Instructions and Tips for Completing the Fulbright Application:
Please note you do not need to complete this application at one sitting. You can re-enter at anytime and edit your application. But remember that once you submit your application, you can NO longer make changes to it.
All forms in this application are to be completed in English. Items must be answered completely and carefully.

Some helpful “tips”:

• Avoid using all capital letters when answering items, e.g. name, address, etc. It is better to use upper and lower case, e.g. Ron Smith.
• You can copy and paste information into all text boxes.
• In the text boxes, you must limit your responses to the space provided. Information that exceeds the space provided will not display or print. If what you have typed or copied exceeds the size of the box, you must edit it.
• You can review each page of the application in its PDF format by clicking on the Preview button on the upper right-hand corner. Closing out of the PDF view will bring you back to your application.
• You will create essays on pages 4, 5, and 6. On the essay pages, text entered that exceeds the space provided will display and print. However, it is recommended that you try to keep your essays to one page when possible.
• You have several ways in which you can create your essays.
• You can compose your essay on-line. Please note, there is a 40-minute ‘time out’ function. In other words, you will need to either complete your essay in 40 minutes or periodically save your essay. You will not be able to customize the formatting of your essay.
• You can copy and paste text from another document and edit online. Again, you will have a 40-minute “time-out” function. You will not be able to customize the formatting.
• You can upload text from another document. This is the only option where you will be able to have special formatting, e.g. bold, underline, headers, double spacing, etc. While you cannot edit an uploaded document on-line, you can delete your upload, make your corrections in your document off-line, and upload again.
• Pages 4 (study objective) and 5 (personal statement) contain a header that displays on the PDF view. Therefore, you must leave a 1½ inch (4cm) margin at the top of every page of your essays to allow space for the header that will appear on the print version of your application.
• You should preview all of your essays to make sure the formatting is correct before submitting your application by clicking the preview button in the upper right-hand corner of the screen. When you preview an essay, you must use the “Back” browser button to return to your essay. Closing out of the HTML preview (i.e. clicking the X in the upper right-hand corner) will exit you from your application.
• Some questions are ‘required.” In other words, you will not be able to complete and submit your application until all required items are completed. When you click on the Application Inspector button on the Home page, your application will be checked for completeness. You will be prompted to enter any missing information on required questions.

For a step-by-step application guide, please visit the Fulbright Application Guide at: https://foreign.fulbrightonline.org/scienceandtech_instructions.html

Supplemental Documents:
Your application is not considered complete until your Fulbright Program Office receives all your supporting documentation. The following must be forwarded to your Fulbright Program Office: the signature form and three letters of reference/recommendation (if they are not submitted online). If you are nominated by the Fulbright Office then official academic transcripts from all post-secondary schools attended, copies of diplomas for all post-secondary schools attended, and original English translations (when necessary).

It is a good idea to print all supplemental forms prior to submitting your application electronically. However, even after submitting your application you will be able to access these forms.

Academic Transcripts:
Nominees must submit official, complete and certified academic documents covering the entire period of study at universities and other post-secondary institutions. Documents must be accompanied by complete official English translations. These documents must consist of:

1. One certified, official record (transcript) from each university or post-secondary institution you attended, even those schools from which you did not receive a degree or diploma. The transcripts should list the subjects you studied and the grades you received during each year of your enrollment. Official transcripts must be submitted directly from the schools in sealed envelopes to your Fulbright Program Office.

2. Certified, official evidence of each post-secondary or university degree, diploma or certificate awarded to you should be included as part of the completed application.

Letter of Reference & Recommendation:
You must have three letters of reference (or recommendation) submitted on your behalf. Letters of reference are extremely important. All letters of reference should be written by teachers under whom you have studied or pursued research or by someone who has supervised you in work related to your proposed field of study. Letters of reference should not be written by persons related to you either by blood or marriage or by personal friends. At least one academic and one professional or work related letter should be included among the letters. The letters should be written in English if possible. If they are not, an original English translation must be provided.

Your recommenders have two ways in which they can submit their letters:
• You can print out the Letter of Reference Form (by visiting this link: https://foreign.fulbrightonline.org/document/download/st_let_ref_167.pdf) and forward to your recommenders who will then complete the forms and mail to your Fulbright Program Office.
• Your recommenders can complete the forms online and submit electronically. You must click on the Recommendation button on the Home page of this application to register your recommenders.

Report on Proficiency in English Form:
If you do not have a recent TOEFL or IELTS score (scores are valid for up to two years), complete the top section of the Report on Proficiency in English Form (by visiting this link at: https://foreign.fulbrightonline.org/documents/scien/profic_english.pdf) and have the remaining portion completed by one of the types of certified English language evaluators listed on the form. Your language evaluator should return this form directly to your Fulbright Program Office. Frequently, there will be an evaluator in your Fulbright Office.

Transcript Release Form (for post-secondary U.S. transcripts only):
The Transcript Release Form (to access this form, please visit: https://foreign.fulbrightonline.org/documents/scien/trans_rel.pdf) is needed for those students who attended a post-secondary program (undergraduate or graduate) in the U.S. Fees for acquiring multiple copies of U.S. postsecondary transcripts will be covered by the International Fulbright Science and Technology Program.

Academic Records Information Form:
In order to assist U.S. academic institutions in evaluating more accurately your academic credentials, the Academic Records Information Form (to access this form, visit: https://foreign.fulbrightonline.org/documents/scien/aca_recs.pdf) allows you to provide information about the educational and grading system in the country where you did postsecondary study. A separate form should be completed for each college or university attended.

Signature Form:
You must print out, sign, and forward the Signature Form (access this form by visiting: https://foreign.fulbrightonline.org/documents/scien/sing.pdf) to your Fulbright Program Office.

Medical Form:
For selected candidates only; the Medical Form (to download this form, please visit: https://foreign.fulbrightonline.org/document/download/medical_form_8.pdf) should be submitted approximately 6 months prior to program start date.

• REQUIRED STANDARDIZED TESTING:
You will be required to take one or more of the following standardized tests to gain admission to a U.S. university. For instructions on registration, contact the Fulbright Program Office or the website for the test.

Tests of English Language Proficiency

• TOEFL (Test of English as a Foreign Language): TOEFL is an admissions requirement at U.S. institutions for applicants whose native language is not English. All non-native English-speaking candidates should immediately register for TOEFL.

• IELTS (International English Language Testing System): A growing number of U.S. institutions will accept the IELTS in lieu of TOEFL scores.

GRE (Graduate Records Examination)

The GRE is required by most U.S. graduate schools and/or departments for candidates applying in the fields of science, technology, or engineering. You should make every effort to register for the earliest possible administration of the GRE. Generally, the quantitative section of the exam is weighed heavily in the sciences.

GRE Subject Tests are required for the following fields:

• Biochemistry, Cell and molecular Biology
• Biology
• Chemistry
• Computer Science
• Mathematics
• Physics

The GRE Subject Test is only offered on a limited basis in paper-based format—October, November, or April. You should make every effort to register for either the October or the November test. However, the subject test are not a requirement for this application. If you are selected as a candidate you should register for either the October or November exams.

Scholar-in-Residence (SIR) Visiting Program

Overview

The Fulbright Scholar-in-Residence (SIR) Program assists American institutions of higher education underrepresented in international academic exchanges and allows foreign scholars to gain teaching experience in the United States. The Fulbright European Union Scholar-in-Residence (EUSIR) focuses specifically on strengthening expertise in European Union affairs by bringing to U.S. campuses scholars and professionals from the European Union.

The main purpose of the Fulbright Scholar-in-Residence program is to bring scholars and professionals from abroad to U.S. campuses that do not usually have the opportunity to host Visiting Fulbright Scholars and that serve student populations that are underrepresented in international exchange programs. Institutions that are given priority for the SIR program include: community colleges, regional universities, and minority-serving institutions (Historically Black Colleges and Universities, Hispanic Serving Institutions and Tribal Colleges). While some of the institutions are very selective academically, many have open enrollments and their students may not have strong educational backgrounds. Many institutions that are selected for the SIR program are located in small towns or rural areas.

The SIR program provides an opportunity for Visiting Fulbright Scholars to see a part of America that will result in an enriching experience for them academically and personally, and where their presence will make a significant contribution.

Public outreach on and off campus is a very important component of the SIR Program. Fulbright Scholars-in-Residence are lecturers and cross-cultural consultants as well as researchers. Most importantly, SIRs teach Americans about their country as well as provide a perspective on their particular academic field from the context of their country and culture. By performing public outreach, SIR scholars, in turn, gain an in-depth view of U.S. culture and society. Host institutions arrange public speaking opportunities for SIR scholars.

SIR outreach can take place both on campus as well as off campus:

■ On campus, in addition to classroom teaching and/or lecturing, host institutions faculty or staff will ask an SIR to provide consultation to help them develop new courses, programs of study, exchange activities and/or contacts to make connections with institutions in the SIR’s country.

■ Off campus, an SIR will be asked to give talks to groups of people in the surrounding communities, which may include people who have little or no knowledge about the SIR’s country or culture. SIRs may encounter occasions that are not always welcoming to what they represent. However, it is expected that through public speaking events, an SIR scholar can promote dialogue, learning and improved understanding about his or her country among Americans.

■ SIR Grant benefits are the same as for Fulbright visiting scholars, and include: a monthly stipend, a settling-in-allowance, professional allowance, dependent allowance (where applicable), and round-trip travel for grantee and dependent (where applicable). In addition, many host institutions offer cost-sharing benefits (a salary supplement and/or other accommodations).

■ Announcements for SIR grants are published on this website as they reach us from the Council for International Exchange of Scholars (CIES) or your may wish to visit CIES' website at www.cies.org.

■ Applicants for SIR programs will be requested to fill up the same Application Form as that of the: Jordanian Fulbright Visiting Scholars (Post-Doctoral) Program to the United States. Same Eligibility and General Application Guidelines applies, as follows:

Eligibility:

Doctoral degree or equivalent professional training or experience at the time of application. For professionals and artists outside academe, recognized professional standing and substantial professional accomplishment is expected.

Proficiency in English appropriate to the proposed lecturing or research project to be carried out in the United States. Applicants may be required to take an English proficiency examination at the Fulbright Commission. The applicant must be currently engaged in teaching or significant research at a Jordanian university or research institution.

Note: In some cases, a TOEFL Score Report may be requested. The minimum requirement on the TOEFL Score is 575 or 90-91 on the new iBT - Internet-Based Test. If requested, please contact the AMIDEAST office (Tel . No. 586-2950) immediately to register for the next TOEFL exam or contact AMIDEAST to sit for the Institutional TOEFL Program (ITP) and submit this score with your application.

The applicant must secure an approved leave of absence from his/her institution. Generally this requirement is worked-out in favor of those on sabbatical leaves. However, grants are not limited to those on sabbatical.

Note: Grantees are not allowed to take a paying job during the term of their award. The U.S. host institution provides access to its research facilities, equipment, office space, secretarial help, and other assistance. No financial support is expected of the host U.S. institution.

Applicants must hold the Jordanian Citizenship (Nationality), a valid Jordanian Passport and must have a permanent residence status in Jordan at the time of application. Persons applying for or holding permanent residence in the United States are not eligible. Persons who are citizens of both Jordan and the United States are also not eligible.

Note: Fulbright Scholars enter the United States on an Exchange Visitor (J-1) visa under a Department of State program and are subject to the two-year home-country residence requirement associated with the J-1 visa.

Sound physical and mental health: Those selected for a Fulbright grant are required to submit a Medical History and Examination Report before their grants can be finalized.

The applicant must not be approaching retirement age.

Applicants should be representative and responsible citizens who can contribute to a full and fair picture of the culture of their own countries and thereby contribute to understanding between the people of the United States and Jordan.

They should also demonstrate the cross-cultural sensitivity and flexibility needed to adjust successfully to life in the United States.

Preference may be given to those without recent experience in the United States.

2012-2013 Hubert H. Humphrey Fellowship

Overview

The 2012-13HHH Fellowship details and criteria are described below:

1. SUMMARY: The Humphrey Fellowship is a one-year program that combines non-degree graduate level academic work with professional development opportunities. This Commission may also accept applications for the Long-Term English option, described in Section 2 below. The Program information, application requirements and details described below and on this page are specific to Jordan and may slightly vary from other countries.

2. HIGHLIGHTS: In addition to this Fellowship Award, the pre-academic language training traditionally available, the Humphrey program is again offering a Long-Term English (LTE) language training opportunity to facilitate the participation of candidates from non-elite populations, rural areas, minority groups and others who may be excellent candidates but are lacking the necessary language skills. LTE participants will be brought to the U.S. for an intensive 20-25 week pre-academic program to improve their language skills. LTE candidates should meet all Humphrey program requirements, including leadership ability and commitment to public service, but may have lower language proficiency than would normally be required. Candidates for LTE typically have scores in the 440-500 TOEFL range.

3. PROGRAM DESCRIPTION: The Hubert H. Humphrey Fellowship Program is a Fulbright program that brings accomplished mid-level professionals to the United States for a year of academic and professional work. By providing future leaders and policy makers with experience in U.S. society, culture, and professional fields, the program provides a basis for lasting, productive ties between Americans and their professional counterparts overseas. Fellows are nominated by the Binational Fulbright Commission in Jordan based on demonstrated potential for leadership and commitment to public service. Final approval of candidates recommended by this Commission and the independent panels in Washington, D.C.is provided by the FSB.

4. PROGRAM COMPONENTS:

a. Academic: The Humphrey program is not designed to lead to a degree and is classified as a non-degree program. Humphrey Fellows technically cannot transfer from the Humphrey Program to degree status in any program. Applicants will not be able to become degree candidates after they arrive in the U.S Rather, Humphrey Fellows pursue tailored study programs at participating host institutions, where the freedom from the requirements of a degree program gives each Fellow the flexibility to pursue an individualized program. There is no provision for Fellows to request placement at any particular university. Approximately 15 campuses have been selected through a competitive process to host fellows in groups with significant thematic and subject affinities. Each university is chosen based on institutional resources and the level of support and guidance it offers to the participants. Each campus has a designated faculty coordinator for academic and administrative support. Faculty advisors also assist Fellows in pursuing balanced academic and professional programs.

b. Professional: A Fellow's professional-development plan may include professional visits, conferences, and a professional affiliation (work attachment) which must be at least six weeks in duration. Early in the academic year, each Fellow develops, with assistance from the local campus coordinator and faculty advisors, a plan for professional activities carefully geared to the Fellow's need for relevant, practical professional experiences.

5. FELLOWSHIP FIELDS: The eligible fields are:

-- Agricultural and rural development
-- Communications/journalism
-- Economic Development
-- Educational administration, Planning and policy
-- Finance and banking
-- Higher Education Administration
-- HIV/AIDS policy and prevention
-- Human Resource Management
-- Law and Human Rights
-- Natural resources, environmental policy and climate change
-- Public health policy and management
-- Public policy analysis and public administration
-- Teaching of English as a Foreign Language

-- Technology policy and management

6. FELLOWSHIP CANDIDATE PROFILE:

a. Appropriate candidates are mid-career professionals in leadership positions who have a commitment to public service and the potential for professional advancement. Prospective Fellows should have a minimum of five years of professional experience, after completing a university degree, prior to April 2011 and should be interested in the policy aspects of their fields of specialization. Candidates must have completed a university degree program requiring at least four years of full-time study in order to qualify for admission to U.S. programs of graduate study. Candidates should be proficient in both written and spoken English and should normally have a minimum Test of English as a Foreign Language (TOEFL) score of 90-91 in the Internet Based Test. (Candidates with lower scores may be nominated for the Long-Term English training.) In general, candidates should have both the need to participate in the program and the potential to benefit from it. Accordingly, they should demonstrate the required experience, skills, and commitment while also indicating how they can benefit from this program in ways that they have not experienced previously and are not likely to experience without the Humphrey Program.

b. A candidate may be removed from consideration if he/she does not meet all of the technical eligibility requirements. Ineligible candidates include recent university graduates (even if they have significant positions), university teachers or academic researchers with no management responsibilities (except in the fields of substance abuse prevention and treatment and the Teaching of English as a Foreign Language), individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to April 2012; and individuals with other recent U.S. experience (more than six months during the five years prior to April 2011). Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program, since they are ineligible for a J visa.

7. APPLICATION FORMS: Please submit only the 2012-2013 application forms:

2012-13 H H Humphrey Eligibility Guidelines

2012-13 H H Humphrey Application Form

2012-13 H H Humphrey English Language Assessment Form

a. Application Questions: Responses should be drafted and completed by the applicant. Responses should provide detailed information about the candidate's plans for professional development and how they relate to the candidate's goals and Jordan’s needs. Independent review panelists rely heavily on the proposed program plan in evaluating the candidate's communication skills, his/her understanding of the Humphrey program, and the candidate's need for it. Whether an HHH applicant works in the public sector or the private sector, the panelists also look for clear articulation of a commitment to public service.

b. Visual Presentation: Typed or computer generated applications are required.

c. Substance Abuse Prevention and Treatment Page: All candidates applying for fellowships in the field of substance abuse prevention and treatment should complete the special form for candidates in this field regardless of degree held, number of publications or research experience. Candidates in other fields should omit this page of the application.

d. English Language Testing: U.S. universities require current English language test scores for candidates from Jordan. Applicants with TOEFL scores lower than 90-91 on the Internet-Based Test are not technically eligible for the regular Humphrey competition but may be eligible for the Long-Term English program. All potential applicants should take their language test immediately so that you may include your scores with your completed application by the 28 April 2011 deadline.

e. IELTS: This Commission has reported problems with the registration and administration of TOEFL tests in Jordan. Recently, increasing numbers of universities have started to accept the International English Language Testing System (IELTS), generally requiring scores in the 6.0-7.0 range. If a prospective applicant has experienced excessive difficulty in signing up for the TOEFL exam, please submit your current IELTS score Report with you completed HHH application.

NOTE: Your Application Form, and all requested supporting documents mentioned above should be submitted with a 25 JD fee to the Fulbright office in Shmeisani (Tel.568-4760) NO LATER THAN 28 April 2011. Applications received after this date or incomplete applications will NOT be considered.

8. DEPENDENTS: The Humphrey Fellowship stipend is not sufficient to support anyone in addition to the grantee. Awards do not include an additional allowance for dependents. Candidates are advised of the high cost of living in the United States if you are considering whether to have dependents join you in the U.S. Dependents may not accompany fellows to English language training. Fellows who wish to have family members join them during all or part of their fellowship year must receive prior approval following a technical review of evidence that they have adequate personal funds to cover living expenses and dependents' health insurance. Health insurance for dependents is required and may cost 150-200 dollars per month per dependent. Failure to provide adequate dependent health insurance coverage is grounds for terminating the grant award due to non-compliance with J visa requirements.

9. MEDICAL EXAMS: Medical exams are not required as part of the application process. It is not necessary to complete medical evaluation forms until a candidate’s HHH Award has been finalized and has been notified by this Commission.

Note: Contact the Fulbright Commission ( info@fulbright.org.jo ) for a hard copy or an electronic version of the application, if you fail to download the HHH Application Form (Reference Section 7., above).

We also wish to inform qualified and interested candidates that the Humphrey Fellowship Program has launched a new website at: http://www.humphreyfellowship.org .

In addition, to the above details on this Fellowship Program, potential applicants can also receive supplemental and comprehensive information on this new website.

The Traditional Fulbright Scholarship for Master's Degree

Overview

The Traditional Fulbright program offers scholarships for Cypriot students wanting to pursue a Master’s Degree in the United States. The Fulbright competition is open for Master’s degrees in all fields except Medicine and Dentistry. Grants are for study at accredited U.S. universities beginning in the 2012-2013 academic year.

PROGRAM BACKGROUND

The Traditional Fulbright Scholarship Program was established worldwide in 1946 and in Cyprus in 1962. The Fulbright Scholarship Program is a world renowned, merit-based scholarship program that aims to increase mutual understanding between the people of the United States and other countries through the exchange of persons, knowledge, and skills. The title of ‘Fulbright Scholar’ carries tremendous prestige that continues to open doors for a lifetime. Fulbright scholars have been extraordinarily active and successful in the world: 39 have won Nobel prizes; 60 have won Pulitzer prizes; 22 have received MacArthur Foundation “Genius” Awards; 14 have received the Presidential Medal of Freedom, the U.S. highest honor. The ranks of past Fulbright Scholars, internationally, include former United Nations Secretary-General Boutros Boutros-Ghali, the European Union High Representative for Common Foreign and Security Policy Javier Solana, economist Milton Friedman, author John Updike, musician Aaron Copeland, Nobel Peace Prize Muhammad Yonus, Presidential Medal of Freedom John Hope Franklin and Olympic Gold Medalist Lee Evan. In Cyprus, Cypriot alumni include leading personalities in the political, social, cultural, economic and scientific life of the island.

The Traditional Fulbright Scholarship Program in Cyprus is funded by the people of Cyprus and the United States through governmental contributions and in some cases, financial aid from American Institutions.

AWARD BENEFITS / LENGTH OF PROGRAM

A Master’s degree in the United States usually takes two years. The scholarship is for a maximum amount of $25,000 each year, for a maximum total of $50,000. If the length of the program is less than two years, the scholarship award will be reduced accordingly. Scholarship grantees are expected to apply for financial assistance directly from the U.S. institutions, in addition to receiving the Fulbright scholarship. Financial assistance from the university is usually in the form of an assistantship. This assistance is usually renewable depending on the availability of university funds and satisfactory academic performance.

Travel costs are not included in the grants.

ELIGIBILITY CRITERIA

In order to be eligible, applicants must fulfill all of the following requirements:

- Applicants selected must have a Cypriot passport (they will have to travel to the U.S. with a Cypriot passport).
- Must not be citizens or permanent residents (green card holders) of the United States.
- Must have one parent who was born in Cyprus.
- Must have at least 3 years of secondary (lyceum) education in Cyprus.

TEST REQUIREMENTS

Applicants are required to submit test scores for the following tests. Although there are no minimum test score requirements, great emphasis will be placed on the U.S. standardized tests.

TOEFL or IELTS

The Fulbright Commission will accept the IELTS in lieu of the TOEFL

Please be aware that some universities in the U.S. may not accept the IELTS; students submitting IELTS scores should be prepared to also take the TOEFL exam if they are awarded the scholarship.

TOEFL scores are valid for 2 years

GMAT or GRE

The GMAT is required for MBA and other business-related fields; the GRE test is required for all other fields.

GMAT and GRE scores are valid for 5 years

Applicants must be in good physical and mental health. No qualified, disabled applicant will, on the basis of disability, be subject to discrimination, provided that their physical and mental health is adequate to allow them to fulfill the terms of the grant.

SELECTION CRITERIA

The award of scholarships is primarily merit-based. An applicant’s financial need, although important for evaluation, is of secondary consideration in the selection process. Students must submit all required documentation by the deadline. All applications and supporting documents will be reviewed by the Fulbright Commission’s Scholarship Review Committee. Applicants who are approved by the Review Committee will be invited for an interview. All applicants must be present for an interview to be considered for a scholarship. Interviews usually take place in September.
