USA: Short-Term Travel Grants Program (STG) - International Research & Exchanges Board

Overview

IREX is an international nonprofit organization providing leadership and innovative programs to improve the quality of education, strengthen independent media, and foster pluralistic civil society development.

Founded in 1968, IREX has an annual portfolio of over $60 million and a staff of 500 professionals worldwide. IREX and its partner IREX Europe deliver cross-cutting programs and consulting expertise in more than 100 countries.

IREX sponsors a broad range of fellowship opportunities for master’s, predoctoral, and postdoctoral research as well as for senior scholars, professionals, and policymakers. For 40 years, IREX has supported over 6,000 US fellows in their academic and professional careers.

STG FELLOWSHIP PROGRAM

IREX's STG Program seeks to attract, select, and support short-term field research by US scholars and experts in policy-relevant subject areas related to Eastern Europe and Eurasia, as well as to disseminate knowledge about these regions to a wide network of constituents in the United States and abroad. The STG Program provides fellows with the means to conduct in-country research on contemporary political, economic, historical, and cultural developments relevant to US foreign policy. The STG Program plays a vital role in supporting the emergence of a dedicated and knowledgeable cadre of US scholars and experts who can enrich the US understanding of developments in Eastern Europe and Eurasia.

STG provides fellowships for up to eight weeks to US postdoctoral scholars and holders of other graduate degrees (MA, MS, MFA, MBA, MPA, MLIS, MPH, JD, MD) for independent or collaborative research projects in Eastern Europe and Eurasia.


ELIGIBLE COUNTRIES OF RESEARCH FOCUS

Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Estonia,Georgia, Hungary, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Montenegro, Poland,Romania, Russia, Serbia, Slovakia, Slovenia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

GRANT PROVISIONS

In addition to the pre-departure logistic support provided by IREX staff, the Short-Term Travel Grant also provides:

• International coach class roundtrip transportation from the US to the host country/countries for the period of grant awarded, as well as transportation between the countries of research, if awarded fellowship for two countries;

• A monthly allowance for housing and living expenses, based on IREX’s pre-established country-specific rates (IREX will determine your housing amount at the time of your grant award, based on your city/cities of placement);

• Travel visas: IREX will pay for and assist with fellows’ visas for travel related to the fellowship; and

• Emergency evacuation insurance. Please note that IREX does not provide health insurance, only emergency evacuation insurance.

• Field Office Support: IREX has 25 field offices in Eastern Europe and Eurasia that provide in-field support to fellows during their travel. Services may include emergency travel and logistics assistance, facilitation of meetings in-country, and basic IT needs.

TECHNICAL ELIGIBILITY REQUIREMENTS

Applicants must:
• Be a US citizen or permanent resident (green card holder) of the US;
• Hold a PhD or graduate degree at time of application (MA, MD, MBA, MFA, MPA, MPH, MLIS, MS, JD,);
• Not currently be pursuing a degree;
• Complete an application using IREX’s Online Application System (OAS) no later than 5pm EST on February 2, 2010.
• Not have a grant from another organization or IREX to conduct the same or similar research project at the same time; (applicants may apply for competing grants, however, if offered another grant as well as STG, the applicant must choose between them); and
• Have fulfilled all requirements from previous IREX grants.

Applications not meeting the above technical eligibility requirements will not be forwarded to the selection committee.

Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings) are not eligible to compete in any IREX-administered grant programs, either as individuals or as the responsible party representing an institutional applicant. IREX does not discriminate against grant applicants because of race, color, religion, sex, age, national origin, disability, or any other protected characteristic as established by US law. IREX reserves the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible.

SELECTION PROCESS AND CRITERIA

The STG Program is conducted as a merit-based open competition. After the deadline, all eligible applications will be reviewed by a selection committee. The IREX selection committee for this program is composed of senior scholars and professionals who represent a broad cross-section of US academic institutions and disciplines. Selection committee members are familiar with IREX programs and, in many cases, have participated in an IREX program at some point in their careers. IREX staff only provides administrative support to the committee and does not vote in the final selections.

All applicants will be notified of their status in April 2010. Depending on the availability of funds, approximately 20 grants will be awarded for this competition. The overall applicant pool is of high quality, and difficult decisions have to be made among a large number of worthwhile candidates. In order to make those decisions, the selection committee considers the following criteria (NOT in order of importance):

• Overall strength of proposal and proposed methodology;
• Importance of topic to the US foreign policy community;
• Potential value of research to the academic community;
• Demonstrated serious preparatory work;
• Well-argued need to conduct the research in-country;
• Language skills adequate for proposed research;
• Feasibility of project and proposed time frame;
• Demonstrated career commitment to the field; and
• Few previous opportunities to conduct related field research.

SUBMISSION INSTRUCTIONS

1. Applications will only be accepted through the IREX Online Application System http://oas.irex.org/stg.

Paper applications will not be considered. The CV and proposal must be uploaded electronically. Any supporting documentation that is sent directly to IREX will be discarded and not considered as part of the application packet. Letters of Support are not required for this application process and will not be accepted.

2. The OAS will not permit an applicant to submit their application until the following components have been completed and uploaded:

-All required sections of the online application
-CV or Resume
-Proposal

3. The application must be completed and submitted by 5 pm EST on February 2, 2010. No exceptions will be made.

4. After you have submitted the application, please report any changes of contact information to IREX immediately.
