Overview

New Zealand ASEAN Scholars Awards empower individuals with the knowledge, skills and qualifications to contribute to economic, social and political development within ASEAN nations.
The New Zealand Government, through the New Zealand Aid Programme, provides scholarships for eligible post graduate students from Indonesia, Cambodia, Lao PDR, Myanmar, Viet Nam and the Philippines to undertake development-related studies at a tertiary education institution in New Zealand.

If you are currently working in the public, private or civil society sectors, you may be eligible to apply for a scholarship to study at a university or polytechnic in New Zealand.

New Zealand ASEAN Scholars Awards for Cambodia

The New Zealand ASEAN Scholars Awards were introduced to Cambodia in 2005 under an agreement with the Council for the Development of Cambodia (CDC) as part of the New Zealand bilateral development cooperation program.

New Zealand is offering up to 30 scholarships in the 2012 selection round for those who are working in the public, private or civil society sectors.

Television, radio and newspaper advertising of the New Zealand ASEAN Scholars Awards scheme run throughout March 2012.  Application forms are available from IDP Cambodia.

Applicants must submit their completed applications to IDP Cambodia by 5.00pm, 3 April 2012.

Eligibility Criteria

To be eligible for a New Zealand ASEAN Scholars Awards, applicants must:

• be a citizen of Cambodia and be residing in Cambodia for at least two years at the time of application;
• be 35 years or younger at the time of application;
• hold a Bachelor’s degree, of strong academic merit, relevant to the proposed postgraduate qualification;
• not hold a qualification at a similar level or in a similar field of study at similar level;
• be applying to commence a new qualification (not seeking support for one already commenced);
• satisfy the admission requirements of the New Zealand education institution in which the qualification is to be undertaken, including English language criteria;
• have a minimum two years work experience in Cambodia in their relevant public, private or civil society sectors and these two years must be after completion of their highest qualification;
• not have citizenship or permanent residence status for New Zealand, Australia or another developed country, or be married or engaged to be married to a person who holds, or who is eligible to hold, New Zealand or Australian citizenship or permanent residence status;
• not hold or have held a New Zealand Government or Australian Government scholarship in the preceding 24 months at the time of application recipients (excluding previous New Zealand Aid Programme 'English Language Training for Officials' scholarships);
• have a minimum IELTS (Academic) result of 5.5 overall, with no band less than 5.0 and results to be no older than 24 months at time of application*
  (* Some candidates may be provided IELTS testing following their interview);
• be available to take up the scholarship in the calendar year for which the scholarship is offered.
  
  In addition, applicants must:
• have an appropriate work background for the anticipated field of study;
• be able to demonstrate a strong commitment to Cambodia’s public sector and/or private and/or community sector (as relevant), and to the development of Cambodia in general;
• satisfy New Zealand Government requirements for international student entry to New Zealand (medical and character checks etc.);
• not hold any other scholarship during the period of the New Zealand Aid Programme-funded scholarship;
• in being offered and accepting a New Zealand ASEAN Scholars Awards, agree in writing that they will return to Cambodia to take up a position that utilises their study skills for a minimum period of two years.

Officials from government agencies involved in New Zealand Aid Programme projects are encouraged to apply. Successful candidates who do not hold the required IELTS result to commence postgraduate study in New Zealand (usually 6.5 overall with no band less than 6) must undertake pre-departure training for up to nine months in Cambodia prior to tertiary studies in New Zealand

Length and Level of Study

New Zealand ASEAN Scholars Awards are for full-time, multi-year postgraduate study at the Graduate Diploma or Master’s level in New Zealand.
Female and provincial candidates are strongly encouraged to apply

Field of Study

In line with New Zealand’s country strategy for Cambodia, preference will be given to applicants in the following priority sectors:

• Agriculture: Phytosanitary, agri-business management, sericulture, vegetables production, livestock, bio-security, food  sciences, post-rice harvest processing
• Business and Private Sector: Management, leadership, economics, value chain development, trade facilitation, small and medium sized enterprises (SMEs) development, private sector management
• Disaster Risk Management: Renewable energy, climate change adaptation, natural resource management
• Sustainable Tourism: Ecotourism, tourism management
• Governance and Public Sector: Law, justice, legal and judicial reform, human rights, gender equity, development, public administration, public policy and management

English Training Stipend

In recognition that some students will be required to undertake full-time pre-departure English language training prior to postgraduate studies, the New Zealand Government pays a stipend to all candidates who undertake prescribed pre-course training in Cambodia.

Scholarship Entitlements

The New Zealand ASEAN Scholars Awards covers tuition and orientation fees, an economy return airfare, a basic living allowance (including accommodation expenses), and medical and travel insurance. Assistance is provided for some course-related costs.

Scholarship Conditions

Applicants who are offered a New Zealand ASEAN Scholars Awards will be asked to sign a statement declaring that they will comply with the conditions of the scholarship:

• full-time study of the approved programme;
• satisfactory academic progress;
• compliance with education institution regulations and New Zealand Aid Programme scholarship conditions;
• compliance with New Zealand law as it applies to any agreement between awardees and the New Zealand Government;
• acceptance that the scholarship may be withdrawn by New Zealand Aid Programme where awardees fail to comply with scholarship conditions;
• return to their home country for a minimum period of two years within 14 days of the completion date of the scholarship.

Victoria Master's [by thesis] Scholarship, New Zealand

Overview

For the purpose of encouraging postgraduate research at Victoria, the University offers scholarships to students about to commence a full-time, research-focussed Master's degree.
Over thirty scholarships shall be offered, consisting of a $15,000 stipend, plus domestic fees. International students, other than those from Australia will be liable to pay the difference between the full international student fee and the domestic fee.

Purpose of award

To encourage research at Masters level at Victoria university. Only those students enrolled solely for a 90 point thesis are eligible to apply.

Selection criteria

Only those students enrolled solely for a 90 point thesis or above are eligible to apply. In some cases this will be Part 2 of a two-year Master's degree and will usually have the course code 591. Students who are enrolled in Master's degree programmes that have thesis or research components of less than 90 points, or who elect not to enrol for the solely by thesis option, but instead enrol in taught courses, internships, performance, portfolio, practicum, or other programme options, are eligible to apply for the Victoria Graduate Scholarships. Creative Writing candidates are eligible to apply for the Master's [by thesis] Scholarship.

Scholarship applicants must contact directly the School in which they wish to enrol so that their research proposal and the feasibility of supervision can be assessed. Enrolling as a Masters student and applying for a Victoria Masters Scholarship are two separate processes. The holding of Victoria Masters Scholarship is conditional upon the scholarship recipient gaining enrolment as a Masters student.

Applicants, other than those who have completed all of their study at Victoria, must include a certified copy of their academic record from other institutions with this application. Applicants whose degree has been conferred at any university other than a New Zealand University will be considered in two categories:


Category 1 - applicants from the UK, Ireland, USA, Canada, Germany or Australia must supply an original or certified copy of their university transcript.


Category 2 - applicants from any other country must have their transcript verified and assessed with a course by course evaluation by one of the below educational evaluators:

Scholarships shall be awarded solely on the basis of academic merit by the University Scholarships Committee, a sub-committee of the University Research Committee.

How and when do students learn of the decision?


All offers for Victoria Master's Scholarships will be made in late December of the year of application. Some applicants may be placed on a reserve list and will not be finally notified of the success or otherwise of their applications until as late as the end of February of the following year. If you are unsuccessful you may be notified by email only. Please provide a clearly written email address if available.

What conditions are attached to acceptance of this award?


Scholarship recipients will be expected to sign the Victoria Postgraduate Scholarship Contract.
Once the period of tenure of a scholarship has commenced, the University Scholarships Committee may, at its sole discretion, grant a scholarship recipient a deferment of their scholarship for a period of up-to six months. In most cases such a deferment will coincide with a formal suspension from their enrolment in the Master's degree.


A scholarship shall be terminated and the corresponding proportion of the scholarship emolument forfeited, if a scholarship recipient ceases to resume the aforesaid programme of research or advanced study within one month of the last day of the period of deferment.


Scholarship recipients shall be required to devote themselves full-time to their programme of research during the tenure of the scholarship and may not hold a position of emolument without the approval of the University Scholarships Committee. Approval may be given for scholarship recipients to undertake paid employment (usually tutoring) for up to a maximum of 600 hours in one calendar year.


Each scholarship recipient and his/her principal supervisor shall provide a progress report to the Scholarships Office six months after the commencement of the scholarship. Where progress is not satisfactory, the matter will be referred to the University Scholarships Committee.


The University Scholarships Committee may at any time suspend or terminate a scholarship, or require the forfeiture of such proportion of the scholarship emolument as it may determine, if the scholarship recipient is not diligently pursuing their programme of research, has violated the University Statute on Conduct, or has failed to comply with any of the terms and conditions on which the scholarship was awarded.

Master Scholarship in Food Technology, Massey University, New Zealand

Overview

Indicative Title of Research Project: Comparative study on freeze-dried cheese and ripening starter cultures for domestic production - storage stability assessment

Applications are being invited for a Masterate Scholarship at the Institute of Food, Nutrition and Human Health, Massey University, Palmerston North. The successful applicant will work on a collaborative Research & Development project between Massey University (Albany Campus) and I-Make Ltd in Albany, Auckland.

Project brief

I-Make Ltd has launched a range of cheese-making kits for domestic production and export under the Mad Millie™ brand. Freeze-dried cheese and ripening starter cultures are key elements of these kits.

The cultures are currently stored out of the kit at -18°C to ensure they remain active for a long period, up to 2 years. This specific storage condition is restraining sales and distribution. Based on observation of our competitors, yogurt-making kits use freeze-dried which are shelf-stable for 2 years; this therefore leads us to believe that cheese starter cultures could well behave in the manner.


Academic Requirements
A good Bachelor’s degree with honours in science or engineering, or approved similar

qualification, is required. Experience in conducting independent research would be advantageous. The candidate should be highly organised, self-motivated and have an appetite for research. The position is based at the Albany Campus, but the successful candidate will be required to spend some time at the company. I-Make is located about 3 km from Institute of Food Nutrition and Human Health in Albany. Candidates need to be available to start as soon as possible. Eligible international students are encouraged to apply.

There is a potential MSI Scholarship of NZ$20,000 stipend plus $1,000 for travel.

New Zealand Pacific Scholarships are funded by the New Zealand Aid Programme, the New Zealand Government’s international aid and development programme. They are managed by the Ministry of Foreign Affairs and Trade.

The New Zealand Pacific Scholarships scheme recognises the very close personal, cultural, and economic ties that New Zealand enjoys with Pacific countries. A particular focus of the scheme is to increase the number of young students and high academic achievers studying in New Zealand and to build a new generation of Pacific leadership with strong links to New Zealand.

General eligibility criteria

New Zealand Pacific Scholarships are open to candidates from government, civil society, private business organisations and qualified secondary school leavers to support both undergraduate and postgraduate study. To be eligible, you must:

• be a citizen of an eligible country and have resided in that country for at least two years at the time of application
• not have citizenship or permanent residence status of New Zealand, Australia or another developed country
• not be married or engaged to be married to a person who holds or is eligible to hold New Zealand, Australian or another developed country citizenship or permanent residence status. Note: applicants who are New Zealand citizens from the Cook Islands, Niue, Tokelau and dual citizens of Samoa are exempt from this requirement
• be aged 17 years or over before the scholarship start date

Applications are particularly welcomed from young people 24 years and under, strong academic performers, and those with leadership potential.

If offered a scholarship, you must:

• be able to satisfy the immigration requirements for international student entry to New Zealand (except New Zealand citizen awardees)
• not hold another scholarship during the period of the New Zealand Pacific Scholarships
• agree in writing that they will return to their home country for a minimum of two years following completion of the scholarship.

What the scholarships offer

Financial support arrangements offered by the New Zealand Pacific Scholarships differ depending on whether awardees hold New Zealand citizenship (Niue, Cook Islands, Tokelau, and dual citizens of Samoa) or do not hold New Zealand citizenship (all other Pacific countries and Samoan citizens).

Awardees who do not hold New Zealand citizenship will receive:

• full payment of tuition fees
• an establishment allowance of $3,000 for the first year, and $1,000 for each subsequent study year to contribute to set up costs, visa-related costs and textbooks
• a contribution to living expenses paid fortnightly as a contribution to basic living expenses. From 2012, $17,430 will be paid to undergraduate awardees over 42 weeks and $21,550 to postgraduate awardees over 52 weeks. It is expected that over the long study break most undergraduates will return home on paid home leave/reunion airfares or they will find work in New Zealand. Undergraduates who are required to study over the full year will continue to receive the living allowance over this time.
• a visa that entitles each student to work in New Zealand for up to 20 hours per week during their study period and full-time over the long summer break, and a full-time work permit for a dependant partner over the scholarship period.

Awardees from the Cook Islands, Niue, Tokelau, and Samoa who hold New Zealand citizenship will receive:

• tuition fees through a student loan under the New Zealand Student Loan Scheme
• course-related costs of up to $1,000 per year through a student loan under the New Zealand Student Loan Scheme
• contributions to living costs through the New Zealand Student Loan Scheme as a loan or allowance, depending on individual student circumstances. An allowance does not need to be paid back. Visit Study Link for more information
• New Zealand citizens who receive New Zealand Pacific Scholarships are personally liable to the New Zealand Government for the loans taken out during their study. Student loans will be paid back by the New Zealand Aid Programme based on an awardees’ employment in their home country after they complete their study. The repayment period is:
  • three years of study repaid after two years of employment
  • four years of study repaid after three years of employment
  • a maximum repayment period of four year
  If an awardee does not return to their home country after their study they will be personally liable for the full amount of their loan. If an awardee leaves their home country before their repayment period is completed, they will be personally liable for the remaining loan repayment.

  All New Zealand Pacific Scholarships awardees also receive the following benefits and opportunities

  • international air travel at the start and end of the scholarship
  • medical and travel insurance
  • travel to their home country during the scholarship for work attachments or practical training, home located research, reunion travel, home leave, and compassionate travel
  • introductory programmes prior to starting formal academic study
  • a contribution towards research and thesis costs
  • additional tutorial assistance if required
  • incentives for academic excellence that include an extra cash grant for top performers and additional study opportunities
  • leadership development opportunities
  • inclusion in a student alumni
  • pastoral and academic support through educational institutions

  Terms and conditions

  All applicants who are offered an New Zealand Pacific Scholarships will be required to sign a contract with the New Zealand Government declaring they will comply with the terms and conditions of the scholarship.
  All awardees are required to return to their home country for a minimum period of two years following completion of their scholarship in order to contribute to their country’s economic and social development.
