Overview
The Office of Public Diplomacy of the Embassy of the United States is pleased to announce its annual open competition for the Hubert H. Humphrey Fellowship Program. This one-year, full scholarship program is offered to individuals working either in the public or private sector who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent study at a leading university. Since 2002, women have comprised about 40 percent of the Humphrey class; therefore qualified women are encouraged to apply.
Professional Qualifications:
The nature and quality of the candidate’s professional experience should be commensurate with the type of training and study experience he or she seeks. Candidate should be policy-makers, managers, or administrators, not technicians or (with exception of drug abuse candidates) researchers. We encourage applicants to develop a project or research paper in conjunction with their home government, organization, or employer. Candidate should be currently employed, have the backing of their employers; and be able to take a leave of absence for a period of 10-12 months.
Eligible Fields / Sectors:
Agricultural development / agricultural economics; communications / journalism; drug abuse education, treatment and prevention; economic development; education, including educational planning, administration, curriculum development; finance and banking; HIV/AIDS policy and prevention; human resource management; law and human rights; natural resources and environmental management; public health policy and management; public policy analysis and public administration; teaching of English as a foreign language; technology policy and management; trafficking of persons; urban and regional planning.
Eligible Candidates
- Applicants must be Haitian citizens with a Bachelor’s degree based on an exemplary academic record;
- Applicants must have at least five (5) years of substantive professional experience Applicants must have demonstrated leadership qualities and a record of public service; (whether private or public sector employ);
- Applicants must have advanced English language skills (verbal and written); a minimum score of 500 on TOEFL;
- Applicants must present a well-developed project plan;
- [Applicants with extensive or recent experience in the U.S. will not be considered, nor will Haitians with dual citizenship; U.S. citizenship or legal permanent residence in the U.S. (green card status) or Canada.
Interview Criteria:
All applicants who meet the minimum education requirements ( a Bachelor degree (four-year University)) will be required to take an English test to verify their level of fluency;
Only applicants who meet ALL the eligibility criteria above will be considered for an interview.

Once you login, you will be asked to answer a few questions that will help determine whether you meet the minimum eligibility requirements for this program before you fill out the application. We encourage all applicants to read the information about the program located at: http://www.humphreyfellowship.org.
All applicants are required to submit one copy of the following documents:
1. Letters of reference (minimum one);
2. Signature form of the application;
3. Transcripts;
4. Diplomas;
5. Proof of English proficiency (if available);
6. DO NOT SUBMIT A COPY OF THE APPLICATION
Please note that only copies of these documents must be sent to the Office as no documents will be returned to applicant. The Office declines responsibility for any original documents. Documents must be received by the Office of Public Diplomacy no later than June 30th, 2010. Documents may be in French; if chosen, you’ll be required to have them translated into English.
Terms and Conditions:
The Humphrey Fellowship provides: international travel, tuition and university fees, accident/sickness insurance, monthly maintenance allowance and funding for books and professional activities. The Humphrey Program does not provide financial support for accompanying dependents.
All documents must be received no later than June 30th 2010.
