China: Japanese Grant Aid for Human Resource Development Scholarship (JDS)

Overview

Japanese Grant Aid for Human Resource Development Scholarship (JDS) was first implemented in the People's Republic of China for Japanese fiscal year (FY) 2002. 39 Chinese JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter refereed to as "universities") last year.

JDS is now inviting applications from government officers interested in studying at a Japanese university, which will commence in the year of 2012.
The objective of JDS Project in China is to provide citizens of the People's Republic of China with opportunities for academic research at Japanese Universities in order to support the Government of China in its efforts to facilitate its own plans for human resource development, for social and economic development, and thereby it extends and enhances the bilateral relationship between China and Japan.

The JDS Project targets young government officers with the potential to play leadership roles in their specialties after their return to china as well as to become leaders in China in the 21st century.

For the JDS project in China, the "Common Agenda" has been settled for each field as follows:

Every Applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of China, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan.

Applicant's perspective for career plan shall be one of the important factors to be considered for the selection of JDS project.

(B) Qualifications and Requirements

  • 1) Nationality: Applicants must be citizens of China
  • 2) Age: Applicants shall be between the ages of 22 and 39 (as of 1st April, 2012). Born on/after 2nd April 1972and on/before 1st April 1990.
  • 3)Academic Background: Applicants must hold a Bachelor's degree from university authorized by the Government of China or the other countries. Completed 16 years of school education or equivalent. Those who are applying for the field of Law must hold a degree of Bachelor in Law or the equivalent field.
  • 4) Work experience: Applicants must have work experience in the relevant fields asgovernment officers for more than 3 years. (As of 24th November, 2011)
    Previous and current working experience should be more than 3 years if the previous Department belong to recruit object.
    Applicants including those who are from the municipality directly under the Central Government.

  • 5) Language Proficiency: Fluent in English (minimum TOEFL PBT 550 (CBT 213; iBT 79-80)/ IELTS 5.5 /TOEIC 730 or equivalent). If you have no English score, and you have no plan to attend other test of English, you are required to attend the test held in Beijing at the begging of November. Please submit the application of English test with other Application Documents of Prequalification.

  • 6) Health: Applicants must be mentally and physically in good health
  • 7) Others:
    • Those who are Military Personnel and military civilian employees registered on the active list are not eligible to apply. Personnel on temporary leave from the active list shall also be INELIGIBLE for admission.
    • Those who have been awarded or are scheduled to receive other scholarship are not eligible to apply.
    • Those who had awarded other scholarship and have already taken a Master degree in a foreign country are not eligible to apply.
    • Applicants who cannot issue the ordinary passports before coming to Japan are not eligible to apply this program
    • Candidate who have no recommendation by the organization he/her belongs to.

(C) Field of Study and University

  • Number of dispatched fellows: 35fellows (total of Japanese and English Course.)
    (English Course:28fellows, Japanese Course:7fellows)
  • Target Fields of Study and Universities:

  • Degree to be obtained: Master's degree (usually 1-2.5 year courses)
  • Language: Basically instructed in English language.
  • Japanese Course is also set up separately.

(D) Application Procedure

Applicants must fill out completely an application form, referring to its Application Procedure.

  • a. Place to submit the application form: JICE JDS Project Office in China
  • b. Deadline:
    • -Deadline: Please refer to the part of "Selection Procedure".
    • -Application form sent by facsimile is not accepted.
    • -Application form missing the deadline, missing necessary documents and/or containing any false statements/documents shall NOT be accepted. It is your responsibility to be in time to collect all the necessary documents regarding applying for JDS Project.
  • c. Notarized copies issued by the office under the Ministry of Justice are accepted
  • d. Once submitted, application documents will NOT be returned. (except for the English Score that applicants got earlier than applying this program)
  • e. Any question about the result of selection is not acceptable.
  • f. No direct inquiries to universities in Japan shall be allowed.

Selection Procedure

  • 20th October, 2011 (before 17:00): Deadline of Submission of Application Form of Prequalification. (please submit to the contact department in your ministry)
  • 5th November 2011: First Selection (TOEIC Examination.)
  • 24th November 2011 (before 17:00): Deadline of Submission of Application Form of JDS documents.
  • End of January 2012: Second Selection (Screening the documents by University.)
  • Middle of February 2012: Third Selection (Interview by Operating Committee.)&submit Medical Check-up result.
  • Middle of February 2012: Fourth Selection (Interview by Accepting University.)
  • Beginning of March 2012: Notification to final successful candidates.
  • Beginning or End of August 2012: Departure for Japan.

(G) Tentative Schedule of JDS Project

a. Pre-departure Briefing & Orientation in Beijing: in August 2012.
b. Time of leaving for Japan: in August 2012,
  • -The scholarship fellows are requested to submit a pledge.
  • -The scholarship fellows must participate in Orientation in Japan.
  • -The scholarship fellows enter each accepting university in Autumn 2012.
  • -After the entrance to an accepting university, it is not approved to change either a field of study or an accepting university.
