Australian Government - Rio Tinto NTRB Scholarships

Overview

In 2008, the Commonwealth Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) conducted a review of funding for the native title system to identify blockages and reallocate funds to target priority areas of need. The review found that there is a shortage of experienced research staff including anthropologists and historians working in native title and that there are difficulties in attracting and retaining junior professionals.

FaHCSIA has recently established the Native Title Research Scholarship Program. The purpose of the program is to increase the retention rate and skills of anthropology and research staff in NTRBs and NTSPs (jointly referred to as NTRBs). Scholarships are available to research staff with at least two years experience working in an NTRB.

The scholarships will support NTRB staff to undertake post-graduate study at the Masters or PhD level, in a field relating to native title with a focus on anthropology and history. Other related disciplines may be supported, subject to approval. The scholarships are for full-time study only, with a maximum funding period of one year for a Masters by coursework, two years for a Masters by research and four years for a PhD. Scholarships will only be offered in the year following the expiry of the tenure of the previous recipient. A maximum of three scholarships would run at any point in time and of these two may be PhD scholarships. Following the completion of their studies, scholarship recipients commit to work in an NTRB or in the native title system in a research role for a period of two years (in the case of a Masters Program) or three years (in the case of a PhD).


Eligibility

Scholarships are available to research staff with at least two years experience working in NTRBs and would be offered based on the following conditions:

• Candidates are encouraged to have secured their enrolment and/or supervision (where relevant) in their nominated degree program before applying for a scholarship.
• A scholarship will not be awarded until the recipient’s proof of enrolment is provided. Successful applicants will have until the close of business on Friday 17 December 2010 to provide proof of acceptance to their nominated degree program. If proof of acceptance is not provided in time, the scholarship offer may be rescinded and the scholarship offered to the next highest ranking applicant.
• The degree is taken at an Australian institution of the candidate’s choice to allow them to collaborate with a suitable supervisor who should be highly experienced in native title.
• The field of study must relate to native title and preferably be in the discipline of anthropology or history. Other related disciplines may be possible, subject to approval.
• Candidates show they have the express support of their NTRB by providing a reference letter from the Head of Research in their NTRB.
• The scholarship is open to Australian citizens and permanent residents.
Scholarship details
The scholarship is available for full-time study only, with a maximum funding period of one year for a Masters by coursework, two years for a Masters by research and four years for a PhD.

The scholarship will not be for a fixed amount as tuition and other entitlements vary between institutions and would depend on the program taken.

Tuition costs for degrees by research (that is, Masters and PhD) are generally offered under a HECS exemption through the Australian Government’s Research Training Scheme (RTS). The scholarship will meet the cost of tuition fees for Masters by coursework. For all candidates, a stipend (equivalent to the Australian Postgraduate Award – the award is $22,500, net of tax or $25,275 gross) will be provided for the fixed period of each degree program (maximum 4 years).

Applicants need to submit the following supporting information:

• a statement of purpose of no more than 1,000 words. This should include relevant details of career history with specific attention to native title experience; personal philosophy, aspirations and future career plans

• a curriculum vitae
• a scanned electronic version of their academic transcript
• a scanned passport photo.
