USA: Foreign Language and Area Studies (FLAS) Fellowship Program, Cornell University

Overview

The Southeast Asia Program (SEAP) administers a variety of fellowships and grants for Cornell graduate students whose work focuses on Southeast Asia. Students are encouraged to contact both the Graduate School, their departments, and SEAP’s link at http://www.einaudi.cornell.edu/southeastasia/funding/ to learn about other fellowships for which they may also be eligible.

The Foreign Language and Area Studies Fellowship (FLAS) Program assists in pursuing training in order to acquire a high level of competence in one or more languages critical to national needs of the United States, and a fuller understanding of the areas, regions, or countries in which that language is commonly used. The following languages are approved by the U.S. Department of Education for Southeast Asia. Bold indicates less commonly taught languages.

Burmese, Khmer (Cambodian), Indonesian/Malay, Tagalog, Thai, Vietnamese


FLAS ELIGIBILITY REQUIREMENTS:

The applicant must:

1.be a graduate student who is a U.S. citizen or a U.S. permanent resident;
2.show potential for high academic achievement based on indicators such as grade point average, class ranking, or similar measures that the institution may determine;
3.agree to pursue full-time study in accordance with the university’s requirements and enroll in foreign language and international/area studies courses with a grade option only during the term of the award;
4.demonstrate the extent to which the necessary language training requirements have been met.
Note: Lowest priority will be given to a candidate who is a native speaker of the language for which an award is sought.
5.continuing Cornell graduate students applying for a FLAS award must include an official graduate transcript.
6.recommendations submitted as part of an Admissions Application will be accepted for incoming graduate students.
7.Applications are submitted to the applicant’s Director of Graduate Studies. Applications are reviewed by the appropriate International Studies Program for ranking as awardees and alternates. All new applicants to the Cornell Graduate School must have official transcripts on file with the Graduate Admissions Office.

1.The applicant should reference any attachments as follows: Include: name, 2010-2011 FLAS application, SEAP, and item number

2.Continuing Cornell graduate students applying for a FLAS award must have two letters of recommendation, one from the student’s chairperson or advisor, and one from another faculty member. Recommenders should send recommendation forms directly to the applicant’s Director of Graduate Studies by January 18, 2010. Incoming graduate students: Please note that recommendations submitted as part of your Admissions application will complete this requirement.

3.Use of the FLAS program for dissertation research or writeup is not encouraged by the U.S./ED. In very rare cases, an exception may be granted to allow FLAS funding for dissertation research. Specific criteria must be met and applicants should contact the Southeast Asia Program PRIOR to submitting the FLAS application to discuss.

4.Official announcement of 2010-2011 Foreign Language and Area Studies Fellowship recipients is expected to be announced by late April. Please keep the Graduate School and the Southeast Asia Program informed of your current contact information to avoid delays in processing your final award notice.

Award Provisions and Reporting Requirements of FLAS Recipients
FLAS awards will provide a nine-month stipend plus tuition for the 2010-2011 academic year.

A FLAS recipient must register for a minimum of one course per term in the approved language of instruction at the appropriate level and related area/international studies courses all for the grade option. Approved activities must be maintained for the duration of the recipient’s fellowship term.

A FLAS recipient must immediately inform SEAP of any change in his/her program of study or academic status.

A FLAS recipient will be required to submit an on-line Pre self-evaluation in August 2010 and Post self-evaluation in May 2011 of his/her fellowship to the U.S. Department of Education. Notification of reports will be sent via email.

It is anticipated that the U.S. Department of Education guidelines will require each awardee to report via a survey tool for a period subsequent to acepting the award and potentially up to 10 years.

Please note that 2010-11 FLAS awards are dependent upon the Southeast Asia Program at Cornell receiving Title VI NRC/FLAS continuation award commencing August 15, 2010.
