Overview
This PhD studentship is part of the strategic collaboration between the Institute of Governance and Public Management at the University of Warwick and the National School of Government on public leadership (political, managerial, professional and community leadership). This PhD studentship aims to critically analyse approaches to developing national political leaders and to contribute to a wider understanding of the contexts and challenges of leadership development.
The overall research question examines the extent to which national leadership development approaches contribute to building the capabilities of national level political leaders. The subsidiary questions are:
• What are the most important political leadership capabilities and how they are most effectively fostered?
• What are the main drivers and obstacles to successfully engaging political leaders in development events and experiences?
• What are the outcomes of such interventions, as seen by political leaders themselves, by other relevant stakeholders and by any objective measures of performance?
• Are there differences in the leadership development needs and interventions according to parliamentary role (eg Minister, Opposition Front Bench, member of select committee, other back bench MP)?

Value of this studentship
This exciting PhD studentship is fully-funded by an ESRC CASE award. Please note that the award is available to UK and other EU nationals only. It covers fees and an annual stipend of £15,290 (the standard ESRC rate for PhD studentships) plus a further £2,000 from the National School of Government, and with PhD fees paid. There are some opportunities for remunerated teaching and research assistance, subject to satisfactory progress on the PhD.
The studentship will be supervised by Professor Jean Hartley at Warwick University, with strong and close links to the Ministerial and Private Office Programme at the National School of Government. The successful candidate will join the highly successful Warwick Business School, one of the UK's top ranking business schools. The Institute of Governance and Public Management concentrates on research, teaching and development work with public and voluntary sector organizations and is well known both nationally and internationally for the quality and innovativeness of its research.
The PhD student will also spend extended periods of time working closely with the National School of Government and particularly the team responsible for the learning and development of Ministers, Special Advisers and Private Offices.
Eligible Candidates
Candidates should have a minimum 2.1 class undergraduate degree and a relevant Masters degree or equivalent experience. This may be in any social science discipline, though organizational psychology, organizational behaviour or political science will be particularly helpful for this research.
This post may suit a public service manager or trainer who wishes to take a career break from their organization for the duration of the studentship.
