Indonesia: Fellowship Program in Governance for forests, nature and people

Overview

Managing multi-stakeholder learning in sector programmes and policy processes

Course focus

Over the last decade ‘governance’ as a term has gained wide currency in a range of contexts. Despite the differences in definitions, there is broad agreement on the broader trend in public and natural resources management which can be described as the development from ‘government’ to ‘governance’. ‘Government’ then indicates a situation in which the central government is steering. ‘Governance’ referring to policy development and execution focuses on cooperation, whereby the representatives of the government, market and civil society participate in mixed public and private networks.

Forest or natural resources governance includes topics relating to how (forest) resources are managed, ranging from how decisions about forest use are made and who is involved in the decision-making process, to the enforcement of forest laws and policy on the ground. In this course we focus on new ways of policy development and its governance implications. Policy Development to address natural resource management is increasingly a multistakeholder process, affected by and influencing broader development strategies such as decentralisation, and poverty reduction. The need to address multi-sectoral concerns and interests and work with agencies at different levels of government challenges forest and nature management professionals to adopt a broader perspective, looking beyond the forest boundaries, taking into account cross sectoral concerns and working in multi-disciplinary teams.

Forest and nature management policies have entered a new era - one of facilitating dialogue, joint learning and collaborative action among stakeholder groups and organisations. A new breed of professionals is in high demand. Are you ready to be challenged?


Aims and objectives

The course aims to provide participants with insights, knowledge and skills for designing and managing interactive policy processes in forest and nature management.

In particular, the course should enable participants:

- to critically examine different policy processes in the context of sector changes
- to understand and assess the implications of up-scaling participation to working with diverse stakeholder groups at regional and national levels
- to identify the types of institutional change and support, necessary for effective interactive policy facilitation and improved governance
- to assess the impact of your own values and personal learning style and to further develop competences as a process manager.

Training methods

This course offers experienced professionals a stimulating learning environment through a variety of learning methods. As a participant you are also challenged to share experiences, work in teams and reflect on your current practices. Experienced facilitators and resource persons offer state of the art insights, analysing current sector developments and offering methodological guidance.

Who can participate?

Candidates should be in a situation where managing (or facilitating) interactive policy is a considerable part of their work. Notwithstanding the Natural Resources Management focus of the course, candidates involved in rural development, watershed management programmes and area development projects are actively encouraged to apply as well.

The course is suitable for project and programme managers, policy makers, consultants, researchers, NGO staff, postgraduate students, community leaders and business managers.

Certificate

Participants are granted a Certificate of Attendance.

Requirements for admission

Participants should meet the following requirements:

- Relevant tertiary education (at least BA or BSc)
- Three years of professional experience related to the subject matter of the course
- Competence in the English language.

Fees and accommodation

The tuition fee is € 2100. This amount includes administration fees, lecture materials and
excursions. The course is to be conducted in Bogor, Indonesia. Prices for accommodation and lodging are available upon request. These costs are not included in the tuition fee.

Fellowships

A limited number of fellowships are available from the Netherlands Fellowship Programme (NFP) for nationals of certain countries. NFPcandidates must first apply to Wageningen UR
Centre for Development Innovation for admission to the training. Acceptable candidates will receive a provisional letter of acceptance from Wageningen UR Centre for Development Innovation. Candidates can then apply for a NFP fellowship through the Netherlands Embassy or Consulate in their own country. Applications for NFP fellowships should be submitted to Wageningen UR Centre for Development Innovation before 1 June 2010.
