Overview
Several national and international institutions offer PhD Scholarships to national and international students, which can be used to finance the attendance of the PDEEC course. A short list is presented below.
FCT (Fundação para a Ciência e a Tecnologia)The Portuguese National Science Foundation (FCT) opens annual calls for application for PhD Scholarships. The scholarships are usually annual, and extendable up to four years.
The scholarships are financed by funds of the Ministry of Science, Technology and Higher Education. The scholarships by-laws correspond to the decree-law (Lei nº 40/2004, of 18 August) and the regulations applicable are available at http://www.fct.mctes.pt (Regulamento da Formação Avançada e Qualificação de Recursos Humanos da FCT) in Portuguese.
TERM OF THE CALLs
The call usually remains open between mid May and mid September every year. There are two evaluation cycles, one for applications electronically sealed before mid June, and the final one. Accepted applications submitted before the first date can start during October. The remaining ones may start during January. The precise dates will be available at the FCT’s web page with the list of active calls for application (in Portuguese):

APPLICATIONS
Portuguese citizens and all the holders of residence permit in Portugal as well as foreign citizens non-resident in Portugal, are eligible. Although, its use by non-resident foreign is restricted to very special cases, with outstanding curricula.
Foreign citizens not holding a residence permit must generally request the permit at SEF (Serviço de Estrangeiros e Fronteiras) before running for a FCT scholarship. More information can be found at http://www.sef.pt/.

In practical terms, the FCT scholarships are only convenient for the second and following years of the PDEEC course for outside-EU citizens not holding a residence permit. SEF resident permit is a practical requirement to the success of the scholarship application, and it can only be granted after matriculation at the PhD course.

EVALUATION PROCEDURE
The criteria for acceptance of a candidate is based on the merits of the candidate, of the work plan and of the hosting conditions. The evaluation panel reviews the correspondent applications, considering the review elements and producing an arranged list of candidates.
In order to be successful, it is recommended that candidates have previous publications in international reference conferences or journals.

A FCT scholarship holder cannot have other sources of income, and must be a fulltime student.
Besides other specific documentation that may be requested, the scholarship applications must include the following documents:
1.Degree or Master certificates with the final grade and with the units’ grades;
2.PhD Work Plan;
3.Candidate’s Curriculum vitae;
4.Identification of the PhD’s adviser, if it exists, or of the responsible for the work plan execution;
5.Adviser’s Curriculum vitae, if it exists, or the Curriculum of the leader of the research team where the candidate will develop its research work;
6.Candidate acceptance declarations from the research hosting institution and from Universidade Nova de Lisboa. These documents can only be provided after the candidates enrollment in the PDEEC program;
7.Recommendation letters (opcional);
8.For international candidates it is necessary a declaration from the research hosting institution, attesting the importance of the research work for the institution.
Fundação Oriente (Fundação para a Ciência e a Tecnologia)The Fundação Oriente awards scholarships for research work or doctorate degrees in science and technology to nationals from Far Eastern countries who wish to work at a Portuguese. Scholarships are granted for a 12-month period. In exceptional cases, this may be extended for the same or shorter periods up to a maximum of 36 months.
Application conditions
Nationals from Far Eastern countries may apply for a “Doctorate Scholarship”. Applications from Far Eastern researchers, in the field of science and technology, which are already living in Portugal, will not be accepted. Applications from students who have already received from another institution a scholarship for an identical purpose will not be accepted.

Amount and benefits
The scholarship holder is granted a monthly amount established every year by the Fundação. This amount varies according to the scholarship holder’s academic qualifications.
Travel expenses (return ticket) between the scholarship holder’s permanent place of residence and the destination country will be paid for by the Fundação Oriente.
How to Apply
Applicants for scholarships for doctorate degrees and research work must fill the application form available at this website or at our premises and forward it to the Fundação together with the following documents:
• Curriculum Vitae;
• Certificates or authenticated copies of academic qualifications in the area of application;
• Detailed plan of the work/course, together with the estimated time required to complete the project;
• Document by a supervisor accepting to closely follow the project;
• Short Curriculum Vitae of the supervisor;
• Documentary proof of acceptance and/or enrolment at the respective institution;
• Two reference letters on the applicant/project.
Every document must be written in either Portuguese or English. Whenever documents have to be translated from an oriental language, the translation must be duly certified.
