The Scholarship Programs from Roma Education Fund (REF)

Overview

The Scholarship Programs as a part of Roma Education Fund (REF) promotes equal access of Roma to appropriate and quality higher Education in the Program Countries of South Eastern, Eastern and Central Europe (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia, Slovakia, Russia, Turkey, and Ukraine), by providing scholarships to Roma University students.

In order to address the needs of developing a professional medical staff among Roma minority REF and the Open Society Institute (OSI) run scholarship schemes for Roma Students pursuing degrees for Medical Nurses and/or Medical Doctors at state accredited/recognized Medical and Medical-Vocational schools in Romania, Serbia and Macedonia.

Given the complexity of entry examinations in Romanian, Serbian and Macedonian Medical Universities, the REF Scholarship Programs wishes to arrange Preparatory Courses for Roma pupils interested to take these examinations and enroll in Medical Universities in the above mentioned countries. The course would be for pupils in their final year/s (11th - 12th grades) of high school.


Roma Education Fund Scholarship Programs therefore is seeking applications from Training Organizations or Higher Education establishments that have capacity and previous experience in organizing Preparatory Courses for entry examinations in Universities and/or similar academic preparation courses.

Objective:

The Training Organization would be responsible for:

• preparing and implementing an out-reach plan in order to identify the pupils interested and eligible to pursue such preparatory courses in close cooperation with Roma NGOs, municipalities and schools.
• selecting candidates for the courses; the Program’s goal is to have 30 participants in preparatory courses in each country. The selection will be based on the results of the candidates’ high school diploma and the grades for the relevant subjects (chemistry and biology).
• defining and implementing a curriculum for the preparatory courses in subjects like Biology, Chemistry, Physics and National Languages, depending on the country specific entry examinations.
• assessing the progress of each individual student on a regular basis and providing an individualized program of study. Regular 4-month reporting to the REF Scholarships Program Senior Program Officer on the progress of the students.
• organizing preparatory courses in several or all of the following towns where there are selected students:

 Romania
- Bucharest
- Cluj
- Iasi

 Serbia
- Belgrade
- Nis

 Macedonia
- Skopje
- Tetovo
- Bitola

• Prepare an intermediary and final evaluation scheme for participants at the preparatory courses.

Requirements:

- The Training Organization should have at least 3 years experience in the organization and provision of preparatory courses for entry examinations in Universities in Romania, Serbia and Macedonia or similar academic courses
- Be familiar with the curricula of Medical Universities in Romania, Serbia and Macedonia as well as with the requirements for the entry examinations of the latter
- The Training Organization should have the capacity to compile a Preparatory Course for candidates who wish to pass entry examinations in Medical Universities in Romania, Serbia and Macedonia
- The Preparatory Courses should be delivered by qualified teachers
- Demonstrated ability to outreach to the Roma communities. Knowledge of Roma Education issues represents an advantage
- The Training Organization should have the capacity to hold the Preparatory Courses for 10 consecutive academic months (2010-2011 academic year)
- The Training Organization should be able to organize preparatory courses in all of the above listed towns in each Program Country.

Output:

A project concept for the Roma Health Scholarship Program Preparatory Course. The document should be of about 5 pages. Separate documents to be sent: Executive summary, Presentation of the portfolio of the organization and the CV of the Manager/Director as well as the CVs of the trainers/teachers. The project concept should focus on the following:

• Preparation of the curricula/teaching plan and the process of selection of teachers/trainers (with teaching experience of at least 3 years);
• Specific activities, including the roles and responsibilities of all key players, a time bound action plan, and a staffing plan;
• Estimated costs of the proposed action plan. Proposals should indicate the costs for students who: (a) registered; (b) attend all courses; (b) take all the examinations; and (c) are admitted to the medical universities. The proposals should also include an estimate of the number of students in each category.
• Identification of key challenges that would need to be overcome
• Geographical coverage

The Project Concept should be prepared in English.

Task management:

The REF Scholarships Program Senior Program Officer will be responsible for managing this task.

USA: Croatian Citizens - Fulbright Student Program Study for Pre-Doctoral Research in the United States

Overview

Grant benefits vary according to the provisions of the program of each participating country. All Fulbright grants include limited accident and sickness insurance and maintenance grants provided by the Department of State. Air fares are provided by the Croatian Ministry of Science, Education and Sport.

Grants are awarded for a period of one or two semesters (5 or 9 months) for post-doctoral applicants; of 2 semesters (9 months) for pre-doctoral applicants. A grant may be revoked, terminated, or suspended. Grounds for revocation or termination include, but are not limited to (1) violation of any law of the United States or the home country; (2) any act likely to give offense to the United States; (3) failure to observe satisfactory academic or professional standards; (4) physical or mental incapacitation; (5) engaging in any unauthorized income-producing activity; (6) failure to comply with the grant's terms and conditions; and (7) material misrepresentation made by any grantee in the application form or grant document.

A grant may be suspended if (1) the grantee ceases to carry out the project or academic program during the grant period, or (2) the grantee leaves the United States for more than two weeks without authorization of the American Embassy in Croatia or supervising agency.

Preference is given to candidates without recent experience in the United States. Recipients of Fulbright Scholarships within the past 5 years will not be considered.

Persons holding permanent residence in the United States are not eligible to apply for Fulbright grants to the United States. Persons who are citizens of both Croatia and the United States are also ineligible. Fulbright grantees enter the United States on an exchange visitor (J-1) visa under a Department of State program, which requires them to return to their home countries for a minimum of two years at the end of the grant period.

Confidential Letters of Reference
You must submit three letters. U.S. universities consider letters of reference extremely important. All letters of reference should be written by teachers under whom you have studied or pursued research or by someone who has supervised you in work related to your proposed field of study. Letters of reference should not be written by persons related to you either by blood or marriage, or by personal friends. At least one academic and one professional or work-related letter must be included among the three letters you provide. The letters of reference should be written in English, if possible. If they are not, a translation must be provided. Please be certain to ask that both pages of the form are completed. You can print out these forms and forward them to the individuals who will be your referees. They need to mail the references to one of the addressees listed below.

ARRANGEMENTS FOR AFFILIATION WITH A HOST INSTITUTION

One of the most important requirements of the Fulbright Program is a formal affiliation at a U.S. university or research institution. In many cases, applicants are in touch with colleagues at U.S. institutions and have made preliminary plans for their own placements. However, if you are unable to make these preliminary contacts, you are encouraged to identify two or three institutions that have appropriate facilities for the kind of research you wish to undertake and faculty specialized in your research interests. When determining which institutions to include on your preferred list, do not limit yourself to only the most well-known U.S. universities. Many U.S. universities may not have an international reputation, but they often have appropriate facilities to conduct research. We have observed that students placed in these smaller and less renowned institutions often are given greater attention than their colleagues who are affiliated with more well-known universities. If program officers find that the preferred institutions listed by the student are not suitable for the work proposed or no strong professional reasons are given for wanting a particular institution, the program officer will request placement at another institution after consulting with staff, former U.S. Fulbright Students, and other sources. The task of affiliation is substantially accelerated if candidates have projects that are clearly defined. Prospective host institutions also want to be assured that students can conduct research in English. Through Public Affairs Offices of U.S. embassies, students are notified of the arrangements made for their affiliation in the United States and of recommended starting dates.

STANDARDIZED TESTS

All pre-doctoral (student) FINALISTS will be required to take the Test of English as a Foreign Language (TOEFL) and will receive instructions on how to apply. TOEFL test is an admissions requirement at all U.S. universities for applicants whose native language is not English. Candidates must have a minimum score of 90 IBT (Internet Based Test). The test is administered in Zagreb.

OTHER IMPORTANT INFORMATION

DURATION OF GRANTS: Fulbright pre-doctoral grants are awarded for one nine-month academic year beginning in August or September. Candidates appointed to certain types of Fulbright grants may be required to arrive during the summer for an introductory course or intensive English program prior to the academic year.

CHANGE OF PLANS: You should promptly inform the U.S. Embassy, or the Ministry of Science, Education and Sport of any change in your academic status or future plans after this application has been submitted.

Make sure the reference reports are submitted promptly. Applicants must submit three references. It is the applicant's responsibility to ensure that reference reports are submitted by the deadline so that references accompany the application throughout the entire review process. References should be from persons qualified to evaluate your professional work and proposal. At least one of the references should be from a specialist outside your university. References should provide evidence of a scholar's reputation within his/her discipline and must be written in English.
When composing a curriculum vitae, it is important to include

- education (universities attended, degrees held)
- positions held
- courses taught and other services provided to students and the home institution
- publications
- other professional activities, such as workshops, seminars and consultations
- membership and activities in professional associations
- professional honors, awards and fellowships
- community service.

The application asks for similar information, but provides limited space for answers. In the curriculum vitae, the applicant should expand upon these topics to display more completely his/her accomplishments.

Preparing the Project Statement

The project statement is the most important aspect of preparing the Fulbright application. Scholars with the most compelling, theoretically sound, well-written, feasible proposals are generally recommended for awards. Sometimes those with outstanding professional achievements assume that a brief, general project statement will be sufficient. But, in order to ensure a more complete application, your proposed project, as well as the strategy for completing it, should be thoroughly explained.

NIDA-FUNDED HUMPHREY FELLOWSHIPS (DRUG ABUSE):
The drug abuse component of the field of public health policy and management emphasizes drug abuse education, treatment, and prevention. Fellowships funded by the National Institute on Drug Abuse (NIDA) target more specialized candidates. Appropriate candidates for NIDA-funded Humphrey Fellowships include mid-level researchers, research managers and policy makers in universities, drug abuse prevention or treatment programs, health or social services industries or medical facilities. Candidates preferably should have a doctoral degree or equivalent in medicine, health, behavioral or social science. Professionals employed by social welfare, education or community-based organizations would be appropriate if they meet the general eligibility criteria. Law enforcement candidates are not eligible unless they have a public health focus on drug abuse epidemiology, education, treatment and prevention, and meet the requirements to follow a program based in a school of public health.

NATURE OF THE PROGRAM: It is essential that candidates have a clear understanding of the professional development component of the program. If a candidate's intent is to pursue an advanced academic degree, or to attend a specific university, he/she cannot be nominated for the program. Candidates should also understand that Humphrey maintenance support may not enable them to maintain the standard of living they enjoy at home.

USA: Costa Rican Citizens - Fulbright Doctoral Fellowship in Science and Technology for Outstanding Foreign Students

Overview

The Bureau of Educational and Cultural Affairs Department of State United States is calling for a worldwide contest to participate in the Fulbright Program in Science and Technology. This program awards doctoral scholarships in science, technology and engineering in the most prestigious U.S. universities. For the year 2010 will give approximately 45 scholarships worldwide for candidates who demonstrate unique and innovative skills in scientific fields. Students have an outstanding academic record.

The study areas considered are: aeronautics and astronomy / aeronautics engineering, agriculture, biology, biomedical engineering, chemistry, computer science, energy, engineering (electrical, chemical, civil, mechanical, ocean), environmental science, geology / science land and atmosphere, engineering and information science, mathematics, neuroscience / brain and cognitive sciences, oceanography, physics. Eligible Candidates

Applicants must be Costa Rican citizens or legal permanent residents in Costa Rica. Not be taken into account for U.S. citizens, a Costa Rican resident permit holders in the United States, Costa Rican or father or mother (or both) Americans or U.S. born. Depending on the area of study must have a bachelor's degree or a full degree at the time of filing the application. The English language is a prerequisite (minimum 600 points or its equivalent in TOEFL - recent). The GRE will be asked to candidates who are nominated to the selection committee in the U.S.. In addition, candidates in biology, biochemistry, molecular and cellular biology, chemistry, computer science, mathematics and physics, must submit the GRE - "subject test", should be nominated for the scholarship. Each country can nominate up to two main candidates and an alternate.


Fellows undertake this program, without exception, to return to Costa Rica after finishing their studies and to reside permanently in this country during the two years following that date. The process began in February 2010. Selected candidates will begin their program of study in the United States between July and September 2011.

Application Process

Preliminary forms complete and two complete copies (including copies of documents) must be submitted by Monday April 12 at the office of Cultural Affairs of the United States Embassy in San José. Subsequently be notified to shortlisted candidates to prepare the final application form. Documents will not be returned.

Besides the application form must submit the following documents:

- Official academic record showing all courses taken, grades obtained (higher education) will not accept partial transcripts that show only the approved materials;
- Copies of diplomas obtained;
- Results of the TOEFL or TOEIC to demonstrate mastery of English;
- Three letters of recommendation

USA: For Costa Rican citizens - Fulbright Scholarship Program for Graduate Students

Overview

The Fulbright Exchange Program was established by the U.S. Government in 1946 under the sponsorship of legislation and Arkansas Senator J. William Fulbright. Fulbright Postgraduate Scholarships provide an opportunity for students from other countries, to undertake studies to obtain master's degrees and doctorates in some cases, for a period not exceeding two years. The candidates applying for a PhD, must be obtained from other sources and demonstrate that they have the necessary funds for the remaining two or three years of their curriculum. No persons shall be deemed to have enjoyed a Fulbright scholarship before.

The Fulbright Program seeks outstanding candidates with experience in their field who wish to pursue postgraduate studies at American universities. Priority will be given offers of admission to those universities that offer partial or full exemption of tuition Fulbright candidates. Fellows undertake this program, without exception, to return to Costa Rica after finishing their studies and to reside permanently in this country during the two years following that date. The support provided by the Fulbright Program has a limit of two years.

The process begins in January 2010. Selected candidates will begin their program of study in the United States between July and September 2011. In some cases, orientation sessions offered academic / cultural and / or refresher programs in English a few weeks before they begin their academic program in the United States.


Program Requirements

For the selection process will consider all applicants who meet the following requirements:

- Being Costa Rican citizens or legal permanent residents in Costa Rica. Not be taken into account for U.S. citizens, a Costa Rican resident permit holders in the United States, Costa Rican or father or mother (or both) Americans or U.S. born. Applicants -must be residing in Costa Rica.
- Have at least one full academic high school (will require full bachelor's degree in certain areas and cases, and the master in the case of applicants for doctoral programs).
- Be fluent in English. The TOEIC test offered by the Costa Rican North American Cultural Center is a requirement for the submission of the form. If you have the result of a valid TOEFL is sufficient.
- Not having studied at a university in the United States under the auspices of the U.S. Government over the past four years.

Your area of study:

Social Sciences, natural science, humanities and arts. Priority is given to candidates who want to specialize in environmental issues / sustainable development, biotechnology, education, international relations, teaching English and related fields, journalism, government / public administration, and culture, history or literature of the United States . Applications in other areas will be considered on a case by case basis.

It is recommended that interested parties register for the TOEFL and / or GRE / GMAT as appropriate.

The United States Embassy in Suva invites applications for the Hubert H. Humphrey Fellowship Program for 2011-2012 from resident nationals of Fiji, Kiribati, Nauru, Tonga and Tuvalu. One of the primary objectives of the Fellowship is to foster mutually lasting and productive ties between Americans and their professional counterparts overseas.

These prestigious non-degree Fellowships are offered to mid-career professionals who have a proven track record of leadership, public service commitment, and the capacity to take full advantage of a self-defined program of independent graduate-level learning at a leading U.S. university for up to twelve months. USA: Harkness Fellowships in Health Care Policy and Practice

Overview

Harkness Fellowships in Health Care Policy and Practice are for promising mid-career health policy researchers or practitioners to complete a US-based project relevant to both New Zealand and the US. The awards are funded by the Commonwealth Fund of New York.

The Commonwealth Fund hopes to enrich health policy thinking as Harkness Fellows study how the United States approaches health policy issues, share lessons learned from their home countries, and develop an international perspective and network of contacts to facilitate policy exchange and collaboration that continues beyond the fellowship experience.

Fellows work with leading US experts to conduct a research study that addresses a critical issue on the health policy agenda in both the US and New Zealand. The Commonwealth Fund's principal areas of focus are health care system performance, including access to care, insurance coverage, quality improvement, efficiency, and equity; quality of care for children, the elderly, and minorities; and patient-centered primary care. The Fund place Fellows with mentors who are experts in the policy areas to be studied, based at universities, think tanks, health care organisations or government agencies.


A rich program of seminars organized by the Commonwealth Fund throughout the year further enhances the fellowship experience.

Up to 15 awards are offered each year, typically three from New Zealand and Australia, three from Germany, two from the Netherlands, one from Norway, one from Switzerland and five from the United Kingdom.

Eligible Candidates

To apply you must:

- be a citizen of New Zealand, Australia, Germany, the Netherlands, Norway, Switzerland or the United Kingdom
- have a master's degree or doctorate (or the equivalent thereof) in health care services, health policy research, or a related discipline, such as economics or political science (consideration may be given to candidates with a bachelor's degree only, depending on work experience)
- show significant promise as a policy-oriented health services researcher or practitioner (clinician, health services manager, government official, or journalist)
- have a demonstrated expertise in health policy issues and a track record of informing health policy through research, policy analysis, health services, or clinical leadership
- if academically based, be at a mid-career level (e.g., research fellow to senior lecturer)

Entitlement

Up to US$107,000 including:

- roundtrip airfare to the United States
- fixed monthly stipend for US living expenses
- set up and shipping allowances
- support toward the portion of the project conducted in the home country, if appropriate
- funds for project-related travel, case studies, conferences and research expenses
- travel funds to attend Harkness Fellowship events
- institutional allowance for US mentor/placement
- health insurance coverage while in the United States
- US and state taxes

A supplemental allowance including roundtrip airfare, living allowance, and health insurance is also provided to Fellows accompanied by a spouse and/or children up to age 18.

- attach a summary of professional objectives, a curriculum vitae, a preliminary proposal for a policy-orientated research project that fits within the Fund’s national programme areas, a letter of reference from your department chair or institution and three professional references from senior health policy researchers, policymakers, or senior level managers, who can comment on your past work and the potential contribution of your proposed project
- interviews will be held in Auckland in December, and successful applicants will be announced the same day

Candidates are encouraged to structure projects around topics presented in The Commonwealth Fund's List of Suggested Project Themes (available from their website), or to propose original ideas on other topics relevant to the Fund's work.

USA: 2010 Summer Research Laboratory at University of Illinois at Urbana/Champaign

DATE: 14 June to 7 August 2010

The Russian, East European, and Eurasian Center at the University of Illinois-Urbana/Champaign is pleased to announce the 2010 Summer Research Laboratory (SRL) on Russia, Eastern Europe, and Eurasia (REEE). Since 1973, the SRL has provided scholars with access to the university’s Slavic and East European Library (one of the largest REEE collections in the country), the services of Slavic Reference Service (SRS) librarians, and specialized workshops and forums for junior scholars. Previous SRL participants have called the lab “the best place to do Slavic research outside of Russia.” Please consult our website for more specific details: http://www.reeec.illinois.edu/srl/

Housing grants are available via a U.S. Department of State Title VIII grant. A limited amount of travel grants is available for graduate students participating in the training workshops. In order to be eligible for grants, scholars’ research much be policy-relevant, and research must focus on the formerly socialist countries of Eastern Europe and Eurasia. For a full list of countries please see our website, linked above. Given the Title VIII stipulations, grants are only available to U.S. citizens or permanent residents.

Though the SRL runs the majority of the summer, scholars rarely stay for more than two weeks. Therefore it is easy to schedule an SRL visit around other summer plans (e.g., internships, study abroad).

A variety of other events and conferences are held in conjunction with the SRL:

JUNIOR SCHOLAR TRAINING WORKSHOPS:

This summer we will host two interdisciplinary research workshops for junior scholars. Though the structure of the workshops is the choice of the individual workshop leader, participating scholars usually provide papers which are then critiqued by other participants. The purpose of the workshops is to share transdisciplinary knowledge and sources on the regions, share knowledge of the region, network with scholars of different fields, and hone current research. In addition, participants receive an orientation to the SRS and the Slavic and East European Library. If seeking to do extended research, plan an SRL visit which is longer than the workshop period.


“State, Society, and Modernity in Central Asia” 14-16 June 2010
Moderator: Ed Schatz, Political Science, University of Toronto

The central aim of this workshop is to bring together scholars in various disciplines to explore changes in the relationships between state and society in Central Asia that have occurred during historical or recent modernization projects (understood variously as ideological, developmental, cultural, political, bureaucratic, or neo‐colonial). The workshop's objectives are to foster a supportive network of colleagues involved in this field and to explore recent research paradigms and resources.

“Fluid Future: Understanding the Black Sea as ‘Region’” 14-16 June 2010
Moderator: Charles King, Government, Georgetown University

The Black Sea region has reemerged as a dynamic--but still often troubled--corner of Europe. Security issues, state sovereignty, minority rights, economic competition and integration, and environmental challenges are some of the key concerns of littoral states and of international organizations such as the European Union and NATO. These policy concerns are matched by a newfound interest among historians, anthropologists, sociologists, and others in the evident "connectedness" of the Black Sea as a body of water. Topics such as the history of disease and migration, the politics of tourism, and the evident sharing of art forms, religious practices, and folk customs--as well as greater access to archival resources and field sites--have all made the greater Black Sea world into an exciting arena of research. This seminar will allow researchers to share their work with other scholars currently working on the history, politics, and society of the Black Sea region, from the Balkans to the Caucasus and from Turkey to the Eurasian steppe.

2010 Ralph and Ruth Fisher Forum, 24-26 June

The 2010 Fisher Forum will be held in conjunction with the 2010 SRL. This year’s Forum is entitled “The Socialist 1960’s: Popular Culture and the Socialist City in Global Perspective.” It is being organized by Diane Koenker, History, University of Illinois-Urbana and Anne Gorsuch, History, University of British Columbia. Scholars from around the world attend the three-day forum. The purpose of this conference will be to use the Second World, the socialist societies of the 1960s, as the center from which to explore global interconnections and uncover new and perhaps surprising patterns of cultural cross-pollination. This forum will be structured around cities as the units of analysis, and it will focus on the arena of popular culture as played out in these city spaces.

Individualized Research Practicum
Slavic Reference Services

The SRS librarians are phenomenally well-versed in the reference sources of the region. SRL scholars who are graduate students are highly encouraged to apply for an Individualized Research Practicum. SRS staff will develop a personalized, project-based program for each participant covering electronic tools and software, print and electronic bibliographic resources and databases, archival sources, vernacular-language search techniques, vernacular keyboard options, vernacular full-text resources, and as needed, online consultations with information specialists located in Eurasia and Eastern Europe. The practicum is also a wonderful way to learn of research resources available in a REEE country before traveling to that country.

In order to maximize the worth of the practicum, applicants are encouraged to contact the SRS before attending. Scholars are asked to share the extent of research already accomplished, an abstract of their project, whether they have traveled to the region, and any other relevant information.

Switzerland: The ASCN Short-Term Grant and Master of Advanced Studies in European Integration at the University of Basel

Overview

The emphasis of the ASCN programme is on the promotion of individuals. Therefore, promising researchers in social sciences and humanities originating from South Caucasus have the opportunity to be granted a scholarship in order to strengthen their research capacities and extent their network in their academic field.

Selection Criteria for all ASCN grants and scholarships

• field of study: social sciences and humanities
• outstanding academic qualifications
• good German language, French language and/or English language skills

In the year 2010 the priority is given to Georgian citizens; grants will be open to Armenian and Azerbaijani citizens later on.

Short-term grants

Each year a limited number of short-term grants (one week to one month) to Switzerland are available for young researchers from the South Caucasus. These grants offer scholars (PhD. candidates and higher) from the region the following possibilities:

- participation to a conference in Switzerland
- exchange with Swiss scholars and visit of Swiss academic institutions with the goal to initiate cooperation
- exchange on specific research projects
- work on an ongoing (PhD.) project and benefit from research infrastructure in Switzerland

These grants offer grantees the opportunity to extend their academic network, work in state of the art research infrastructure and meet scholars in similar fields of expertise. For the year 2010, grants are restricted to Georgian citizens. The grants are open to researchers from all Georgian institutions of higher education in the fields of humanities and social sciences. Applications can be made any time during the year.

MAS in European Integration

The ASCN Programme offers to 4 students from South Caucasus the opportunity to follow an MAS (Master of Advanced Studies) in European Integration at the University of Basel. It is a one-year programme (2 semesters) beginning in September 2010. Courses are taught in English and German. Applications are open for students from Georgia, Armenia and Azerbaijan.

The grant covers tuition fees, travel costs as well as living costs and accommodation for an amount of 25,000 EUR. The application deadline is 30 April 2010. You will find all the necessary information related to the MAS and the grant in the below documents.

Intermediate Fellowships for Researchers in India 2010-2011

Overview

This scheme supports excellent scientists who wish to undertake high-quality research and to establish themselves as independent researchers in an academic institution in India.

The fellowship is for five years and provides:

- The Fellow's personal support (for details see costing policies)
- Research expenses, including research assistance if required (normally funding for two research staff may be requested; requests for additional research staff may be considered where fieldwork or clinical studies are proposed)
- Additional allowances for scientifically justified visits of up to one year.
- Time permitted for non-research related activity during the fellowship is normally restricted to a maximum of eight hours each week.

Eligible Candidates

You should have between four to seven years of postdoctoral/clinical research experience and would normally have obtained a PhD.

You do not have to be an Indian national or be resident in India at the time of application. However, it is expected that the majority of your research will take place in the Indian host institution and that your long-term aim is to pursue a career in India.

You must have made intellectual contributions to research that have been published in leading journals, and be able to demonstrate your potential to carry out independent research.


Sponsorship

You must have an eligible sponsoring host institution in India and an eligible sponsor who can guarantee space and resources for the tenure of the award.

The host institution sponsor:

- must have a contract of employment with the institution with tenure beyond the duration of the proposed fellowship

- should make an undertaking that if an award is made you will be granted the status and prerogatives of other academic staff of similar seniority

- should not expect you to spend more than eight hours per week on activities unrelated to the fellowship (e.g. teaching duties)

- Sponsors are encouraged to view their support and mentorship to you as part of a longer-term commitment to help you realise your career aspirations in research.

- You should complete and submit a preliminary application form by the published deadline.

PhD training is one component of a Partnership Programme of health research capacity strengthening involving three Irish and seven Africa-based Higher Education Institutes. The Irish partners who are responsible for the training, which will be delivered in Ireland, are: the Royal College of Surgeons in Ireland (RCSI), Trinity College Dublin (TCD) and the National University of Ireland Galway (NUIG).

The goal of the Partnership:

To build health research capacity in Ireland and Africa so as to conduct research that strengthens health systems in Africa to serve the poor more effectively.

Marshall Scholarships finance young Americans of high ability to study for a degree in the United Kingdom. Up to forty Scholars are selected each year to study at graduate level at an UK institution in any field of study.

As future leaders, with a lasting understanding of British society, Marshall Scholars strengthen the enduring relationship between the British and American peoples, their governments and their institutions. Marshall Scholars are talented, independent and wide-ranging, and their time as Scholars enhances their intellectual and personal growth. Their direct engagement with Britain through its best academic programmes contributes to their ultimate personal success.

The objectives of the programme are as follows:

•To enable intellectually distinguished young Americans, their country's future leaders, to study in the UK.
•To help Scholars gain an understanding and appreciation of contemporary Britain.
•To contribute to the advancement of knowledge in science, technology, the humanities and social sciences and the creative arts at Britain's centres of academic excellence.
•To motivate Scholars to act as ambassadors from the USA to the UK and vice versa throughout their lives thus strengthening British American understanding.

Eligible Candidates

Open only to United States citizens who (at the time they take up their Scholarship) hold a first degree from an accredited four-year college or university in the United States with a minimum GPA of 3.7. To qualify for awards tenable from October 2011, candidates must have graduated from their undergraduate college or university after April 2008.

NB Persons already studying for or holding a British degree or degree-equivalent qualification are not eligible to apply for a Marshall Scholarship.

Value of this scholarship: University fees, cost of living expenses, annual book grant, thesis grant, research and daily travel grants, fares to and from the United States and, where applicable, a contribution towards the support of a dependent spouse.

Number of Awards:Up to 40 Scholarships awarded annually.

Tenure: The traditional Marshall Scholarship is tenable for two academic years (ie 22 months), but may be extended by the Commission, though not beyond the end of a third academic year. Third-year extensions are granted by the Commission on a limited basis, for strong academic reasons, subject to the availability of funds. In addition, thanks to the generous support of the following Universities:

•Up to two third-year extensions may be granted by the University of Edinburgh to those pursuing a doctorate at Edinburgh.
•Up to two third-year extensions may be granted by King's College London to those pursuing a doctorate at KCL.

Sweden: PhD student in Theoretical Hadron Physics, Uppsala University

A PhD student position in Theoretical Hadron Physics is available at the Division of Nuclear and Particle Physics within the Department of Physics and Astronomy.

Hadron physics is on the borderline between nuclear and high-energy physics dealing with the particles made out of quarks and gluons. Quantum chromodynamics (QCD) is the accepted theory, which describes on the fundamental level of quarks and gluons the strong interaction as one of the four elementary forces of nature. Yet there are many aspects of QCD that are not fully understood, most prominently the phenomenon of confinement - the observation that quarks and gluons cannot be isolated as single particles but rather form composite objects, the hadrons. The best known hadrons are the proton and the neutron, which form the atomic nuclei, but much more types of hadrons are created and studied in particle-collision experiments. It is the goal of hadron physics to understand the hadron properties such as masses, life times, reaction rates and intrinsic structure. In theoretical hadron physics mathematical methods are developed which serve to understand and predict the properties of hadrons.

Overview

The Liaison of Independent Filmmakers of Toronto (LIFT) is seeking applications from international artists for 4–6 week individual production residencies to take place between fall 2010 and summer 2011.

LIFT is a member-driven non-profit organization that provides affordable access to equipment, education and community for those who want to make film based works, out of a passion for, and commitment to, the practice of filmmaking. We support a wide range of production formats including 8mm, Super 8mm, 16mm, Super 16mm, 35mm and HD film and digital editing, optical printers; contact printers; animation stands; a darkroom and more.

Torontoalso offers a wide range of lab facilities, a large pool of experienced technicians and talent, a vibrant film community and a dynamic arts environment.

LIFT's residency program focuses on the production of film-based works with equipment and facilities to which the artist would not have access in their local region. Artists are expected to be at an established point in their practice (although not necessarily working predominantly with film). Applicants should also consider what they would bring to the Toronto community in terms of community collaboration, teaching, artist talks and/or presentation activities – these engagements are a critical part of each residency offered by LIFT.


The maximum cash funding for projects is $3,000 (CND) for travel, accommodation and per diems. Equipment and facilities will be provided by LIFT to a maximum of $3,000 (CDN). The artist is responsible for the costs of all film stock, chemicals, lab fees and other expendables.

Ireland: MSc Research Scholarship Opportunity in Environmental Chemistry

Overview

Chemical analysis of novel contaminants in the Irish aquatic environment and their potential to bioconcentrate and bioaccumulate up the food chain.

Funding Agency: Environmental Protection Agency (EPA) and Department of Environment Heritage and Local Government, Ireland.

Description: The project shall concentrate on using established techniques to measure novel environmental contaminants, particularly pharmaceuticals in the Irish aquatic environment and their bioconcentration ability. The various pharmaceuticals under investigation (including antibiotics, non-steroidal anti-inflammatory, lipid regulators, anti-convulsants and beta-blockers), are known to be present in Irish municipal effluents. Chemical analysis of pharmaceuticals in treated municipal effluent and receiving waters (freshwater and marine) shall be undertaken using solid phase extraction (SPE) followed by analysis by LC/MS/MS to identify and quantify these compounds. The ability of these compounds to bioconcentrate shall be investigated by chemical analysis on various tissues from bioindicator species, marine and freshwater bivalve mussels (Mytilus edulis and the zebra mussel Dreissena polymorpha respectively) exposed in vivo and in situ to individual compounds, mixtures and complex effluents. Bioaccumulation through the food chain with the potential for human exposure shall also be investigated using multi-tropic level studies.


The student shall be primarily based in the Irish Separation Science Cluster (ISSC) lab in DCU where the chemical analysis shall be undertaken, but shall be working as part of a team on an EPA funded environmental toxicology project located in the Irish Centre for Environmental Toxicology (ICET) in GMIT, where all in vivo and exposure aspects of the project shall be undertaken. Project supervision shall be from both DCU (Prof Brett Paull) and GMIT (Dr Brian Quinn), with the degree awarded from DCU.

Eligible Candidates

Candidates should posses a primary degree (minimum II:I) in a relevant discipline (Chemistry). A good understanding and experience of liquid chromatography and mass spectrometry is an advantage. Computer literacy is essential. Candidates must have European driving licence, be willing to travel to various test sites around the country and to visit/work in GMIT on occasion. Studentship is subject to performance that is satisfactory to both DCU/GMIT and the EPA.

Project Start-Date: May 2010

Project Duration: 2 years (with possible transfer to PhD register).

Conditions: €1,333.33 per month plus fees and travel budget.

This PhD studentship is part of the strategic collaboration between the Institute of Governance and Public Management at the University of Warwick and the National School of Government on public leadership (political, managerial, professional and community leadership). This PhD studentship aims to critically analyse approaches to developing national political leaders and to contribute to a wider understanding of the contexts and challenges of leadership development.

The overall research question examines the extent to which national leadership development approaches contribute to building the capabilities of national level political leaders. The subsidiary questions are:

• What are the most important political leadership capabilities and how they are most effectively fostered?
• What are the main drivers and obstacles to successfully engaging political leaders in development events and experiences?
• What are the outcomes of such interventions, as seen by political leaders themselves, by other relevant stakeholders and by any objective measures of performance?

Value of this studentship

This exciting PhD studentship is fully-funded by an ESRC CASE award. Please note that the award is available to UK and other EU nationals only. UK: PhD Studentship in NanoBiomaterials for Bioengineering and Regenerative Medicine in UCL Chemical Engineering

A fully funded 4-year EPSRC DTG PhD studentship, with a stipend of £15,740 per annum, is currently available, working in a multidisciplinary programme across material, medicine and engineering between the Department of Chemical Engineering (http://www.ucl.ac.uk/chemeng/) and the Department of Mechanical Engineering (http://www.mecheng.ucl.ac.uk/) at UCL.

Nanotechnology is a rapidly developing field, and will play an increasingly important role in 21st century healthcare. For example, the efficiency of drug targeting is increased by using nanoparticles. Recently, the significance of the morphological control of nanomaterials to medical device, detection, diagnosis and treatment of diseases has been attracting more attention. During this project, nanoparticles (oxides and compound, such as calcium phosphates) with varied morphology and aspect (sphere, tube, etc) will be synthesised using advanced approaches (e.g. microwave-assisted hydrothermal, sol-gel etc).

A systematic evaluation of the synthesised nanomaterials from microstructure to biological responses will be thoroughly carried out and some fundamental issues will be addressed for further research.

There is an opening for a postdoctoral fellow to join the Networking Systems Lab (NSL) at Carnegie Mellon's Qatar campus, located in Doha, Qatar. The position will start in August of 2010 for the duration of two years.

The NSL conducts basic and applied research in several areas of computer networks including Delay and Disruption Tolerant networks, intermittent/opportunistic networking, mobile/wireless networks, as well as sensor networks. The NSL is also involved in networking-based technologies for developing regions.

The holder of this position will ideally help define research problems and implement solutions for delay and disruption tolerant networking problems with a focus on intermittent and opportunistic networking. Other areas of research that overlap with current lab projects such as multi-hop networking resource management and provisioning, and sensor networking research, may be considered as well. Duties will also include assisting in various research management activities such as writing proposals, project planning, and report writing.

Eligible Candidates

Applicants must hold a Ph.D. in Computer Science/Engineering by the time of appointment. They should have a strong research record in one or more of the areas mentioned above. A three-year Ph.D. studentship in evolutionary biology is available in the laboratory of Andreas Wagner at the University of Zurich. We are looking for a researcher to study the molecular evolution of genetic systems, in particular quorum sensing signaling networks, using computational approaches and genome sequence data analysis. The successful candidate will have a strong background in bioinformatics and computational biology. Fluency in a major scripting language such as perl, and experience in software development is a must. Also necessary is a strong background in biology. Applications without a demonstrated interest and research history in evolutionary biology will not be considered further. We are looking for an individual with a Masters Degree or equivalent, who is highly self-motivated and can work independently. The working language in the laboratory is English. German skills are not essential.

USA: 2011-2012 Application for the Fulbright Scholar program (post-doctoral) for Macedonia

Overview

The flagship international educational exchange program sponsored by the U.S. Government, widely known as the Fulbright Program, is designed to increase mutual understanding between the people of the United States and the people of other countries. With this goal as a starting point, the Fulbright Program has provided more than 234,000 participants, chosen for their leadership potential, with the opportunity to observe each others' political, economic and cultural institutions, exchange ideas, and embark on joint ventures of importance to the general welfare of the world's inhabitants.

The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. The Fulbright Program is administered by the Bureau of Educational and Cultural Affairs of the United States Department of State. Since the establishment of the Fulbright Program, 34,000 visiting scholars have conducted research or taught in U.S. universities, and more than 32,000 U.S. scholars have engaged in similar activities abroad. The Fulbright Program awards approximately 750 grants to visiting scholars worldwide each year to teach and conduct research in the U.S. Currently, the Program operates in 155 countries around the world.

NATURE OF GRANTS

Grant benefits vary according to the provisions of the program of each participating country. All Fulbright grants include limited accident and sickness insurance and maintenance grants provided by the Department of State. Grants are awarded for a period of one or two semesters (5 or 9 months) for post-doctoral applicants; of 2 semesters (9 months) for pre-doctoral applicants. A grant may be revoked, terminated, or suspended. Grounds for revocation or termination include, but are not limited to (1) violation of any law of the United States or the home country; (2) any act likely to give offense to the United States; (3) failure to observe satisfactory academic or professional standards; (4) physical or mental incapacitation; (5) engaging in any unauthorized income-producing activity; (6) failure to comply with the grant's terms and conditions; and (7) material misrepresentation made by any grantee in the application form or grant document. A grant may be suspended if (1) the grantee ceases to carry out the project or academic program during the grant period, or (2) the grantee leaves the United States for more than two weeks without authorization of the American Embassy in Macedonia or IIE.


Preference is given to candidates without recent experience in the United States. Recipients of Fulbright Scholarships within the past 5 years will not be considered.
Persons holding permanent residence in the United States are not eligible to apply for Fulbright grants to the United States. Persons who are citizens of both Macedonia and the United States are also ineligible. Fulbright grantees enter the United States on an exchange visitor (J-1) visa under a Department of State program, which requires them to return to their home countries for a minimum of two years at the end of the grant period.

When composing a curriculum vitae, it is important to include

The application asks for similar information, but provides limited space for answers. In the curriculum vitae, the applicant should expand upon these topics to display more completely his/her accomplishments.

Preparing the Project Statement

The project statement is the most important aspect of preparing the Fulbright application. Scholars with the most compelling, theoretically sound, well-written, feasible proposals are generally recommended for awards. Sometimes those with outstanding professional achievements assume that a brief, general project statement will be sufficient. But, in order to ensure a more complete application, your proposed project, as well as the strategy for completing it, should be thoroughly explained.

Factors to address in the project statement

Clearly define your objectives and the methodology you will employ. Indicate whether you will use interviews, library or archival research, or laboratory experiments to accomplish your project. Place your project in academic or professional context by referring to leading works by others on the topic if that information is available. Explain the significance of the project for the field and your own professional development. Explain why residence in the United States is necessary for accomplishment of the project. Comment, if applicable, on the adequacy or inadequacy of research facilities and library resources in your own country and on the need to use specific collections in the United States. Describe arrangements you have made, for affiliation or collaboration. Secure a letter of invitation from a U.S. host institution testifying to the merits and feasibility of the proposal.

Scholars who have studied previously in the United States should avoid seeking affiliation at their U.S. alma mater because candidates are encouraged to expand their contacts within the U.S. academic community. Discuss how your project can be completed within the time period you have available. Describe your competence in English if you are not a native speaker. Proficiency in English is required for research awards in the United States. Indicate how you will disseminate the results of your research both in the United States and in your home country.

ARRANGEMENTS FOR AFFILIATION WITH A HOST INSTITUTION

One of the most important requirements of the Fulbright Scholar Program is a formal affiliation at a U.S. University or research institution. When determining which institutions to contact, do not limit yourself to only the most well-known U.S. universities. Many U.S. universities may not have an international reputation, but they often have appropriate facilities for scholars to conduct research. We have observed that scholars placed in these smaller and less well-known institutions often are given greater attention than their colleagues who are affiliated with more well-known universities.
