The Organization of American States (OAS) and The University for Peace through the UPEACE Institute have decided to support outstanding individuals of the Americas by offering OAS/UPEACE scholarships to further their education through the following Professional Development courses:
One Week Course:

Two Weeks Courses:

•Arms Control and Disarmament Today
•Environmental Security Assessment: Principle and Practice
•Gender and Human Trafficking
Three Weeks Courses:
•Curricular Design for Peace and Conflict Studies
•Hunger , Famine and Food Security
The scholarship will cover 100% of the tuition cost and a complementary subsistence amount of $150 per week. In order to apply for the OAS/UPEACE Scholarship, participants must be admitted to the course.
Scholarship offers apply only to the above mentioned professional development courses. The deadline to apply to the OAS/UPEACE scholarship is November 15th, 2010.
About UPEACE Institute and OAS Initiatives
The University for Peace (UPEACE) was established in Costa Rica in 1980 "to provide humanity with an international institution of higher education for peace and with the aim of promoting among all human beings the spirit of understanding, tolerance and peaceful coexistence." (Charter of The University for Peace).
At present, the UPEACE Costa Rica Campus has 192 students from 55 different countries, making it one of the most diverse universities in the world for its size. UPEACE is the only institution in the UN family authorized to grant degrees at the postgraduate level. The language of instruction is English.
The UPEACE Institute of the University of Peace seeks to contribute to the great universal task of educating for peace by engaging in teaching, research, post-graduate training and dissemination of knowledge fundamental to the full development of the human person and societies through the interdisciplinary study of all matters related to peace. Their courses are comprised of a uniquely diverse community from over 70 countries and are designed to be participatory hands-on, and relevant to working professionals and the issues face to face.
The OAS Department of Human Development, Education and Culture (DHDEC) supports Member States in creating policies and executing programs that promote Human Capacity Development at all educational levels. By enabling formative opportunities to citizens, the DHDEC strengthens democratic values and security under the framework of regional integration. We do this by supporting the efforts of Member States to improve the quality of and equity in education while enhancing and highlighting the contribution of their diverse cultures to economic, social, and human development and by assisting the citizens of the Americas in realizing their full potential by giving them access to knowledge and skills through training that improves the standards of living for individuals, families and communities in the region.
1.ABOUT THE PROGRAM OF STUDY
1.Applicants' Professional Profile:
Applicants interested in applying for these scholarships must have a four or five year undergraduate degree with a minimum GPA of 85/100, 3.5/4 or equivalent, and should have a minimum of 3 years of work experience in the field of social sciences. In addition, participants must have an excellent command of English.
2.Study Venue/ Modality: Onsite in Ciudad Colón, Costa Rica.
3.Program Dates: From January 17th to 04th February, 2011 depending on the specific program.
4.Program Duration: Between 1-3 weeks.
5.Language of Instruction: English

2.ABOUT THE SCHOLARSHIP
1.Benefits: The scholarship will cover the full cost of tuition for the selected candidates and provide $150 (US dollars) subsistence allowance per week. The total tuition cost is:
1 week course US $ 700
2 week courses US $ 1,400
3 weeks courses US $ 2, 100
The participants are responsible for covering airplane tickets, visa fees and any other expenses not included in the scholarship.
2.Eligibility Requirements:
a.Applicants must be citizens or permanent residents of an OAS Member State, except Costa Rica.
b.Applicants must have an unconditional admission to one of the above-mentioned UPEACE Institute courses.
c.Applicants who are Staff members of the OAS General Secretariat, persons under performance contracts with the General Secretariat, staff members of the permanent missions to the OAS, members of the Academic and Technical Studies (ATS) Scholarship Selection Committee, and their relatives are not eligible for OAS academic or technical studies scholarships.1
d.Applicants should have an excellent command of English and be able to provide proof of proficiency.
3.Scholarship Application Process:
Applicants must submit their scholarship application to ONLY one course before November 15th, 2010. The scholarship selection results will be announced after November 19th, 2010.
a.Applicants should complete and submit the OAS Scholarship Application Form and the required documents in PDF format via e-mail to Ana Maria Ortiz Senior amortiz@oas.org and Leyla Cortes lcortes@oas.org. Please indicate in the subject "OAS/UPEACE" and your name.
b.Please attach the following required documents:
■Copy of the transcript of the highest university degree obtained (Bachelor's, Master's, etc)
■Updated Curriculum Vitae or Résumé
■One letter of recommendation of current employer
■Standardized English test results (TOEFL or IELTS):

4.Scholarship selection criteria: Scholarships shall be granted based on the following criteria:
a.The overall academic merit of the candidate.
b.The professional experience and achievements of the candidate.
c.The candidate's potential impact upon completion of the course of study and return to the country of origin.
d.An extensive and equitable geographic distribution for the benefit of all Member States that takes into account the greater needs of the smaller and relatively less developed economies.
e.Gender equality and equity.
5.Responsibilities of Scholarship Recipients:
a.Fulfill all requirements of the course for which the OAS/UPEACE scholarship is awarded.
b.Observe the laws of the host country and the regulations of the host institution.
c.Be responsible for obtaining the necessary visa(s) to enter the country of study and cover any cost involved. The scholarship recipients must contact the Head of Academic Administration of the University for Peace in order to receive orientation to apply for the visa (s).
d.Refrain from activities that are inconsistent with the status of an OAS/UPEACE scholarship recipient, and abide by all regulations set out in the "Acceptance of the Scholarship Award" form.
e.The selected candidates must confirm their acceptance of the scholarship award by signing and returning to DHDEC their completed form "Acceptance of the Scholarship Award".
f.In the event that a selected candidate accepts the scholarship and then, for compelling reasons, is unable to begin the course, he or she should immediately inform the OAS Department of Human Development, Education and Culture.
g.The scholarship may be declined by the scholarship recipient before the start of the course of study without financial penalties. If the scholarship recipient declines the scholarship after the start of the program without a compelling proof/reason, the scholarship recipient shall reimburse the total amount of the scholarship cost.
