Kennedy Center Fellowship Program

Overview

The John F. Kennedy Center for the Performing Arts offers valuable skills building for arts managers through the Fellowship Program. The program provides up to 10 highly motivated, disciplined, and creative arts managers the instruction and experience they need to succeed in today's complex arts environment.

Fellows enjoy close working relationships with experienced arts professionals, hands-on work opportunities, a structured blend of independent and collective learning experiences, and the opportunity to work in one of the busiest and most artistically diverse performing arts centers in the United States. Fellows are expected to attend performances and educational events, as well as complete significant projects within the context of the Kennedy Center.

Fellowships are full-time and last 9 months starting in September and ending in May. The program emphasizes excellence, creativity, economic problem solving, strategic planning, internationalism, and a commitment to new technologies.

Fellows receive an annual stipend of $20,000 (paid bi-weekly) to help defray housing and transportation costs. Course materials, and reimbursement for health insurance are provided to Fellows.

The Kennedy Center presents a comprehensive program of study for Fellows that includes core coursework, a rotation of workplace assignments in Center departments, and a structured series of professional development seminars.

A minimum of a bachelor's degree in the arts or a related discipline, and at three to five years of experience as an administrator for a performing arts organization (e.g., theater, music, dance) are required.

Overview

UNESCO/Japan Young Researchers' Fellowships Programme (UNESCO/Keizo Obuchi Research Fellowships Programme)

A. INTRODUCTION

UNESCO designed the project "UNESCO/Keizo Obuchi Research Fellowships Programme" (UNESCO/Japan Young Researchers' Fellowship Programme) in the framework of the Japanese Funds-in-Trust for the Capacity-Building of Human Resources which was established in November 2000 by the Government of Japan to enable UNESCO to give impetus to research in four areas under UNESCO's Priority Programme Areas.

B. OBJECTIVES OF THE PROGRAMME

The UNESCO/Keizo Obuchi Research Fellowships Programme (UNESCO/Japan Young Researchers' Fellowship Programme) funded under a Japanese Funds-in-Trust for the capacity-building of Human Resources will aim, in particular, to impact on capacity-building and research activities in the following areas:

1. Environment (with particular attention to Water Sciences);
2. Intercultural Dialogue;
3. Information and Communication Technologies; and
4. Peaceful conflict resolution. No other research topics will be considered.

C. ELIGIBILITY

Applicants, a maximum of TWO from each applying National Commission, must meet the following general criteria:

1. Candidates under this Programme must be post-graduate researchers, already holding either an M.A. or M.Sc. degree (or equivalent) and wishing to pursue research work abroad (preferably in their own region) with a view to enhancing knowledge in one of the four specific fields mentioned in paragraph D.1 below. Thus, those who are in the process of completing their Master’s degree must have completed it PRIOR to taking up their Fellowship.

2. Candidates must be persons of high intellectual promise who may be expected to make significant contributions to their country on return.

3. Candidates must be no more than 40 years of age. Thus, applicants born before 1 January 1971 will not be considered under the Programme.

4. The selected Fellow must carry out the research under the auspices of an academic supervisor in a host institution. Confirmation of acceptance from the academic supervisor is imperative.

5. Priority attention will be given to:

* Women
* Candidates from least developed countries (LDCs)
* Palestinian researchers

6. Candidates must be proficient in reading and writing the language of instruction in the proposed country of study/research.

7. Applicants must be in good health, both physically and mentally.

D. CONDITIONS FOR APPLICATION

1. Domains of research(a list of Suggested Sub-themes for research is provided in the announcement letter):

• Information and Communication Technologies;

All applications must be submitted with the required documentation on the UNESCO Fellowship Application Form. Each Member State may nominate candidates a maximum of two (2). It is the National Commission’s responsibility to select the two candidates whose applications it wishes to submit to UNESCO. The application must include the following attachments:

(i) The UNESCO Fellowship application form duly completed in duplicate. Two recent photographs (obligatory) should be included with the form.

(ii) Certified copies of degrees or diplomas (including transcript of grades) in duplicate. Proof of having obtained a Master’s Degree must be included.

(iii) A letter of recommendation from someone familiar with the candidate’s work.

(iv) A host institute’s letter of acceptance (i.e. the institute that has accepted the candidate for work should she/he be selected for a Fellowship). This letter of acceptance must indicate that the host institute confirms its willingness to provide the relevant research facilities required by the candidate in the chosen field of specialization.

(v) The certificate of language proficiency (on the UNESCO form) duly completed in duplicate for the language of the country of study (should this be different from the candidate’s mother tongue) issued by an official authority.

(vi) A detailed description, one to two page(s) (maximum), in either English or French, of the research work for which the candidature is being put forward. The research proposal should cover the following points:

• Why? The concrete nature of the proposed project’s contribution to the fields listed in paragraph D.1 above; its innovative, original aspects; and the scope and purpose of the research project. The candidate should demonstrate the reasons the theoretical and practical knowledge or training acquired at the host institution would be beneficial to her/his on-going research project.

• What? The expected results or impact of the research project being undertaken.

• How? Describe the proposed arrangements for conducting the research.

• Where? The proposed country where research will be undertaken (one to two countries maximum) and the name and address of the host institute.

• When? The timeframe explicitly stating the proposed starting date and the suggested duration of research which should be of three (3) months minimum and nine (9) months maximum.

• How much? A detailed budget estimate indicating the resources required for the candidate to undertake the proposed research. The amount should be determined according to the proposed duration and place of research (between US$6,000 to US$10,000). The amount should not exceed US$10,000. All figures must be shown in US dollars and must be included on a separate page. The amount indicated should cover, exclusively, the international or domestic travel costs for the approved itinerary and personal subsistence abroad, etc. (The object of this Programme is to provide research fellowships so it is considered that in most cases tuition fees will not apply). Applicants should be realistic in compiling their proposed budgets, and consider that an average of US$1,000/US$1,800 per month for accommodation and meals (including local transportation and incidentals) should not be exceeded. Applications where funds requested are judged to be excessive in relation to the objectives and importance of the project are likely to be considered for a smaller grant.

(Note: The following costs are not eligible: computer or equipment purchases; publication costs; attendance at conferences, unless a case can be made that such attendance is an integral part of the research and would make a direct and significant contribution to the outcome of the development of the research project.)

UNESCO and Japan attach the greatest importance to originality and quality. Consideration will be given only to well-planned research proposals which demonstrate innovation, imagination and relevance, and which promise to contribute to knowledge in the four specific areas mentioned in paragraph D.1 above.
Files which are incomplete or which are received after the deadline for application, as well as candidatures that do not meet the requirements mentioned above, will not be taken into consideration.

E. FACILITIES OFFERED BY UNESCO/JAPAN

The Fellowships financed by Japan and administered by UNESCO will consist of the following:

• A maximum amount between US$6,000 to US$10,000 will be awarded to selected candidates. The amount, to be paid in two or three instalments, is intended to cover research costs only, and will not be negotiable.

• No other costs will be considered and grants will be neither extended nor renewed.

F. SELECTION OF BENEFICIARIES

A Selection Committee made of experts in the four areas listed above will make recommendations for the final decision of the Director-General of UNESCO. Applications will be judged on the basis of the merit of each application and its pertinence to the UNESCO/Japan Young Researchers' Fellowship Programme.

Selected candidates will receive a Letter of Award.

Candidates who have not been informed of their selection by 1 September 2011 should consider that their applications have not been approved in the selection process.

G. DISSEMINATION OF INFORMATION REGARDING THE RESULTS OF THE RESEARCH UNDERTAKEN UNDER THIS PROGRAMME

Once the Fellowship has expired, the beneficiaries will be encouraged to disseminate the results of their research. No prior approval of UNESCO will be required for publication of a scholarly paper resulting from research done while benefiting from the UNESCO/Japang Young Researchers'Fellowship Programme. However, the Fellow will be asked to acknowledge UNESCO, the UNESCO/Japan Young Researchers' Fellowship Programme and the Government of Japan in their paper as having provided support for the Fellowship and the Fellow will be required to send a copy of the report and/or printed article to the Organization for information. It should be emphasized that UNESCO has no obligation to publish the scholarly papers and no allowance will be provided for that purpose.

Selected beneficiaries will be required to submit an interim and a final report describing the results of the research undertaken. Fellows will be required to send UNESCO a one-page summary with their report that will be reproduced later in a leaflet and disseminated widely by UNESCO.

Postgraduate scholarship in Biochemistry at Lund University

Overview

Studies on molecular level of structure, function and protein-protein interactions concerning a particular group of molecular chaperons, so called small heat shock proteins. They interact with not clarified mechanisms with other proteins in the cell and prevent aggregation. Preliminary results indicate that the interaction occurs with the terminal endings of the proteins, what we call "the terminome". The results are significant for the understanding of and the possibility to prevent diseases that are due to protein aggregation, and for plants to resist water shortage, drought and increased temperatures.

Eligibility/Entry Requirements

Basic entry requirements for PhD studies are: a degree at advanced level, courses to an extent of at least 240 credits, of which at least 60 at advanced level, or corresponding proficiencies aquired in Sweden or elsewhere. Special requirements for this position: MSc in biochemistry or biomedicine or corresponding education. Good communication skills are required and also independence in reading scientific literature and writing reports. Education in bioinformatics and practical experience of protein chemical methodology is meritorious.


Basis of Assessment

Regulations for employment as a postgraduate student can be found in the Swedish Statute Book (SFS 1998:80). Only those admitted to postgraduate studies can be appointed to such a position. When appointing applicants to such a position, first and foremost their ability to benefit from postgraduate studies must be taken into consideration. In addition to pursuing postgraduate studies, the doctoral student may also perform other duties, including research, teaching and administration, according to the specific regulations.

PhD Student in Physics at Lunds University, Sweden

Overview

A label-free nanosensor system based on molecular recognition

Postgraduate studies in Physics at the Division of Synchrotron Radiation Research and in collaboration with ENI AB, a private nanotechnology company, - having a focus on spectroscopic and microscopic investigations of the interactions between solid surfaces and molecules and development of a label free nanosensor system.

Nanosensors are already today in practical use in many applications. The principal detection scheme is often based on molecular recognition between a target molecule and a suitable binding molecular structure, a kind of a key-lock system. However, the successful binding event is most often signalled by the use of a reporter (label) system, such as a label molecule, being bound to the target molecule. The function of the label molecule is to report when the target molecule have been bound. Such reporting systems may interfere with the binding event and hence create false signals or even worse, fundamentally change the binding situation. Hence, in this research project we will investigate a label-free detection scheme that will circumvent the discussed problems allowing a reporting event without the use of a label.

Eligible candidates

The successful candidate should have a strong background in Physics, Chemistry, Nanotechnology, or Materials Science. He or she should have a strong interest in working within the realm of Nanotechnology, which is an area on the border between Physics, Chemistry & Life Science. Furthermore, the candidate should be interested in developing complimentary skills in the biotechnology area.


ENI AB is a private company specializing in promoting, initiating, facilitating and exploring business opportunities within the nanoscience sector. ENI AB is engaged in several areas of nanotechnology, especially nanoimprint, electron beam and next generation lithography solutions as well as advanced biosensors and nano-recognition devices. The postgraduate studentship is financed by ENI AB.

The project will be carried within the framework of the Marie Curie Initial Training Network SMALL, which is funded by the European Commission, and which is composed of 11 partner universities, institutes, and companies in six European countries. Overview

The University of Chicago Society of Fellows will begin accepting applications on August 23, 2010 for four-year postdoctoral teaching appointments as Harper and Schmidt Fellows who hold the rank of Collegiate Assistant Professor.

The Fellows are members of the College Faculty whose primary responsibility is to teach in the general education (Core) program. Candidates should demonstrate excellence in their original scholarship as well as in teaching.

Applicants may submit applications to be considered in one of the two program areas:

•Core courses in the Humanities
•Core courses in the Social Sciences/History of European Civilization Core Sequence

The Fellowships are open to scholars in all disciplines and areas of specialization who will have completed all requirements for their Ph.D. degree no later than August 31, 2011. In most years, Fellows teach two courses (usually of identical preparation) for each of three quarters. Each Fellow also has the opportunity to design an independent course and each is eligible for one quarter of research sabbatical in the third year of residence.

The Centre for War Studies intends to appoint a Post-doctoral Fellow from 1 November 2010 for twelve months for the following purposes:

- To pursue advanced research in the field of First World War Studies;
- To organize a conference at the Princess Grace Irish Library (PGIL), Monaco, on the subject: “Ireland in the Decade of the Great War, 1912-1923”, under the auspices of the CWS and the PGIL, to be held in Monaco;
- To spend several short periods at the PGIL giving a public lecture, furthering the PGIL’s educational programmes in Monaco, and liaising with the staff of the PGIL in organizing the conference.

The preferred candidate will:

- Hold a PhD degree in a relevant field;
- Be engaged in research and publication on the history of the First World War;
- Have proven organizational and managerial skills commensurate with organizing an international conference;
- Have some familiarity with the French language.

Remuneration will be in line with the rates paid by the Irish Research Council for the Humanities and Social Sciences at €31,000 p.a. plus PRSI and pension contribution. Funding for the visits to Monaco will be covered.

Overview

The position is meant to conduct research on multi-level vehicle routing problems. The work, which involves the implementation and testing of heuristic optimization strategies, will be carried out in close collaboration with Kenneth Sörensen and Peter Goos. The candidate is expected to enroll the university's Ph.D. program and to obtain a Ph.D. at theend of the project. A short project description can be found below.

Short project description

The main aim of this project is to develop efficient solution methods for several reallife multi-level vehicle routing problems. In multi-level vehicle routing problems, decisions are taken on different levels. For
example:

• In multi-depot vehicle routing problems, decisions need to be taken on which customer to service from which depot, besides the typical routing decisions (determining the sequence of the customers in the routes and the assignment of customers to vehicles).
• In school bus routing problems, decisions to be taken include the assignment of students to bus stops, the selection of bus stops to use, as well as the typical routing decisions.
• In location-routing problems, the algorithm decides the optimal location of distribution facilities, as well as the typical routing decisions.


A second research topic of this project is the search for the most appropriate type of solution method for multi-level routing problems: iterative or integrated. We will examine specifically whether integrated optimization yields better results than sequential or iterative optimization, and what the main influencing factors are for the differences in performance.

A third important research topic that we intend to study is the interaction between different neighborhoods that operate on different levels of a multi-level problem. This will lead to a better understanding of the working of these neighborhoods and their interaction, and make the design of more powerful metaheuristics possible.

Finally, as a fourth research topic we intend to study the integration of exact methods into the developed heuristics. More and more, the study of so-called matheuristics, heuristics integrating mathematical programming methods, are being viewed as an interesting research avenue. Progress in the development of general integer programming solvers (such ILOG’s Cplex) during the last decade has been impressive, and has become such that using these solvers for real-life (sub)problems has become an attractive option.

In fact, multi-level problems offer an interesting playground for this type of methods, as some of the sub-problems can potentially be solved using exact methods, whereas others can be solved using neighborhood search heuristics.

Postdoctoral Fellow at University of Bergen, Norway

Overview

At the Department of Mathematics there is a vacant position as postdoctoral fellow within the project “Modelling transport in porous media over multiple scales”.

The postdoctoral position is a fixed-term post, the chief objective being to qualify the selected candidate for work in senior positions in their disciplines. The term of employment for this position is 2 years.

It is not possible for any person to work under more than one temporary appointment as postdoctoral fellow for the same institution.

The project this position is a component of is funded by the Research Council of Norway and the University of Bergen under the Outstanding Young Investigator programme. The successful candidate will join a research team which aims at integrating the fields of upscaling, multi-scale methods and numerical linear algebra within the context of multi-phase flow in porous media. Applications of particular interest include oil and gas recovery as well as CO2 storage. The project will address both theoretical and practical issues, and the candidate will be expected to familiarize him/herself with a broad spectrum of knowledge to form an active part of the research team.

We are soliciting applications from candidates with a background in applied mathematics. Special qualifications which should be emphasized in the application are familiarity with numerical methods for partial differential equations, multi-grid pre-conditioners, multi-phase flow in porous media and programming.

PhD Scholarship in Neuroscience, The Innsbruck Medical University

Overview

The Innsbruck Medical University, located in Tyrol (Austria) seeks talented and committed young researchers for its PhD Program “Signal Processing in Neurons” (SPIN).

Positions are available for 3 years and include intensive training in translational research in neuroscience, lab rotations in the twelve participating laboratories, free access to core facilities, a SPIN-specific training and mentoring program, career development and funding for research. PhD-Student - Neuroscience of Sleep and Metabolism

Overview

Research in Munich will be carried out jointly in labs led by Mayumi Kimura (sleep, stress and ageing) and Osborne Almeida (neuroendocrinology of stress and obesity), using state-of-the-art approaches and instrumentation. Projects will involve experimental manipulations (including pharmacological and surgical) in mice, although suitable cellular models will also be used, as appropriate. Work will focus on quantitative analysis of EEG activity, complemented by neuroanatomy (immunohistochemistry, in situ hybridization), molecular endocrinology, and behavioural assays of mood and emotion.

Job description

The theme of the work is highly competitive and of considerable importance for improving health throughout life so as to ensure healthy ageing. Individual training will be provided in a range of biomedical research techniques, supplemented by group-based training in relevant theoretical and practical aspects of sleep and homeostatic control; in addition, students will be equipped with all the generic skills necessary for pursuing independent research.

Requirements

Ideally, candidates should have experience in one or more of the experimental approaches mentioned as well as a firm knowledge of the basic principles of neuroscience and physiology; evidence of previous experience (undergraduate theses, publications) will help the selection process. Candidates who do not have direct relevant experience will be considered if they provide a short, but convincing, statement about why these themes interest them and what they expect to bring to the projects.

Applicants should have internationally recognized qualifications; only those demonstrating excellence will be considered. Applicants who are completing their undergraduate degrees may apply, provided they can substantiate their expectations of good final degrees.

The project will be financed by the SWITCHBOX Consortium, funded by the European Union’s Seventh Framework Programme for Research and Technological Development (currently under negotiation under FP7-HEALTH.2010.2.2.2-2, Homeostasis in human development and its effects on lifespan). The Consortium involves 5 European countries (France, the Netherlands, Germany, Portugal, Hungary), providing a highly international research environment.

VLIR-UOS Masters Degree Scholarships for Developing Countries, Belgium

Overview

VLIR-UOS awards scholarships to students from developing countries so that they can follow a master or training programme in Belgium. These scholarships cover all related expenses. Every year, VLIR-UOS awards up to 180 scholarships to first-year master students and 70 scholarships to training participants. All programmes are specifically designed for people in positions of responsibility in civil society (e.g. universities, schools, NGOs, local communities, governments).

VLIR-UOS funds and facilitates academic cooperation and exchange between higher education institutions in Flanders (Belgium) and those in developing countries, which aims at building capacity, knowledge and experience for a sustainable development. Applicants applying for both academic admission and a VLIR-UOS scholarship need to consider both the admission requirements and the scholarship criteria.

Master of Governance and Development: VLIR-UOS Scholarships, Belgium

Overview

“Is better governance critical for the future of inclusive and sustainable development?”
“What do conflict, governance and development have in common?”
“Which potential solutions for good governance present themselves on the local and the global level?”

This programme explores insights, tools and best practices for good governance in order that graduates could apply them in their future professional contexts. Graduates shall understand and be able to analyse, from the local to the global level, the governance problems which confront developing countries today.

The governance programme offers two tracks with specific objectives and courses:

The future of sustainable development is critically related to the promotion of better governance at the local, national, regional and international level. At once a cause and a consequence of governance failures, violent conflict is incompatible with sustainable development. Central in this nexus between development, governance and conflict are processes of state formation, state failure and state reconstruction. Adopting a political economy perspective, the study programme analyses governance problems and possible responses with due account of specific historical pathways of countries and the interaction between the national state level, local society level dynamics and the impact of global developments.

Most of our students are engaged in development, professionally and/or as researchers. The objective of the Master’s programme is to provide them with multidisciplinary theoretical insights and practical tools that will improve their capacity to analyse governance challenges at different levels and how they relate to processes of violent conflict and development. Graduates will understand and be able to analyse, from the local to the global level, the governance problems confronting developing countries today. Theoretical insights, policy strategies and best practices as well as failures are explored in order that graduates could apply this knowledge in their future professional environments.

The Master’s programme in Governance and Development offers two tracks with specific objectives, courses and target audiences. The first track explores governance and development issues against the background of violent conflict and the challenge of post-conflict state reconstruction. The second addresses governance and development challenges from the particular perspective of local institutions and poverty reduction.


Admission requirements

The following candidates are eligible to apply for the Master’s programmes:

• Applicants from the South must hold a university degree (Bachelor or Master) of at least four years of study in Social Sciences (Economics, Political Science, Sociology, International Relations, or related disciplines). Master of Globalisation and Development: VLIR-UOS Scholarships, Belgium

Overview

“How does globalisation emerge at the interface of global and local development processes?”
“What challenges and opportunities does globalisation present?”
“How does globalisation impact on development and poverty alleviation?”

The programme considers how globalisation impacts on (national as well as local) development and poverty alleviation in low and middle-income countries, and how this impact is mediated by development actors (at both government and civil society level). Students are trained to recognise the opportunities presented by globalisation, and to assess and remedy the risks and threats entailed.

The Master’s in Globalisation and Development (GD) approaches the phenomenon of globalisation from an eclectic perspective, considering both the opportunities it creates and threats it poses to development and poverty alleviation in low and middle-income countries, both at the national and the local level.

Most of our students are engaged (or aspire to becoming engaged) in development policy work, professionally and/or as researchers. The objective of the Master’s is to provide them with a solid understanding of the globalisation phenomenon in its multiple dimensions (worldwide markets for goods and services, capital and labour/migration, the planetary challenge of the environment and sustainable development). It also offers them insights and tools to analyse and affect how globalisation impacts on local development and poverty alleviation in low and middle-income countries, taking due account of the complexity of local-global interactions in the multifaceted arenas of globalisation. Successful students shall be able to recognise the opportunities presented by globalisation, and to assess and remedy the risks and threats entailed. Moreover, they shall be able to identify and evaluate policy and programme interventions to exploit opportunities for more effective local and national development in the evolving global context, as well as development interventions aimed at remedying the adverse effects of globalisation on development in general and on the poorer and weaker groups in society in particular, thereby strengthening the agency of the latter.


The Master’s programme focuses on the analysis of the interaction between external and local actors, at the interface of global and local development processes, in order to identify the changing opportunities for and constraints to beneficial institutional change for inclusive, sustainable development and poverty reduction. It conceptualises political and economic development as the outcome of interactions between a conditioning institutional environment and the agency of international, national and local actors. In this context, special attention is paid to the way in which these interactions produce either inequality and poverty or well-being. The programme focuses in part on micro-level institutions and processes, and how these condition the effectiveness, at the local level, of development efforts aimed at exploiting the opportunities raised by globalisation and/or at remedying its adverse effects on the poorer and weaker groups in society. Students are offered a choice of policy domains for a more in-depth treatment of specific policy challenges at the local-global interface (see options below).

The programme is intended for participants with work experience in local, regional and/or national government institutions, at research institutes or universities, or with local NGOs, advocacy or entrepreneurial associations, and in international organisations (e.g. international NGOs, bilateral and multilateral institutions). The candidates should be involved with and have an interest in development or poverty-reduction initiatives, micro or meso-level projects and programmes, and/or macro-level policymaking. Professionally, the candidates should hold (and aspire to) middle or higher management or policy (research) positions entailing at least some experience at the interface between different policy levels (international to local, national to international) or between different arenas (e.g. civil society-government, government-international forums and institutions, INGO-national NGO, etc).

Master of Development Evaluation and Management: VLIR-UOS Scholarships, Belgium

Overview

“What are the major pitfalls for public and private actors who promote local participatory development activities?”

“Which aid policies, modalities and instruments are most effective?”
“What are the characteristics of the main actors, such as government, NGOs, and bilateral and multilateral donors?”

This Master’s offers insight into the nature of development evaluation, as well as its relevance and challenges, at both a methodological and an institutional level. Students are familiarised with multidisciplinary analytical tools that will improve their capacity to understand interactions at the interface, and to contribute to an enhanced conceptualisation, implementation, monitoring and evaluation of development policies and programmes.

The programme offers two tracks with specific objectives and courses:

Track 1: Macro Dimensions of Aid. Track 2: Development Interventions and Local Institutional Change.

The Master’s in Development Evaluation and Management focuses on the efforts made by a wide range of public and private actors to promote development in low-income countries. It provides a solid understanding of past and present aid policies of multilateral and bilateral donors, and of the major aid modalities and instruments deployed. The institutional characteristics of the actors involved – be they governments, community-based organisations, international NGOs, bilateral or multilateral donors – are analysed so as to attain a better understanding of processes and outcomes. The theoretical perspective is that development can be understood as a set of interlocking collective action problems, on both the recipient and the donor side. The Master’s programme offers methodological and practical insights into development evaluation, its relevance and challenges.
Most of our students are engaged in development, professionally and/or as researchers. The Master’s will improve their capacity to assess the strengths and weaknesses of the prevailing aid paradigms and the changing approaches to aid. Students learn to appreciate the importance of different institutional arenas, and how they work and interact. They are familiarised with multidisciplinary analytical tools that will improve their capacity to analyse the interactions and contribute to an enhanced conceptualisation, implementation, monitoring and evaluation of development policies and programmes.

Track 2: Development interventions and local institutional change

This track conceptualises socio-political and economic development as the outcome of interactions between a conditioning institutional environment and the agency of local, national and international actors, including multi- and bilateral, governmental and non-governmental aid actors. Special attention is paid to the importance of micro-level institutions and processes, and how these condition the effectiveness of development efforts in improving livelihoods and neutralising processes of social exclusion. As all phases of the project cycle partly unfold in a local context, the powers constituting this context co-organise the processes of planning, implementation, monitoring and evaluation of interventions. Exploring in detail how local context transforms development interventions is of crucial importance, then, to recognising opportunities for resolving the poverty conundrum.

This track is intended for participants with work experience in civil society in the South (e.g. at research institutes or universities, or with local NGOs or entrepreneurial associations), donor agencies (including international NGOs, bilateral and multilateral donors) and government institutions. The candidate should be involved in development interventions or poverty-reduction initiatives in micro or meso-level projects and programmes. Professionally, the candidate should hold middle-management positions involving policy responsibilities and/or managerial responsibilities at the interface between different policy levels (local to national, national to international) or between different arenas (e.g. civil society- government, government-donors, INGO-national NGO, etc).

The Master’s programme offers two tracks with specific objectives and course packages that are intended for different audiences. The first track is primarily macro focused, while the second focuses mainly on the micro level.


Admission requirements

The following candidates are eligible to apply for the Master’s programmes:

• Applicants from the South must hold a university degree (Bachelor or Master) of at least four years of study in Social Sciences (Economics, Political Science, Sociology, International Relations, or related disciplines). Applicants from the South who hold a Bachelor’s degree of only three years of study must demonstrate very strong and relevant professional experience and/or have successfully completed additional training. Applicants from the North must hold a Master’s degree in Social Sciences Only applicants with excellent academic records will be accepted.
• Our ideal participant has at least two years of professional experience in a sector relevant to the programme. Applicants from the North should have relevant field experience in the South.
• Applicants must be proficient in English. Those who have received a university education in English must provide an official certificate confirming this. Other applicants must submit one of the following test results:
o TOEFL (Test of English as a Foreign Language): minimum score of 550 for paper-based test or 79 for Internet-based test. Information about this test is available at www.toefl.org.
o IELTS (International English Language Testing System): minimum score of 6.0. Information about this test is available at www.ielts.org.
o Special facilities are offered for students from other language backgrounds (in particular for French-speaking students). The U.S. Embassy in Tbilisi is pleased to announce the annual Fulbright competition for Georgian scholars for the 2011--2012 academic year.

The Fulbright Visiting Scholar Program is a non-degree, post-doctoral award program for junior and senior researchers, university lecturers and experts from academic institutions in Georgia who wish to conduct post-doctoral research, lecture, or pursue combined lecturing and research in the United States.

The Fulbright Scholarship is one of the most exclusive and important scholarships offered by the U.S. Government to Georgian academics. The recruitment of candidates for the Fulbright Visiting Scholars Program is carried out based on an open competition by the Public Affairs Section of the U.S. Embassy Tbilisi.

All candidates must currently be affiliated with one of the universities in Georgia. Special preference will be given to candidates who have the capacity and commitment to take full advantage of a program of research or lecturing at a U.S. institution, and who are willing to share their experience and knowledge after returning to Georgia. HAT-South postdoctoral fellow in exoplanet research

Overview

The Max Planck Institute for Astronomy has an opening for a postdoc research fellow in the exciting field of planetary transits with the HAT-South project. HAT-South is the first global network dedicated to transiting planet search. With three stations around the globe (Australia, Namibia and Chile) and 24 telescopes, providing high-precision, 24-hour data coverage on millions of stars brighter than 14th magnitude it started operation in late 2009 and is now in the full data production phase.

Job description

We are searching for a postdoctoral research fellow who would participate actively in the HAT-South program at the stimulating work environment of the Max Planck Institute for Astronomy (MPIA) in Heidelberg, Germany. The fellow would be part of an international team, consisting of members from the partner institutions: MPIA, CfA and the Australian National University, and would work closely together with Cristina Afonso, Thomas Henning and Gaspar Bakos.

The successful candidate would take part in many aspects of the project, such as: overseeing operations, data flow and analysis, related software development, follow-up observations (photometry and spectroscopy), interpretation of the data, and communication of the scientific results. The candidate should have experience with photometry and time-series analysis, as well as the necessary programming and observational skills.


The successful candidate will have privileged access to the twin 8.4 meter Large Binocular Telescope in Arizona, the 2.2 m MPG telescope on La Silla, the 2.2 and 3.5 m telescopes on Calar Alto through MPIA GTO.

DeVos Institute Summer International Fellowship Program at the Kennedy Center

Overview

The Summer International Fellowship Program provides practical experience to 15 mid-to-high level arts leaders currently working in international nonprofit performing arts organizations. This full-time, four-week intensive program takes place at the Kennedy Center each July; Fellows attend each summer for three consecutive years. While at the Center, the fellows take classes and refine strategic plans for their home organizations. The Kennedy Center has hosted 42 Fellows in three classes from 28 countries.

This fellowship program is designed to provide up to 20 international arts managers with an intensive four-week arts management program for three consecutive summers. Selected managers will come to Washington, D.C. to study at the John F. Kennedy Center for the Performing Arts. Through practica, daily classes, seminars, and projects, fellows will gain practical-based experience and skills that will be readily transferable to the management of their organizations. Arts managers with a minimum of four years experience will be selected for the program. Fellows receive roundtrip air transportation, hotel, per diem, and program materials.

What kind of experience should I have in order to be considered for the program?
Applicants must have at least four years experience working in arts management and currently be employed with an arts organization outside of the United States.

I am currently in school and have very little or no experience working in arts management. Is this program ideal for me?

What is the application process?

Applicants must submit a completed online application, a resume, biography, and two to three references. The application form will be provided.

What are the selection criteria and process?

Candidates will receive confirmation when their applications are received. All applications will be processed and reviewed by staff of the Kennedy Center Arts Management Department. Applicants will be reviewed with regard to their qualifications, experience, and career goals. Additionally, applicants will be rated on their educational background, the relevance of these qualifications, and references. Applicants may be asked to provide additional information. Qualified candidates will be contacted for a phone interview with the Kennedy Center staff.

How is the Fellowship announced?

Fellowship recipients will be notified via e-mail and must provide confirmation of their acceptance within 10 days. The number of Fellowships granted each year is dependent upon the quality of the applicant pool; however, it is anticipated that fifteen fellowships will be awarded for the upcoming term.

What are the Fellows' obligations?

Fellows must be available for the duration of the program. Fellows are required to sign and return the Kennedy Center Acceptance Agreement and abide by the Kennedy Center Personnel Policy and Procedures Manual. Fellows must sign and return US tax forms in a timely fashion to ensure receipt of per diem. They are also required to submit a final evaluation at the end of each program term.

How will I receive my Visa for the program?

The Kennedy Center works with a Washington, DC based Visa agent. Fellows are asked to return information and forms requested by International Arts and Artists in a timely manner to ensure receipt of Visa prior to the program.

Do I have to pay the fees required to receive the Visa?

The Kennedy Center will cover charges necessary to obtain your Visa. This includes fees paid to the consulate, travel necessary to obtain your visa, and materials needed to obtain the visa. In situations where Fellows must pay the local Consulate office directly, the Kennedy Center will reimburse you for those charges before the end of the program term. A receipt or proper documentation is necessary for reimbursement.

Do I have to pay for my air transportation?

No, the Kennedy Center is responsible for your travel to and from Washington, DC.

What are the stipend /per diem for participants?

Fellows receive the per diem (daily allowance) for Meals and Incidental Expenses as determined by the U.S. General Services Administration (GSA) rate.

Do I have to commit to the full three-terms of the programs?

Yes. The goal of the program is to give each Fellow the opportunity to develop professionally as they are developing and progressing within their organizations. While we understand that unexpected situations can arise, Fellows are expected to participate for the three-year duration of the program.

Lotus is an Erasmus Mundus Action Two Partnership (EMA2) of European and South-East Asian Higher Education Institutions (HEI) and Associations aiming at fostering mutual enrichment and better understanding between the EU and South-East Asia (China, Vietnam, Cambodia, Myanmar, Indonesia, Thailand), through the exchange of persons, knowledge and skills at higher education level and to co-operate in the following program activities:

Technology for Integrated Water Management: VLIR-UOS Scholarships, Belgium

Overview

’Technology for Integrated Water Management’ focuses on understanding the water system and on applying technology to enhance integrated water management and –policy. The programme aims to improve the understanding of concepts and systems and enhances knowledge regarding tools and technologies. This will enable innovative planning and action from a new perspective and approach.

This programme exists of 3 parts:

• The first part is focusing on the current state of knowledge regarding global water problems, integrated water management and integrated risk assessment.
• The second part focuses on technologies for industrial and ecological water usage.
• The third part offers an integration of all gained knowledge and confronts the student with several modelling aspects in a river basin management framework. The integrated approach demonstrates the interdependencies between the different subsystems which allows the student to think in river basin scale including all its aspects.


Admission requirements

Education: Candidates hold a master degree (or equivalent) in sciences, applied sciences, applied biological sciences or nautical sciences.
Professional experience: Candidates should be working preferably in the field of water management, water purification or water treatment. The candidates should have a good overview of water issues in the area they are living or working in. This overview will be used during the course. Candidates should be working at a University, research institute, NGO or governmental institute. People working for private companies cannot apply for this scholarship. Applicants must show strong institutional support from their employer. The applicant’s employer should state his support with an official letter.

Age: Preferably between 25 and 45 years.

Language skills: The working language of the course is English. In order to assure active participation, a good command of English in all aspects (spoken, written and comprehension) is a prerequisite.
Candidates who received their university education in English must provide an official certificate stating that the language of instruction was English.
Applicants whose university studies were not completed in English must provide one of the following test results:
• TOEFL certificate (Test of English as a Foreign Language, www.toefl.org): a minimum total score of 550 on the paper based test, or a minimum total score of 79 on the Internet based test (the test validity is max. 2 years);
• IELST (International English Language Testing System, www.ielts.org): with a minimum overall band score of 6 (the test validity is max. 2 years);
• Knowledge level B1 of the Common European Framework
• Or equivalent tests from accredited language testing organizations.
• Please note: test validity is maximum 2 years!
Motivation: applicants must demonstrate their competence to transfer the acquired knowledge to their home country.

The course will accept 2 types of participants :

1 VLIR/UOS grantees : up to 15 scholarships will be granted to candidates who have submitted the full VLIR/UOS scholarship application form (see VLIR/UOS website at http://www.vliruos.be) after a call for such applications has been made. Such applicants should come from the Belgian Development Co-operation list of co-operating countries and not be employed by VLIR/IUC partner universities; the selection will aim at a gender balance (50-50), a good spread over South-East Asia, Africa and Latin-America but with special emphasis on Sub-Sahara African countries.
2 Other applicants who pay for their participation fee (about 2500 euros) themselves or by other sponsors.


In both cases candidates should belong to the age category of in between 25 and 35 years, have some professional experience (at least one year) in academic, scientific or technological libraries and have a minimum of technical background allowing them to manage computers in libraries like for digital libraries and library automation.

Country of origin: only residents of countries on VLIR-UOS’ list of developing countries are eligible for university development cooperation (download the complete list from www.vliruos.be). Candidates must reside in their country of origin at the moment of the application and the training.
Gender: the selection commission will aim for equal participation of men and women.
Financial resources: only applicants who do not dispose of alternative sources of funding may be selected for a VLIR-UOS-scholarship.

Application and selection procedure


Applicants applying for both academic admission and a VLIR-UOS scholarship need to consider both the admission requirements and the scholarship criteria.
Applicants applying for academic admission but not for a scholarship simply need to fulfill only the admission requirements of the host university running the programme.

The host university is in charge of the academic admission of applications. Study results will be taken into consideration during the selection, but the most important academic selection criteria are relevant professional experience and prospects for applying the acquired insights after return to the developing country. The academic admission requirements are specific to every programme. Please peruse the requirements from the relevant programme.

A joint selection committee of VLIR-UOS and the host university is responsible for selecting scholarships. The host university – not the applicant – forwards the scholarship applications to the VLIR-UOS secretariat if the academic admission requirements are met. The VLIR-UOS scholarship criteria relate to the qualifications required of all scholarship applicants and selection criteria evaluated by the selection committee. All applicants receive an acknowledgement of receipt of their applications.
