Lee Kuan Yew Master's Scholarship in Public Management

Overview

The MPM is a one-year programme for highly accomplished individuals who hold senior leadership positions in the public, private and non-profit sectors. The programme teaches advanced public management practices and provides direct exposure to the inner workings of Singapore Government agencies through a six-week attachment. MPM students are also introduced to American politics, society and culture through semester-long studies at Harvard University’s Kennedy School of Government.

Admissions Policy

The objective of the admissions policy of the MPM programme is to select a diverse group of students with outstanding academic ability and who have demonstrated career achievement with potential for future growth, and who are contributing to public service.

Criteria for Selection

Among the criteria used to guide the selection process are:

  • Leadership capabilities demonstrated through professional accomplishment
  • Personal character, demonstrated by professional commitment and direction, motivation and maturity
  • Scholastic ability as demonstrated by achievement in an earned undergraduate and/or graduate degree, recommendations, analytic training, written work and standardised test scores

Applicants are also evaluated on the depth and quality of their experience, as demonstrated by work history, references and the applicant's written analysis of past employment experience.

An MPM candidate should be motivated, outward-looking, and open to new ideas. He should be ready to contribute a unique perspective and experience to the programme to benefit other students, and be ready to contribute to his organisation and country at the end of his training. In effect, the candidate we are looking for should be important enough to the organisation that a sabbatical year away would have significant impact for the organisation, but whose added training will be seen as vital in the organisation's next step forward.

In addition, the candidate should meet most of the following criteria:
  • Be in an organisational position at least comparable to a Director of Division and up to a Deputy Secretary level in the Singapore Civil Service
  • Have demonstrated clear leadership potential within a country civil service or political leadership, or in comparable positions in non-profit organisations or in the private sector
  • Likely to be between 35 to 45 years old
  • Have a minimum of eight years working experience preferably in the area of policy making and public management
  • Possess at least a good tertiary education up to Bachelor level
  • Preferably have some background in Mathematics and Economics
  • Have a good command of the English Language (minimum TOEFL score of 580 or IELTS band of 6.5)
  • Show a genuine interest in governance, and be able or likely to fill a future position in government
  • Be of good personal character

Scholarships/Fellowships

The Scholarships/Fellowships below are offered on a competitive basis to recognise outstanding MPM candidates who have clearly demonstrated exceptional leadership qualities and are committed to public service. A Scholarship/Fellowship fully finances the candidate’s education in the Master in Public Management programme.

Due to the prestige of the Scholarship/Fellowship, not all awards will be made unless there are candidates of sufficient merit. In addition to meeting the stringent criteria for entry into the MPM programme, all Fellows/Scholars should also demonstrate exceptional academic ability and professional distinction.

Fellows/Scholars may not concurrently hold any other scholarship, fellowship or award without the prior approval of the School.

There is no bond or obligation for the Fellow/Scholar to be employed by NUS or in Singapore.

Note 1: Each Fellowship provides for the following expenses:

  • A monthly stipend throughout the period of the award
  • A one-time book allowance
  • A one-time settling-in allowance
  • Shared housing
  • Tuition, examination, health insurance and other approved fees
  • Tuition fees and accommodation at partner university

Max Weber Postdoctoral Fellowship at European University Institute

Overview

The Max Weber Programme is Europe’s largest postdoctoral programme in the social sciences and humanities. It is funded by the European Commission (DG Education and Culture) and hosted by the European University Institute in Florence where the research community of professors, researchers and fellows provides an excellent environment for the Programme.

The Programme, open to all nationalities, is designed for junior post-docs who have received a doctorate in economics, law, history, social and political sciences, or a related field, within the last 5 years and who want to advance in their research and academic training, in an active multidisciplinary environment before entering the international job market, or in the early stages of their academic careers.

Fellows are selected on the basis of their research accomplishments and potential, their academic career interests, and the availability of the EUI faculty to provide mentorship.

Fellows are supported and encouraged to pursue their research agendas and participate in the research activities of the EUI, and in particular, the research activities of the Max Weber Programme and of the EUI Departments with which they are affiliated.

Why Choose EUI

- The EUI offers one of the world's largest doctoral and postdoctoral programmes in the social sciences
- It hosts an international community of over 1,000 scholars from more than 60 countries
- It is proud of its high completion rate: 90% of researchers complete their doctorate in four years
- It offers excellent career prospects for its researchers: 65% in academia, 15% in international organizations, 20% in the private sector and NGOs
- At the EUI researchers have time to focus fully on research, with grants of up to four years from EU Members States and other states
- It offers joint exchange programmes with major North American and European universities

Stipend

The basic stipend is € 2,000 per month.

Successful applicants who receive other grants or salaries must disclose this to the EUI. The amount of the fellowship will be fixed at a lower rate (minimum €1,250 per month) depending on the amount of the additional income. The Fellowships are awarded for 12 or 24 months. Candidates should indicate the preferred period in their application.

If applicable, family allowances will be added to the basic stipend (see below).

Family Allowance

A household allowance of € 300 per month is paid to fellows with a partner if the partner lives with them in Florence and on condition that the partner's income is not over € 2,000 per month.

There is a dependants allowance of € 200 per month for each dependent child living with the Fellow in Florence.

Fellows are entitled to these allowances if they are not receiving any similar allowance from another source, and on presentation of relevant certificates (mariage certificate or equivalent, birh certificates).

A school or university certificate is required for dependent children in full-time education and over the age of 18.

The next deadline is 25 October 2011 for the academic year 2012-2013.

Selection Criteria

The following criteria guide the selection of Max Weber Fellows:

- Research accomplishments and potential. Research excellence is assessed on the basis of the candidate’s contributions (publications, PhD thesis, etc.) and other supporting evidence (i.e., letters of reference and research plan).
- Academic career interests are assessed on the basis of the CV, the ‘Research and a academic career statement’ and other supporting evidence (i.e. letters of reference), with the aim of assigning Max Weber Fellowships to those candidates, satisfying the research excellence criteria and committed to an academic career, who can benefit the most from the Max Weber Programme, oriented towards the early stages of the post-doc academic career.
- In addition the above two criteria, the capacity and availability of EUI faculty to provide mentorship is taken into account; however, while having common research interests may be helpful, it is not a necessity for mentorship.

Two Doctoral Student Positions in Medical Law

Overview

Two doctoral student positions in Medical Law at the Department of Law, starting September 1, 2011 or as otherwise agreed.

Medical Law is a comparatively young research subject at Uppsala University, introduced to meet a growing need for research focussed on the role of law in different areas of biomedicine. Medical Law transcends the borders of more traditional legal disciplines and deals with aspects of public law, private law, criminal law, EU law and public international law, as well as the interaction between law and ethics. Within this subject studies may concern legal aspects of rapidly developing scientific areas – such as genetic diagnosis or the use of ICT in healthcare – but also questions related to organisation and responsibilities in healthcare and biomedical research, as well as the status and rights of patients and research subjects. Pharmaceutical law and the regulation of forensic medicine constitute other areas of Medical Law.

An employed doctoral student shall, foremost, be devoted to his or her own postgraduate research. Other duties at the faculty which relate to teaching and administrative work may be included within the scope of the employment (to a maximum of 20%).

A requirement for employment as doctoral student is that the applicant must be admitted to postgraduate studies. To this extent, the applicant’s ability to successfully complete the doctoral studies will be decisive. The regulations governing the employment of doctoral students may be found in Chapter 5, §§ 1-7 of the Higher Education Ordinance.

The faculty is striving to achieve a more equal gender balance and male candidates are particularly invited to apply

Local guidelines are established for setting the salary.

A person may be employed as a doctoral student for a maximum of eight years, but no longer than the equivalent of four years of full-time postgraduate research study.

All applications must be in writing and should include the following:

■Completed application forms for admission to postgraduate studies, and employment as doctoral student (forms available on the faculty website www.jur.uu.se/ under “Research education”).
■Signed and witnessed curriculum vitae.
■Certified copies of degrees obtained and other relevant documents.
■One copy of written legal work, e.g. articles, undergraduate degree final essay or similar.
■A short description of the planned doctoral project, with a time schedule for the entire period of study. In this research plan, the applicant should give his or her view of the project and its potential, by briefly describing its intended focus, the research questions, and the methods to be applied.
Please note that all documents attached to the application should be translated into English or Swedish.

Information on the research in Medical Law at Uppsala University may be obtained from professor Elisabeth Rynning, phone + 46 18 471 2003, e-mail elisabeth.rynning@jur.uu.se.

Further information on the Law Department, the research studies and the terms of employments may be obtained from Torbjörn Ingvarsson, Director of Studies, phone: +46 18-471 2019, e-mail: torbjorn.ingvarsson@jur.uu.se. Union representatives are: Anders Grundström, Saco Council, phone: +46 18-471 5380, Carin Söderhäll, TCO/ST, phone: +46 18-471 1996, and Stefan Djurström, Seko, +46 18-471 3315.

You are welcome to submit your application no later than 23 May, 2011, UFV-PA 2011/896. Use the link below to access the application form.

2 Macquarie University Research Excellence PhD Scholarships (MQRES)

Overview

The Legal Governance Concentration of Research Excellence (CORE) in the Macquarie Law School, Macquarie University, is offering two full time Macquarie University Research Excellence PhD Scholarships (MQRES) under the supervision of Dr Cameron Holley, a member of the CORE.

Please quote the allocation reference numbers 2011107 and 2011108 on your application form.

Two outstanding doctoral candidates are sought to undertake studies in either of the projects below. Both projects are focused on novel forms of governance that seek to address two of the greatest environmental challenges facing Australia and the international community: climate change and scarce groundwater resources.

Climate Project: Given the continuing failure of governments and multilateral treaties to deliver effective climate outcomes, this project investigates an emerging, but potentially powerful new ‘actor’ in climate governance regimes both in Australia and globally. These new actors take the form of climate change civil society movements (eg ‘Get Up’, ‘1 Million Women’, ‘350.org’ and ‘10-10’). The project examines the circumstances under which these new movements can shape law, policy and practice (eg direct action mechanisms, lobbying and partnerships) to produce effective and legitimate climate outcomes. The project aims to develop principles to guide these new movements to better influence climate law regimes and deliver improved climate outcomes.

Groundwater Project: This project responds to the recent call for a ‘water reform revolution’ to empower communities to collaboratively manage water buy-back and entitlements in Australia. The project will examine the circumstances under which collaborative forms of groundwater management are likely to be effective both as a standalone governance approach and as a component of wider legal and regulatory systems. It aims to provide necessary guidance and prescription to policy makers so they can deliver this ‘revolution’ and mobilise collaborative groundwater governance to achieve improved environmental outcomes for Australia.

The successful applicant will join an innovative team of researchers at Macquarie Law School who are undertaking inter-disciplinary research on contemporary issues related to legal governance and public policy.

There is a possibility that suitable candidates will spend a period of time travelling within Australia and overseas to conduct empirical research on civil society movements or examples of collaborative groundwater governance.

As a doctoral student, you will develop expertise in cutting edge environmental law and governance theory, gain experience in research design and methods (eg interviewing), and produce insights that may lead to improved environmental and social outcomes in practice.

Applicants should be available to start before the end of 2011. They should also have the following attributes:

■an undergraduate degree with first class honours in an appropriate discipline (such as law, legal studies, environmental science, the humanities, social sciences, or some combination of these areas), or equivalent research qualifications (such as publications or a Masters degree with a substantial research component);
■if they have not graduated already, they should expect to finish their undergraduate degree by the end of 2011;
■a strong interest in the projects mentioned above; and
■good written and verbal communication skills
For further information and discussion regarding this project, candidates are encouraged to contact Dr Cameron Holley: telephone: +61 2 9850 7863; email: cameron.holley@mq.edu.au

The scholarship pays a living allowance currently $22,860 per annum tax exempt (2011), and the tenure is 3.5 years full time, subject to satisfactory progress.

These scholarships are open to both domestic and international applicants, although only one is currently available for an international student.

Applicants will need to complete a candidature/scholarship application form and arrange for two academic referee reports to be submitted to the Higher Degree Research Office. Refer to: http://www.hdr.mq.edu.au/information_about/applications for further application instructions. Macquarie University will advise the successful applicant of entitlements at the time of scholarship offer.

Please quote the allocation numbers 2011107 and 2011108 on your application.

EURIAS Fellowships are mainly offered in the fields of the humanities and social sciences but may also be granted to scholars in life and exact sciences, provided that their proposed research project does not require laboratory facilities and that it interfaces with humanities and social sciences. The diversity of the 14 participating IAS offers a wide range of possible research contexts in Europe for worldwide scholars. leading senior researchers. Based on the 2011/2012 application campaign, the EURIAS selection process has proven to be highly competitive. To match the Programme standards, applicants have to submit a solid and innovative research proposal, to demonstrate the ability to forge beyond disciplinary specialisation, to show an international commitment as well as quality publications inhigh-impact venues.

Nuclear History Fellowship with NPIHP partner, Monash South Africa

Overview

Monash South Africa, a partner of the Nuclear Proliferation International History Project (NPIHP), is pleased to announce a 3-month research fellowship to a scholar studying South Africa’s nuclear history, in particular relating to its nuclear weapons programme, collaboration with other countries, and non-proliferation policies. South Africa was the first country to develop, and then voluntarily destroy a nuclear weapons arsenal before acceding to the NPT. Its nuclear history and policies therefore represent a unique case in the history of international arms control measures, non-proliferation and non-alignment.

The fellowship, made possible by a generous grant from the Carnegie Corporation of New York, will provide a unique opportunity to conduct research on declassified material in various archives in South Africa, in particular the Archive of the Department of International Relations and Cooperation (previously the Department of Foreign Affairs) and the Department of Defence Documentation Centre. The fellow will also have access to a rich collection of databases and South African newspapers through the Monash University library.

Eligibility

One research fellowship of three months is available. Candidates from a wide variety of backgrounds (government, the corporate world, professions, and academia) are encouraged to apply. The fellowship will be awarded on the basis of academic and professional accomplishments, as well as the candidates’ ability to connect research conducted during their proposed fellowship to their own ongoing body of academic research. A PhD and evidence of publications beyond the doctoral dissertation is preferable; however, applications from candidates nearing completion of a PhD will also be considered.

Fellowship Details
The duration of the fellowship is three months, to be taken up between 1 June and 15 December 2011. The value of the fellowship is 100,000 ZAR (approximately 15,000 USD). The successful applicant will be considered an independent researcher rather than an employee of Monash South Africa, and therefore will not be eligible for employment benefits, including health insurance; however, office space as well as access to the Monash South Africa library, digital resources and the Internet will be made available. The successful applicant will be responsible for obtaining a relevant South African visa.

How to Apply

The deadline for applications is 12 May 2011. Interested candidates must submit a cover letter, a CV, one letter of recommendation, and a proposal (maximum 1,000 words) outlining the project and the work they propose to conduct.

Please direct all application materials and inquiries to Anna-Mart van Wyk at
anna-mart.vanwyk@monash.edu.
