Netherlands Dutch Government Scholarships for International Students

Overview

The Netherlands Fellowship Programmes (NFP) are designed to promote capacity building within organisations in 61 countries by providing training and education to mid-career staff. The NFP is funded by the Dutch Ministry of Foreign Affairs under the budget for development cooperation.

The overall aim of the NFP is to help alleviate qualitative and quantitative shortages of skilled manpower within a wide range of governmental, private and non-governmental organisations. This is done by offering fellowships to mid-career professionals to improve the capacity of their employing organisations.

The fellowship is a supplement to the candidate’s salary and a contribution towards the expenses related to the course or study programme.

NFP sub-programmes

The NFP offers you three sub-programmes to choose from:

Master's degree programmes

Fellowships are available for a selected number of master’s degree programmes. These programmes have a duration of between 12 and 24 months. A master’s degree programme leads to a Dutch master's degree.

You can apply for an NFP Master's degree fellowship for one of the master's degree programmes listed on the NFP course list 2012-2013.

Short courses

Fellowships are available for a selected number of Short courses offered by Dutch institutions that provide professional training at post-secondary level. These courses have a duration of between two weeks and twelve months. The courses lead to a Dutch certificate or diploma.

You can apply for an NFP Short course fellowship for one of the short courses listed on the NFP course list 2012-2013.

PhD studies

Fellowships are available for PhD research with a maximum duration of four years. You are allowed to seek alternative sources of funding. A minimum of 25% of your research must take place in an NFP country.

You can apply for a PhD fellowship after your research proposal has been accepted by a Dutch institution listed in the NFP brochure 2012-2013.

Eligibility

To be eligible for an NFP fellowship you must:

• be a mid-career professional with at least three years' relevant work experience;
• be a national of, and working and living in one of the countries on the NFP country list valid at the time of application;
• be nominated by your employer, who pledges to continue paying your salary and guarantees that you will be able to return to the same or an equivalent position at the end of your fellowship period;
• have been unconditionally admitted by a Dutch institution to one of the Master’s degree programmes or Short courses on the 2012-2013 course list, or have agreed upon a PhD research proposal with the Dutch institution. This means that you must have met all the academic requirements set by the Dutch institution;
• not already have received an NFP fellowship for a master’s degree programme or a PhD fellowship.
• not already have received two NFP fellowships for a short course and you must not have already received a fellowship in the year preceding your application.
• not be employed by:
  - a multinational corporation (e.g. Shell, Unilever, Microsoft);
  - a large national and/or commercial organisation;
  - a bilateral donor organisation (e.g. USAID, DFID, Danida, Sida, Dutch ministry of Foreign affairs, FinAid, AusAid, ADC, SwissAid);
  - a multilateral donor organisation, (e.g. a UN organisation, the World Bank, the IMF, Asian Development Bank, African Development Bank, IADB);
  - an international NGO (e.g. Oxfam, Plan, Care).
• have completed and submitted an NFP PhD study, master’s degree programme or short course application, including all the required documentation, before the applicable fellowship application deadline;
• be employed in an area to which the study will make a relevant contribution;
• have a clear-cut, functional relationship with a relevant organisation and be in a position to introduce the newly acquired skills and knowledge into that organisation;
• be full-time available for the entire period of the programme or course and be physically and mentally able to take part in the entire programme;
• endorse the objective and the aim of the NFP and use your new knowledge and skills to support your employing organisation and your country. Nuffic urges you to return to your home country upon finishing the course or programme to meet the NFP aim in the most effective way.

Priorities

Your chances of obtaining an NFP scholarship go up if you:

• live and work  in Sub-Saharan Africa;
• are a woman;
• belong to a priority groups and/or are from a marginalised region as defined by the Dutch embassy in your country. You can find these priorities on the embassy's website.

How to apply

To be eligible for an NFP fellowship, candidates need to be admitted to the master’s degree programme or short course for which they would like an NFP fellowship or be admitted as a PhD student.

Obtain academic admission

You first apply for academic admission directly to the Dutch institution. Your admission must be unconditional in terms of your education and language proficiency. Admission may be granted only, subject to you finding suitable funding for the programme.

You are strongly advised to seek academic admission as early as possible to allow the institution to process your application in time. Check the deadlines for academic admission with  the Dutch institution directly for up-to-date information.

The academic admission process for a PhD study is an individual track. If you want to be admitted as a PhD student check the requirements and the deadlines with the Dutch institution.

If you have been admitted to more than one course or study programme in one fellowship per application deadline you will have to choose one programme before you apply for a fellowship.

Prepare your application for an NFP fellowship

Your NFP application consists of:

• a copy of a valid passport or other official identity document;
• an employer’s statement;
• a statement from the Government Authority (if applicable);
• Statements of motivation, responding to the following questions:
  - Why do you wish to pursue this course or programme?
  - How will your employer benefit from the course or programme?
  - How will your country benefit from the course or programme?
  - How will you put your new skills and knowledge to work when you return to your job?

In addition, if you apply for a PhD fellowship:

• A letter of a co-supervisor in your own country (if applicable);

The application you submit to Nuffic must be complete. After you have submitted your application you cannot make any adjustments or additions anymore.

Erasmus Mundus (AgTraIn) Scholarships

Overview

Agricultural Transformation by Innovation (AgTraIn) is a three-year world-class Joint Doctoral Programme. AgTraIn is part of the Erasmus Mundus programme initiated by the European Commission to enhance and promote European higher education throughout the world. The language of the programme is English.

AgTraIn has a policy of equal opportunities for men and women and people with special needs.

The AgTraIn Objective and Focus

The main objective of the AgTraIn programme is to develop an elite European school within the topic of successful development and transformation of farming systems in the developing world. Thematically, the AgTraIn programme deals with agricultural production chains, the natural resource base and the involved communities. The scope of AgTraIn will range from the technical aspects of agricultural production, over post-harvest management, processing and value-addition, to market access and commercialisation. A key feature of the programme is the involvement of key stakeholders in identifying research questions and participating in project formulation. The emphasis is on applied research.

The AgTraIn Consortium

The AgTraIn programme provides you with a single entry-point access to top-level and up-to-date research on agricultural transformation within the scientific fields of the programme. The programme is jointly developed and delivered by a six-university consortium consisting of

Fellowships

Each fellowship is made up of three components: installation grant, operational funds and salary.

Category A and B fellowships are identical except that the first are eligible to receive 7500 EUR to cover travel and installation costs (received in two installments), whereas Category B fellowships include 3000 EUR to cover travel and installation costs when the fellowship holder visits an associate partner outside Europe.

All AGTRAIN doctorates will be employed on contracts within a laboratory-based field.

AgTraIn only issues one annual call for applications covering both EU and third-country applicants. The annual call announces selected research topics relevant for the application round.

• English proficiency (min score IELTS 7.0 , TOEFL: Paper-based 600/IBT 100)
• Two academic references

Evaluation criteria

Eligible applications are evaluated by the AgTraIn Assessment Committee according to three main criteria:

• Academic potential as indicated by (i) a very good second university degree; (ii) a research synopsis that closely relates to one of the five research subjects announced in the call, and demonstrate insight and interest in the subject, (iii) documented research achievements, e.g. publications in international journals with peer review. This is the most important criterion 
• English proficiency
• Academic references

Short-listing

Based on this, the best applicants are short-listed and invited to develop a full project proposal. Short-listed applicants will be informed by email. They are put in direct contact with the potential supervisors, who will assist the applicant in developing the full project proposal. Within a deadline of 5-6 weeks, the applicant submits the full proposal on a standard format to the AgTraIn Secretariat.

Interview

Each shortlisted applicant is invited, if recommended by their principal supervisor, to present their proposal before a Scientific Committee, consisting of at least two members of the AgTraIn Consortium Commission.  Applicant costs are covered by the Consortium.

Start date

Selected doctoral candidates should expect to start their doctoral studies around 1 September 2013.

Erasmus Mundus (IDEALAB) Scholarships

Overview

The Erasmus Mundus PhD Program International Doctorate for Experimental Approaches to Language And Brain offers an outstanding interdisciplinary, laboratory-based 3-year doctoral training to its candidates to study structure, processing and foundations of human language integrating interdisciplinary approaches.

For this purpose, four European universities and one non-European university provide an intellectual environment for original and independent research on experimental and clinical aspects of language and the brain. A joint curriculum and a common research training program cumulate in a joint degree. Candidates benefit from co-supervision of at least two professors of the network and courses at joint summer- and winterschools.

Aims and objectives of IDEALAB

Research carried out by the doctoral candidates contributes to our understanding of the neurocognitive mechanisms of language learning, language use and language re-learning in linguistically unimpaired as well as impaired populations. The young researchers enrolled in the program are acquainted with the newest technological tools, and are involved in the work carried out in several top-ranking European as well as non-European centers. Combined European and non-European expertise in the curriculum allows the young researchers to acquire interdisciplinary skills and to learn to work with new combinations of techniques. Interacting with key players in the field such as rehabilitation centers, neuroscience research laboratories, health services and special education institutions is a prerequisite for open-minded, independent research.

Content of IDEALAB

IDEALAB provides the technical and human infrastructure to study questions on brain and language relationships in an encompassing way. Areas of specialization include:

• Neuroimaging in children with normal and impaired language acquisition;
• Neuroimaging in adults with and without acquired language impairments;
• Psycho- and neurolinguistic studies of subjects with developmental and acquired impairments of spoken and written language (aphasia, dyslexia, dysgraphia) and
• Language therapy studies with neuroimaging before and after therapy as a measure of the influence of intervention on brain re-organisation.

Grant/Funding

Successful applicants will be enrolled as EMJD PhD candidates and will receive a grant from the Education, Audiovisual and Culture Executive Agency (EACEA) as an employment contract. On the other hand, EMJD PhD candidates commit themselves to pay participation costs.

Employment contract

Doctoral candidates on an EM-grant will be appointed as employees for three years at the University of Potsdam from where they are sent to their home and host institutions. The employment salary (€2,800 per month) includes health insurance, social security and pension rights. The gross amount is not intended as an employee gross but as an employer gross. Therefore, the university, according to national legislation, will deduct from the monthly amount both the employer's taxes and the employee's taxes. The expected average net salary will be around € 1.500 per month. A Doctoral Candidate Agreement (a model is available here) will be signed with Erasmus Mundus granted candidates.
Each year a variable number of fellowships will be offered according to the grants provided by EACEA.


Mobility grants
Travel contribution for Category A fellowships are paid in four instalments of €2000 each, in months 1, 12, 24 and 36 of the program. For Category B candidates who have Macquarie or one of the non-EU associated members as their mobility institution a travel allowance of €3000 is paid before the mobility period. 

Requirements

Requirement for successful candidates for the PhD program is a Master’s (or qualified equivalent degree) in Speech and language pathology, Psycho-/ Neurolinguistics, Clinical Linguistics or other language-related fields with a very good grade (at least a B or the equivalent). 

Further requirements for successful candidates include:

• outstanding academic achievement
• excellent oral and written English language skills
• aptitude for original, independent and creative work
• research experience

To make clear reference to the joint doctoral training at the partner universities, there are common application and selection procedures, common quality assessment and program monitoring.

Authentication of all documents will be accepted only if performed by a notary public, by the Embassy or Consulate in your home country, or by the institution that has issued the original document. If the documents are not in English, officially authenticated translations have to be added.
