
- Si le boursier obtient des notes qui le situent dans les 10% meilleurs étudiants de sa promotion à la fin de sa première année, il sera éligible à une bourse de vie pour sa deuxième année d'études, qui viendra s'ajouter à la bourse d'inscription. Le montant de la bourse de vie est variable.
- Le boursier perd sa bourse si ses résultats académiques ne le situent pas parmi les 50% meilleurs étudiants de sa promotion à la fin de l'année universitaire.
En cas de report d'admission, l'étudiant perd le bénéfice de sa bourse.
Master : Montant et durée de la bourse (montants pour 2012-2013)
En Master, la Bourse Emile-Boutmy peut prendre plusieurs formes :
1. Une bourse d'inscription de 10 000€ par an pour les deux années de Master, plus une bourse de vie de 6 000€ par an.
2. Une bourse d'inscription de 10 000€ par an pour les deux années de Master.
3. Une bourse d'inscriptionde 5 000€ par an pour les deux années de Master.
Dans tous les cas, la durée de la bourse dépend des résultats académiques du boursier qui doivent le situer dans la première moitié des étudiants de sa promotion :
- Si le boursier obtient des notes qui le situent dans les 10% meilleurs étudiants de sa promotion à la fin de sa première année, il sera éligible à une bourse de vie pour sa deuxième année d'études, qui viendra s'ajouter à la bourse d'inscription. Le montant de la bourse de vie est variable.
- Le boursier perd sa bourse si ses résultats académiques ne le situent pas parmi les 50% meilleurs étudiants de sa promotion à la fin de l'année universitaire.
En cas de report d'admission, l'étudiant perd le bénéfice de sa bourse.
Candidature et dates limites
Pour la rentrée de septembre 2012, les candidats à la bourse Emile-Boutmy doivent valider leur dossier de candidature complet, au plus tard :
- le 13 mars 2012 pour le Master, les programmes doctoraux ou les programmes BA/MA
- le 2 mai 2012 pour le Collège universitaire
