Overview
The JDS Scholarship Program is to provide nationalities of Bangladesh, Cambodia, China, Kyrgyz, Laos, Mongolia, Philippines, Sri Lanka, Uzbekistan, Vietnam and Tajikistan with opportunities for academic research at Japanese higher educational institutions under the Grant Aid assistance by Government of Japan. The Human Resource Development Scholarship Program (JDS) is designed to support the developing countries that have a high demand for human resource development in legislation, economy, management and international relations.
The purpose of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) program is to support human resource development in countries that receive Japanese grant aid, targeting highly capable, young government officials and others who are expected to engage in formulating and implementing social and economic development plans and to become leaders in their countries.
JDS fellows shall contribute to an expanded and enhanced foundation for bilateral relations between their countries and Japan as persons having well-rounded knowledge of Japan.
JDS fellows will acquire expert knowledge, conduct research, and build human networks in the master degree program at Japanese universities, and are expected to use such knowledge to take an active role in solving practical problems of the social and economic development issues that their countries are facing.
Target Group
Bangladesh, Cambodia, China, Kyrgyz, Laos, Mongolia, Philippines, Sri Lanka, Uzbekistan, Vietnam and Tajikistan.
The JDS Program targets young government officers for public sector, researchers, business people and others with the potential to play leadership roles in their specialties after return to each country as well as to become leaders in their homeland in the 21st century.
Scholarship Value
JDS covers full tuition fees to university, living expenses, air ticket, research and other expenses.
Fields of Study
This Program is implemented by the related Ministry of the respective countries, Government of Japan and JICA (Japan International Cooperation Agency). These JDS fellows have been sent to Japanese higher educational institutions to study the following subjects, depending on the targeted countries:

Overview The JDS program consists of "Sub-Program" and "Component" as the priority field of study, which correspond to and deal with the target priority issues for the social and economic development of the Kingdom of Cambodia. The fellows of the JDS program in the Kingdom of Cambodia are selected from the "Target Organizations" whose mission is closely related to the "Sub-Program" and "Component". Before an applicant writes the research plan, it is recommended to study "University Information" closely to make sure if the university has curriculums and faculty members relevant to your research plan. Every qualified applicant applying for the component of "Promotion of Industry and Mining Development" might be required to take Science test in Phnom Penh on November 26, 2011. [JDS Scholarships for Cambodians] The Japanese Grant Aid for Human Resource Development Scholarship (JDS) program has been started in the Kingdom of Cambodia since 2000. Up to day, total of 248 Cambodian fellows have been sent to Japan under the program.
The objective of JDS Program is to support human resource development of Cambodia, targeting highly capable, young government officials who are expected to engage formulating and implementing social and economic development plans and becomes leaders after earning Master's degree (English course) in Japan.
The JDS program is now inviting Cambodian potential applicants who understand its aims and are interested in 1-2.5 year master degree program at Japanese accepting universities for the academic year 2012-2013.The program will be instructed in English. JDS is now inviting applications from government officers interested in studying at a Japanese university, which will commence in the year of 2012.
The objective of JDS Project in China is to provide citizens of the People's Republic of China with opportunities for academic research at Japanese Universities in order to support the Government of China in its efforts to facilitate its own plans for human resource development, for social and economic development, and thereby it extends and enhances the bilateral relationship between China and Japan.
The JDS Project targets young government officers with the potential to play leadership roles in their specialties after their return to china as well as to become leaders in China in the 21st century.

Every Applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of China, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan.
Applicant's perspective for career plan shall be one of the important factors to be considered for the selection of JDS project.(B) Qualifications and Requirements
Previous and current working experience should be more than 3 years if the previous Department belong to recruit object.
Applicants including those who are from the municipality directly under the Central Government.

The Application of English test can be available from this website.Those who are Military Personnel and military civilian employees registered on the active list are not eligible to apply. Personnel on temporary leave from the active list shall also be INELIGIBLE for admission.
Those who have been awarded or are scheduled to receive other scholarship are not eligible to apply.
Those who had awarded other scholarship and have already taken a Master degree in a foreign country are not eligible to apply.
Applicants who cannot issue the ordinary passports before coming to Japan are not eligible to apply this program
Candidate who have no recommendation by the organization he/her belongs to.
