USA: The National Defense Science and Engineering Graduate (NDSEG) Fellowship 2010

Overview

The National Defense Science and Engineering Graduate (NDSEG) Fellowship is a highly competitive, portable fellowship that is awarded to U.S. citizens and nationals who intend to pursue graduate study in one of the 15 supported disciplines. NDSEG confers high honors upon its recipients, and allows them to attend whichever U.S. institution they choose. NDSEG Fellowships last for three years and pay for full tuition and all mandatory fees, a monthly stipend, and up to $1,000 a year in medical insurance.

The Department of Defense (DoD) is committed to increasing the number and quality of our nation's scientists and engineers, and towards this end, has awarded approximately 3,200 NDSEG fellowships since the program's inception 21 years ago. The NDSEG Fellowship is sponsored by the Air Force Office of Scientific Research (AFOSR), the Army Research Office (ARO), the High Performance Computing Modernization Program (HPCM), and the Office of Naval Research (ONR), under the direction of the Director of Defense Research and Engineering (DDR&E).


Supported Disciplines


National Defense Science and Engineering Graduate (NDSEG) Fellowships are awarded to applicants who will pursue a doctoral degree in, or closely related to, an area of DoD interest within one of the following disciplines:

Aeronautical and Astronautical Engineering
Biosciences
Chemical Engineering
Chemistry
Civil Engineering
Cognitive, Neural, and Behavioral Sciences
Computer and Computational Sciences
Electrical Engineering
Geosciences
Materials Science and Engineering
Mathematics
Mechanical Engineering
Naval Architecture and Ocean Engineering
Oceanography
Physics


Eligibility

There are four eligibility requirements: citizenship, discipline, academic status, and the ability to accept the full benefit. You must meet all four requirements in order to be eligible.

Citizenship – The NDSEG Fellowship Program is open only to applicants who are citizens or nationals of the United States. The term "nationals" refers to native residents of a possession of the United States such as American Samoa. It does not refer to a citizen of another country who has applied for U.S. citizenship. Persons who hold permanent resident status are not eligible. Proof of citizenship will be required upon formal offer.

Discipline – Your field of study must fit under one of the 15 supported disciplines: Aeronautical and Astronautical Engineering; Biosciences; Chemical Engineering; Chemistry; Civil Engineering; Cognitive, Neural, and Behavioral Sciences; Computer and Computational Sciences; Electrical Engineering; Geosciences; Materials Science and Engineering; Mathematics; Mechanical Engineering; Naval Architecture and Ocean Engineering; Oceanography; and Physics.

As long as your area of interest is reasonably considered to be in one or more of these fields, you should be eligible to apply in terms of discipline. If you need help selecting one of our supported disciplines, please speak to your academic or research advisor.

Academic Status – NDSEG Fellowships are intended for students at or near the beginning of their doctoral studies in science or engineering. Applicants must have received or be on track to receive their bachelor's degrees by Fall 2010.

ASEE and the DoD use academic status guidelines to ensure that students at or near the beginning of their graduate studies receive fellowships. To be eligible, applicants must either:

■be enrolled in their final year of undergraduate studies, or
■have completed less than two full-time years of graduate study in the discipline in which they are applying

Exceptional circumstances may qualify other applicants as being at an early stage of their graduate studies, therefore making the applicant eligible for consideration.

Applicants who have received a medical degree or Ph.D. in science or engineering are not eligible for the NDSEG fellowship.

Ability to accept – You must intend to pursue a doctoral degree in order to be eligible for NDSEG Fellowship support. If you are awarded, you must start your tenure in the fall of that year. Fellowships awarded in the spring of 2010 must start in September, 2010. The NDSEG Fellowship can only be deferred under exceptional circumstances; you will not be able to defer it if you were awarded another fellowship you wish to use instead.

NDSEG Fellows must be enrolled full-time and must be pursuing graduate study at a U.S. institution; the NDSEG Fellowship does not pay for tuition at any non-U.S. institution.

A fellow may not accept simultaneous renumeration from another major fellowship. Fellows must be eligible to accept both the tuition benefit and the full stipend amount.


Evaluation and Selection


An evaluation panel in each discipline reviews all complete and eligible applications. Each application is evaluated by a panel having expertise in the science or engineering discipline of the applicant's proposed advanced degree program. The evaluation of applicants is based on review of their entire online application, including academic records, personal statements, recommendations, and GRE scores. The applications that are top-ranked by the evaluation panel are then forwarded on to the Department of Defense.

The DoD then selects applicants to receive NDSEG Fellowships based on an assessment of the applicants’ academic ability in fields of interest to the DoD. Selection of awardees is made by the Army Research Office, Office of Naval Research, Air Force Office of Scientific Research, and the High Performance Computing Modernization Program. Each agency directly monitors the awards conferred to fellows in discipline areas closely related to its mission.

Official award notification is sent via email on or about March 29, 2010. Award winners are expected to accept or reject the offer within one week of official notification. On average, 10% of reviewed applicants are selected to receive awards each year.


Tenure


The tenure of an NDSEG Fellowship is 36 consecutive months starting in September 2010.

In certain situations and with prior approval of the DoD, the tenure may be extended. The situations include:

■ The fellow is invited to do research at a DoD laboratory or test center for one or more summer periods.
■ The fellow's graduate institution does not offer an appropriate program during the summer months.
■ The fellow is granted a deferral due to another extenuating circumstance
The availability of funds for the second and third years of each three-year award is contingent upon certification to ASEE by the fellow's institution that the fellow has made satisfactory academic progress toward an advanced degree in one of the specified science or engineering disciplines.

Stipends and Allowances


The DoD will pay the fellow's full tuition and required fees (not to include room and board). In addition, fellows receive a stipend for 12-month tenures. The stipend levels for each of the 12-month tenures are as follows:

The above amounts are prorated monthly based on a 12-month academic year. If the fellow is not enrolled in an institutionally approved academic study and/or research activity during the summer months, financial support will not be provided. There are no dependency allowances. Persons with disabilities may be considered for additional allowances to offset special educational expenses.

The NDSEG Fellowship Program will also pay for the medical insurance coverage offered through the institution, up to a total value of $1,000 per year. Any excess insurance costs will be the responsibility of the fellow.


Location of Enrollment


Fellowships are tenable only at U.S. institutions of higher education offering doctoral degrees in the scientific and engineering disciplines specified above. Applicants may apply before being accepted into a graduate program. If an applicant has not been accepted into a graduate program, the application should reflect the applicant's preferred graduate program and institution. The award will be contingent upon the applicant's admission to a suitable program


Application and Award Dates


All materials must be submitted electronically by 1:00 p.m. EST on January 4, 2010, and all supporting materials must be received by January 4, 2010. Award notifications are sent via email on or about March 29, 2010. Application materials are not returned to applicants, and applicants do not receive any feedback on their application apart from notification of award status.
