International Research Staff Exchange Scheme (IRSES)

Overview

The International Research Staff Exchange Scheme (IRSES) is one of the Marie Curie Actions within the FP7 People programme. IRSES aims to establish or strengthen long-term research partnerships through short staff exchanges and networking activities between research organisations within Member States(MS)/Associated Countries(AC) and organisations in Countries covered by the European Neighbourhood Policy (ENP) and countries with Science &
Technology (S&T) agreements.

WHAT TOPICS CAN BE FUNDED?

Proposals are welcomed from all areas of scientific and technological research that are of interest to the EU. But there is one exception: research areas covered by the EURATOM Treaty cannot be funded.

WHAT DOES THE FUNDING COVER?

Staff to be exchanged are “seconded” i.e. they remain employed by their institution of origin which receives a fixed contribution from the EC. For each staff member from an EU Member State or Associated Country seconded to an eligible Third Country, the EC contributes a fixed monthly allowance to cover mobility costs of €1.900 per staff member per month. For countries located a long distance from Europe, an additional allowance of €200 per staff member per month is paid.

• These costs might include travel and subsistence, networking activities, management costs and overheads directly related to the implementation of the exchange.
• For staff from MS or AC, the mobility must take place towards the other third country partner organisations and from other third country partner organisations towards MS and AC participants. Exchanges between MS/ AC countries are not eligible for funding.
• Both countries covered by the ENP and those with EU International agreements on S&T are also eligible for funding for both incoming and outgoing staff except Industrialised Countries where only outgoing staff from EU/AC countries are supported. In all cases, the staff must remain employed by their organisations and are expected to return after the mobility period.

Average requested budget: €160.000
Range: €13.000 - €€1.044.000
