Overview
The Australian Government is offering post-graduate Australian Development Scholarships at Masters Degree level in Australian universities, for studies commencing in 2012. The scholarships are available ONLY to employees in six Government of Afghanistan Ministries:
Agriculture, Irrigation and Livestock (MAIL), Education (MoE), Finance (MoF), Mines (MoM), Public Health (MoPH) and Rural Rehabilitation and Development (MRRD).
Each of the six Ministries will have up to four to five scholarships, chosen through a merit-based, competitive and transparent selection process.
ADS Program Background
The ADS program in Afghanistan is managed by the Development Assistance Facility for Afghanistan (DAFA) on behalf of the Australian Agency for International Development (AusAID).
The ADS program aims to contribute to the long term development of Afghanistan by strengthening the human resource capacity of the four Ministries listed above.
Eligibility Criteria
To be awarded an ADS you must:
• Have high English language proficiency. An IELTS test score of at least 5.5 overall (with no band less than 4.5) is generally required (IELTS testing will be arranged and paid for by DAFA);
• Be an Afghan citizen, living in Afghanistan and be employed in one of the six partner Government of Afghanistan Ministries (MAIL, MoE, MoF, MoM, MoPH, MRRD);
• Have completed at least an undergraduate degree (Bachelors) and provide evidence (attested degree certificate and transcript);
• Commit to return to Afghanistan for at least two years after completing the scholarship and be willing to sign a contract confirming this;
• Not hold, or have held, an Australian government-funded scholarship in the last year;
• Be less than 40 years of age at the time of application;
• Not already be studying at an Australian institution at the time of application.
WOMEN EMPLOYEES OF MRRD AND EMPLOYEES WORKING IN PROVINCIAL OFFICES ARE ENCOURAGED TO APPLY.
Applicants who are employees of the Ministry of Rural Rehabilitation & Development must nominate studies in one or more of the following priority capacity development fields:
• Engineering
• Rural Policy Development
• Community-based Development
• Local Governance
• Statistics
• Quality Control and Monitoring
• Organisational Planning
• Project Management
• Public Administration
• Management Information System (MIS) and Geographical Information Systems (GIS)
• Rural Infrastructure Development
AusAID meets the following costs for all ADS awardees:
• all university and academic fees;
• return air travel to and from Australia;
• an establishment allowance of AUD $5,000;
• an annual allowance to cover living costs of the ADS awardee only (approximately AUD $25,000 per year).
Please note that AusAID does NOT contribute to expenses associated with awardees' families.
ADS awardees who wish to take their families with them to Australia are responsible for meeting all of the visa, travel and living costs of their family.
