Overview

The Government of Canada, through the Canadian Bureau for International Education (CBIE) is seeking applications from Canadian publicly funded institutions for the 2012-2013 Students' Exchange Program:

• Canada-CARICOM Leadership Scholarships
• Canadian Commonwealth Scholarships
• Emerging Leaders in the Americas
• Canada-Chile Leadership Scholarships

General Eligibility Criteria

• These awards are available to international students to undertake research or study at UBC for a period of 4 to 6 months.  
• Students must be citizens of eligible countries (please refer to scholarship details). 
• All awards are available to graduate and undergraduate students for study or research activity except the Canadian Commonwealth Scholarships, which are available only to graduate students.
• Students coming to undertake course work must be from UBC student mobility partner institutions. For a list of UBC mobility partners, please visit the list of partner universities
• Students coming to undertake research must be from institutions with which UBC has established research activity.

Application Process

All applications must be submitted by UBC directly on behalf of the student. Applications submitted directly by the student or home institution will not be accepted by CBIE.  Go Global plays a coordinating role on all applications submitted on behalf of the University.

Deadline to nominate and submit all application documentation for a student to Go Global is April 5, 2012. Application in full must be submitted to Go Global by this date in order to ensure that it can be considered.

Canada: Cadieux-Léger Fellowships

Overview

The Policy Research Division (POR) of Foreign Affairs and International Trade Canada is pleased to announce the 2012-2013 Cadieux-Léger Fellowship.

The Cadieux-Léger Fellow is integrated in the Policy Research Division at DFAIT as a full-fledged analyst.

While at DFAIT, the Fellow is expected to advance Canadian foreign policy and the Policy Staff's research agenda, which includes the following themes:

1. Natural Resources and Canada’s International Relations
2. Migration and Diversity Management: Implications for International Policy
3. Networked Societies and Foreign Policy
4. Global Rebalancing and Burden-Sharing

Since the Policy Research agenda will enter a new cycle at the end of 2012, we welcome proposals in areas beyond these four themes which have clear relevance to Canadian foreign policy priorities, such as global governance or innovation in the practice of diplomacy. The relevance and quality of the research proposal is an important factor in the selection process.

The Policy Staff develops its research based on the Open Policy Development Model (OPDM), adapting foreign policy making to the challenges of the 21st century. The OPDM aims to create a more efficient and collaborative work environment through knowledge-sharing, exchanging experience and ideas, as well as soliciting and welcoming input from a variety of stakeholders in new ways, from the beginning of the policy development process. In this respect, we expect the Fellow to build new networks within DFAIT, the government and with external experts. We place a particular emphasis on consulting new sets of stakeholders whose good ideas can be engaged, leveraged and empowered.

The Fellow's work should include writing papers, offering presentations, and participating in the policy development process, including by networking with internal and external experts and contributing to policy working groups.

Eligibility

The ideal candidate will:

• be available from September 2012 to June 2013;
• be working towards a PhD on a topic of relevance to Canada's foreign policy priorities;
• be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period. Part-time students working on their thesis or recognized by the academic institution in which they are presently enrolled as having a disability will also be considered;
• be required to do a supervised research work term; and
• be enrolled in an academic program that includes supervised laboratory or field research related to a thesis or other major research project.

Shortlisted candidates will be required to obtain a Secret-level security clearance in order to finalize the selection procedure.

* While non-Canadians may apply, preference is given to Canadian citizens. A Canadian citizen is a person who was born in Canada or who has obtained Canadian citizenship.

Selection Criteria

Applying for the Cadieux-Léger Fellowship is done through the Research Affiliate Program (RAP). Only candidates that have completed this step of the process will be considered.

Interested candidates must provide the following information:

• a curriculum vitae;
• a complete transcript;
• a one page research proposal on a significant foreign policy issue and its implications for Canada;
• a proof of enrolment for 2012-13 in a recognized academic institution;
• a sample paper or publication; and
• the names of three references.

Award

The Cadieux-Léger Fellowship lasts up to nine months and the Fellow will receive a total sum not greater than $48,000.

Application Information

The deadline for applications is no later than midnight, April 30, 2012. The successful candidate will be required to relocate to Ottawa at his/her own expense.

Canada: Emerging Leaders in the Americas Program (ELAP)

Overview

In 2009, Prime Minister Harper announced the Emerging Leaders in the Americas Program (ELAP) to support the development of human capital and the next generation of leaders in the Americas while strengthening the linkages between postsecondary institutions in Canada and Latin America and the Caribbean.

The scholarships also advance Canada’s objectives for the Americas: democratic governance, peace and security and prosperity in the region.

Description

ELAP Scholarships provide students with short-term exchange opportunities for study or research at the college, undergraduate and graduate levels. As part of the Emerging Leaders in the Americas Program, select graduate-level students will be invited to participate in a study tour focused on Canadian democratic governance and civil society or other key priority areas.

Scholarship Value and Duration

The scholarship value varies depending on the duration and level of study. The scholarship value is:

• $7,500 CAN for undergraduate and college students for a period of four months of study or research;
• $7,500 CAN for graduate students for a period of four months of study or research; or
• $10,000 CAN for graduate students for a period of five or six months of study or research.

Eligibility

Candidates must be citizens of one of the following eligible countries:

• Caribbean: Anguilla, Antigua and Barbuda, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Cayman Islands, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Turks and Caicos;
• Central America: Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama;
• North America: Mexico; or
• South America: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay, Venezuela.

Candidates:

• who have obtained Canadian citizenship or who have applied for permanent residency in Canada are not eligible;
• already participating in an exchange program in Canada are not eligible;
• already enrolled in a degree or diploma program at a Canadian university or college are not eligible;
• must be enrolled full-time at a post-secondary institution in an eligible country and paying any tuition fees regulated by that institution for the full duration of the exchange; and
• must be proficient in either English or French.

Desired Qualifications

Priority will be given to candidates who have not previously studied in Canada under a Canadian government scholarship.

Terms and Conditions

Canadian postsecondary institutions must submit an application on behalf of each candidate. An application submitted which does not meet the following terms and conditions may not be considered for a scholarship.

• The Canadian postsecondary institution must be accredited by its provincial or territorial government.
• For undergraduate and college applications, an inter-institutional exchange agreement between the Canadian institution and the candidate’s home institution must be in place at the time of application.
• For graduate applications, an inter-institutional agreement is desirable but not mandatory. If there is no existing exchange agreement, graduate applications which involve a new or established collaboration between professors from a Canadian and a student’s home institution will be accepted.
• Tuition or academic fees will be waived at the Canadian institution for scholarship recipients, as recipients are registered full-time and paying tuition to their home institution.
• A Canadian university or college may submit more than one application and may be asked to rank their applications based on their strategic priorities at the time of the selection process.
• Applications submitted directly by a candidate or their home institution will not be accepted.
• A scholarship recipient may not normally hold any other major scholarship granted by the Government of Canada.
• Scholarship recipients taking courses must be in Canada by September for the fall semester or by January for the winter semester.
• Graduate students conducting research must arrive in Canada between August 2012 and March 15, 2013. Failure to arrive during this time will result in the cancellation of the scholarship.
• Scholarships are not renewable.
• Scholarships are not taxable for either the institution or the scholarship recipient.
• Financial reporting is not required from the institution or the scholarship recipient.

Application Process

Instructions

Applicants are encouraged to read the instructions below carefully before beginning the online application.

Canadian institutions:

• must complete the online application form on behalf of each candidate. Canadian faculty or staff members who are submitting applications must notify the international office of their respective institution as institutions may be requested to rank their applications;
• must verify the data prior to submission and check the declaration and permission boxes;
• must enter the information directly into the field or copy and paste it from another source. Applicants should refrain from using the tab keys when entering the information directly. Certain web-based special characters such as HTML tags may cause unpredictable results in the text, or prevent successful submission of an application. The information will appear as plain text;
• must enter data in the fields provided, following instructions for each item (the official name of the student’s home institution must be provided in their national language);
• can obtain a hard copy for record keeping by printing the form using the print function in the browser, prior to submitting; and
• must click SUBMIT for the online application. A confirmation page and reference number will appear after submission.

Supporting Documents

The following documents must be uploaded and attached to the online application form in one of the following formats: .pdf, .jpg, .doc, .docx, .txt or .gif.

• Letter of intent: a short letter in English or in French from the candidate describing the nature of their research or studies to be undertaken and explaining the rationale for study in Canada and for the choice of institution, program and supervisor. The candidate must also indicate how the proposed program of study or research will relate to their future career (maximum one page).
• Privacy Notice Statement: a copy of the document signed by the candidate (view/download PDF* - 70 Kb).
• Proof of citizenship: a copy of the candidate’s passport or national identity document with valid dates; a baptism certificate is not accepted as proof of citizenship.
• Proof of full-time enrolment: a short letter in English or in French from the home institution, on official letterhead, dated within the last six months. This letter must confirm that the candidate is currently enrolled in a full-time program and will continue to be enrolled upon their return. Copies of transcripts, a student card or letter of admission are not acceptable (maximum one page).
• Letter of support from the home institution: a short letter in English or in French from the candidate’s instructor, professor or international director at the home institution explaining the nature of study and how the candidate and the home institution will benefit from this scholarship program (maximum one page).
• Memorandum of Understanding or agreement between the Canadian and student’s home institutions: a signed copy of this document is mandatory for undergraduate and college applications. For graduate applications, if the exchange is made under a signed agreement, it is strongly suggested that it be included with the application.
• Letter of invitation: applications for graduate students must include a letter from the Canadian supervisor indicating their willingness to support and mentor the candidate (maximum one page).

Deadline

The deadline for the online application form is April 23, 2012, 11:59 p.m. EST. Applications received late or incomplete will not be considered.

It is the responsibility of the Canadian institution to ensure that supporting documents are received by the deadline. Supporting documents, other than those requested, will not be accepted.

Canadian institutions are advised to establish an earlier deadline with the home institutions to ensure timely receipt of supporting documents.    

Review Procedures and Conditions

Selection Process

All online applications received by the deadline that meet the eligibility requirements will be reviewed and evaluated for a scholarship. Should there be a larger number of applications than funding available, the Canadian institution may be asked to rank their eligible applications based on their institutional strategic priorities.

Applications will be evaluated based on the following criteria:

• academic merit of the proposed research or study that the candidate will undertake in Canada;
• benefit to the home institution, supervisor and peers;
• benefit to the Canadian institution, supervisor and peers; and
• strength of the linkages to be created through the proposed exchange

Notification

Canadian institutions will be notified by the end of June 2012 by the scholarship administrator regarding the selection results. Successful applicants will receive a grant agreement with further details and conditions from the scholarship administrator.

Payment Procedure

The scholarship will be disbursed by cheque in one instalment to the Canadian institution following receipt of the following supporting documents:

• signed grant agreement by the Canadian institution;
• proof of entry into Canada (copy of the passport page with an entry stamp, study permit or work permit); and
• proof of international or national medical coverage for the entire duration of the recipient’s stay in Canada.

A cheque for the amount specified in the grant agreement will be sent to the contact person responsible for the scholarship program as specified on the application form at the Canadian institution. The Canadian institution must ensure that the scholarship amount covers:

• visa and/or study/work permit expenses;
• funding for the most economical round trip economy class ticket;
• funding for health insurance;
• monthly living allowance; and
• required books, supplies, and equipment, not including computers.

The Canadian institution may withhold $300 CAN to cover administration fees once the scholarship recipient arrives in Canada. Any remaining amount will be disbursed to the scholarship recipient to cover additional costs. All funds, including the administrative fee, must be returned to the scholarship program administrator if the scholarship recipient does not take up the scholarship.

Conditions

The scholarship administrator is not able to provide feedback for unsuccessful candidates.

These scholarships are subject to the availability of funding from the Government of Canada.

Canada: IDRC Doctoral Scholarships for Developing Countries

Overview

The application process for the April 2012 competition is currently under review. Please check this webpage for further instructions by the end of February 2012. Candidates can start preparing the required documents but must wait for the revised application instructions before applying.

FAQs are also being prepared for the end of February 2012; candidates should refer to the FAQs before making inquiries, as they address a number of common questions.

IDRC offers these awards twice a year in April and November to Canadians, permanent residents of Canada, and citizens of developing countries pursuing doctoral studies at a Canadian university. These awards are intended for field research in one or more developing countries. Candidates must conduct their research in areas corresponding to IDRC's research priorities and must ensure that their research project aligns with these priorities.

Since 1982, IDRC has helped graduate students undertake thesis research in the field of international development. IDRC Doctoral Research Awards are intended to promote the growth of Canadian and developing-country capacity in research on sustainable and equitable development from an international perspective.

Research proposals that include comparative research between a developing country and Canada or that have a Canadian component, even if it is not comparative research, will not be considered for this competition. For such research, candidates should apply for a Canadian Window on International Development Award.


Countries subject to approval 

In principle, IDRC supports research in all developing countries. At this time, however, we do notsupport awards that involve research in Burma (Myanmar), Cuba, Iran, Iraq, Eastern Europe, or Central Asia.

Prior to issuing the award and contract, field research proposed in the following countries or territories must be approved by IDRC:

Afghanistan, Burundi, Central African Republic, Chad, Congo (Democratic Republic of), Eritrea, Korea (Democratic People’s Republic of), Liberia, Libya, Papua New Guinea, Small Island States [including Comoros, Equatorial Guinea, Mauritius, São Tomé and Principe, Seychelles, Timor-Leste and Oceania (Cook Islands, Fiji, Nauru, Kiribati, Palau, Marshall Islands, Niue, Samoa, Solomon Islands, Tokelau, Tuvalu, Tonga, Vanuatu, Wallis & Futuna)], Somalia, South Sudan, Sudan, Syria, Taiwan (Republic of China), West Bank and Gaza, Yemen, Zimbabwe.

Who can apply 

To be eligible, you must meet the following requirements:  

• be a citizen or permanent resident of Canada, or a citizen of a developing country
• be enrolled at a Canadian university at the doctoral level
• your research proposal must be approved by your thesis supervisor
• your proposed field research must take place in one or more developing countries and be conducted for a doctoral dissertation
• you must provide evidence of affiliation with an institution or organization in the developing-country region(s) in which the research will take place
• you must have completed coursework and passed comprehensive exams before taking up the award.

(You have up to 12 months to start your field research from the date on the letter of offer.) 

Award holders

Duration 

Award tenure corresponds to the period of field research. In general, it will be no less than 3 consecutive months in each developing country researched and no more than 12 months. IDRC is responsible for field research expenses occurring only after the announcement of the results and from the date indicated in the official letter to successful candidates. The award is not retroactive: field research expenses that took place before the results announcement will not be covered. 

Value 

The award will cover justifiable field research expenses up to CA$20,000 a year. The budget covers one return trip from Canada to the developing country. It also covers housing, food, insurance, travel within the country(ies) of research, and several field research expenses. The award does not support expenses related to your relatives, spouse, or children. 

You may apply for funding renewal for a second year of field work if the research requires a second season of data collection. However, renewals are an exception and are provided for research that may need to deal with the uncertainties of growing seasons and climatic conditions that affect data collection. 

Number of awards 

Approximately 20 to 25 awards are offered per competition. 

Deadlines 

April 1, 2012. Awards will be announced in September 2012. 
November 1, 2012. Awards will be announced in May 2013. 

To apply 

Complete two forms: the checklist and the application form. You must also provide all the documents requested in the checklist. The checklist is currently under review. The revised checklist will be available by the end of February 2012.

Here is the Template of the letter of approval from your research supervisor. This is to help your supervisor write the required letter of approval. 

Your application must be complete, submitted electronically, and received at the Centre by the deadline. Late and/or incomplete applications will NOT be considered. Your application should be submitted in English or French ONLY (Canada’s two official languages). 

Re-application policy 

An individual cannot apply more than twice, if unsuccessful, for the same IDRC award. Read the “Important Information for Re-applicants” in the checklist.

If your research poses ethical concerns, you may, at IDRC’s discretion, be required to submit the appropriate approval from your university's ethics committee. 

Announcement of results

Full Doctoral Fellowship at University of British Columbia (UBC)

Overview

The Four Year Doctoral Fellowship (4YF) program will ensure UBC's best PhD students are provided with financial support of at least $16,000 per year plus tuition for the first four years of their PhD studies. This program allows UBC to continue to attract and support outstanding domestic and international PhD students, and provide those students with stable, base-level funding for the first four years of their PhD studies and research.

Eligibility

Four Year Fellowships may be held by domestic and international students. In general, the fellowships are offered to students beginning their first year of PhD studies, but may be offered to continuing PhD students. In all cases, funding is offered until the end of the fourth year of PhD studies, subject to satisfactory academic progress.


Students holding the following Tri-Agency awards automatically become 4YF designates:  Vanier Scholarships, Doctoral Canada Graduate Scholarships (CGSD), CIHR Doctoral Research Awards, NSERC Doctoral Postgraduate Scholarships (PGSD), and SSHRC Doctoral Fellowships. Doctoral students who obtain Tri-Agency scholarships may be eligible for 4YF tuition coverage and will receive 4YF stipend and tuition support once their external scholarship funding ends, to the end of the fourth year of PhD studies.

Other major external scholarship winners who are selected as 4YF designates may be eligible for 4YF tuition coverage and will receive 4YF stipend and tuition support once their external scholarship funding ends, to the end of the fourth year of PhD studies.

Procedures

Application Procedures: 

To be considered for Four Year Fellowship funding, students submit an application for admission to the appropriate graduate program at UBC. For information about admission procedures and requirements visit the Application & Admission page.  All PhD applicants offered admission are automatically considered for 4YF funding.  

Nomination Procedures: 

Each graduate program is allocated a number of Four Year Fellowships each year. Graduate programs review their incoming and continuing students and offer Four Year Fellowships to their very best students, with priority given to incoming students.

Graduate programs notify the Faculty of Graduate Studies which students have been chosen to receive a Four Year Fellowship by submitting a signed University Award Recommendation Form, listing award number 6456. It is not necessary to list an award amount. Recommendation forms should be submitted at least six weeks before the requested 4YF start date.

Adjudication Procedures: 

4YF holders are required to apply for other funding to maintain their eligibility for 4YF funding.

(a) 4YF holders who are Canadian citizens or permanent residents are required to apply each year for Tri-Agency funding, if they are eligible. If they do not, they will forfeit their remaining 4YF funding.

(b) 4YF holders who are international students are required to submit an application to the competition for UBC Affiliated Fellowships in the fall term after the award offer is made. If they do not, they will forfeit their remaining 4YF funding.
