Overview
The Bureau of Educational and Cultural Affairs (ECA) is pleased to announce the opening of the 2011 worldwide competition for the International Fulbright Science and Technology Award for outstanding foreign students worldwide to participate in the 2011 International Fulbright Science and Technology Program. Grantees will be enrolled for Ph.D. study at top U.S. universities in the fields of science, technology, or engineering for academic year 2011-2012.
The Department of State's Edcuational and Cultural Affairs Bureau (ECA) and the Binational Fulbright Commission in Jordan views the International Fulbright Science and Technology Award as reaffirming and maintaining America’s position as the preeminent destination to complete technological and scientific study and research. The Award allows grantees to take part in the most prestigious academic exchange program that ECA supports in the area of science, technology, and STEM-focused fields. It reinforces ECA goals as well as broader State Department objectives which include promoting scientific research that leads to innovation and development while supporting ECA's core mission of fostering mutual understanding between citizens of the U.S. and people from other countries.
Winners of 2010 Awards came from 46 countries from all world regions and represent a wide variety of fields in science, technology and engineering, including biology, computer science, mathematics, mechanical engineering, neuroscience, and physics. Thirty-six percent of the winners were women. Recipients were chosen through a rigorous, multi-tiered, merit-based selection process consisting of in-country competition and review, and field and discipline merit review by top-level U.S. academic leaders. Final selection was made by the Presidentially-appointed J. William Fulbright Foreign Scholarship Board. Award winners are placed top U.S. institutions, including Brown University, California Institute of Technology, Massachusetts Institute of Technology (MIT), University of California at Berkeley, University of Illinois at Urbana-Champaign, and Stanford
University.
PROGRAM DESIGN: The ECA Bureau and the Binational Fulbright Commission in Jordan is now soliciting nominations for candidates to participate in the 2011 International Fulbright Science and Technology Program. Grantees will be enrolled for Ph.D. study at top U.S. universities in the fields of science, technology, or engineering. Grantees will be enrolled for

The 18 eligible fields include:
1. aeronautics and aeronautics and astronomic/aeronautical engineering
2. agriculture (theoretical or research-based focus only)
3. astronomy/planetary sciences
4. biology
5. biomedical engineering
6. chemistry
7. computer sciences/engineering
8. energy
9. engineering (electrical, chemical, civil, mechanical, ocean, and petroleum)
10. environmental science/engineering
11. geology/earth and atmospheric sciences
12. information sciences and systems (engineering focus only)
13. materials science/engineering
14. mathematics
15. neurosciences
16. oceanography
17. public health (theoretical research focus only)
18. physics
For 2010, agriculture was included as a new field. While agriculture tends to be a fairly applied field of study, those wishing to pursue theoretical and research-based study in such areas as entomology, plant biology, plant pathology, and soil science are eligible for this Award.

ELIGIBILITY: Applicants must apply through the Binational Fulbright Commission in Jordan. Applicants must have completed an undergraduate degree before April 2010, and be proficient in English with a recent TOEFL minimum score of 580 ( 91-92 on the TOEFL-IBT) or an IELTS score between 6.0 and 6.5. It is highly recommended that a GRE General Exam score report ( a minimum GRE score of 700 is expected from applicants) be provided as part of the application prior to the submission deadline date of 29 April 2010. Potential applicants should register for these exams as soon as possible in order to ensure that test scores can be submitted in the application to the Fulbright Commission by 29 April 2010.
For selected candidates in the following fields a GRE Subject Exam score report will also be needed: biology; biochemistry, cell, and molecular biology; chemistry; computer science; mathematics; and physics.
RECRUITMENT and INFORMATION RESOURCE: Detailed information on this program, including eligible fields of study, a list of frequently asked questions (FAQs), and profiles of current recipients is posted and available online at: http://foreign.fulbrightonline.org/scienceandtech.
APPLICATION PROCEDURES: Each applicant will be required to submit an online application at https://apply.embark.com/student/fulbright/international , along with all supporting documents. The online application for 2011-2012 will be available onFebruary 1, 2010.A complete online application includes:
o a clearly written research objective
o a professional resume or curriculum vitae
o Three letters of reference (submitted electronically and attached to the online application or official paper copies sent by mail)
o Official (or scanned and attached to the online application; official academic paper transcripts should also be included) academic transcripts, in English, from each post-secondary institution attended
o Score Reports (as soon as available) for:
-- English language test scores: TOEFL ot IELTS or English language proficiency exam
-- GRE General and GRE subject exam test scores
NOMINATION AND SELECTION CRITERIA: Initial screenings, based on criteria outlined above, will be conducted by the Binational Fulbright Commission in Jordan. The Nomination deadline for Jordan is June 15, 2010; therefore, all completed applications must be received at the "Fulbright House" in Amman (Shmeisani) by 29 April 2010.
U.S. UNIVERSITY PLACEMENT: IIE/New York will be responsible for placement of all Fulbright Science and Technology award recipients. IIE will work closely with the Fulbright Commission, the nominated candidates and the Department of State's ECA Bureau to ensure the best placement available for field of study and research interests. ECA will approve all final placements and the Commission will officially inform the nominated candidates of the results.
FUNDING: All grantees receive tuition, a monthly stipend for up to 36 months, health and accident coverage, a book and equipment allowance, professional conference allowance, travel support, and specially tailored enrichment activities, and are eligible to apply for additional research funding. After three years, U.S. universities will be expected to cover the remaining expenses toward completion of a Ph.D.
