USA: Fulbright All Discipline Scholar Awards for Irish and EU Citizenship 2010 - 2011 Academic Year

Scholarization: the primary function of the Fulbright Commission in Ireland is to administer the Fulbright Program which was established in Ireland in 1957 to provide scholarships to Irish citizens to lecture, research or study in the United States and for the US citizens to lecture, research or study in Ireland. Since that time more than 1,600 Irish postgraduate students, academics and professionals have studied in top US colleges and research institutes and more than 600 US students and scholars have come to Ireland. According to one US Fulbrighter to Ireland, his Fulbright was

“truly a once-in-a-lifetime experience and a priceless gift.”

The Fulbright Commission is committed to creating an interactive community of students, scholars, sponsors, supporters and staff to fulfill the Fulbright Program’s purpose to “increase mutual understanding” between the people of the United States and Ireland. We welcome your questions, suggestions and hope the information on our website will encourage your participation in our awards and activities.

Irish citizens and EU Citizens resident in Ireland for 3 years or more can apply for the following awards for the 2010 – 2011 academic year:

Who can apply

•PhD or more than 5 years professional experience
•excellent academic and or professional track records
•leadership qualities
•an understanding of Fulbright
•a clear course of study

•an affiliation with a US institution
•Irish / EU citizenship.

How to apply

•complete and submit online application and supporting documentation
•submit hardcopies of application and supporting documentation by 12 NOON, 4TH DECEMBER 2009
•be available for interview mid January - mid February 2010 if short-listed.

What's on offer

Fulbright Scholar Awards (maximum €10,000) enable Irish academics, post-doctoral researchers or professionals with more than 5 years experience in any discipline including the visual and performing arts to spend 3-12 months researching and or lecturing in the US.

The following 3 categories of scholar awards are available:

1.Lecturing: If the primary purpose of the project is to teach or team-teach at least one full semester course. Applicants will be required to submit course syllabi along with a confirmed invitation to lecture.
2.Research: If the primary purpose of the project is to conduct research. Applicants will be required to submit a research bibliography.
3.Lecturing/Research: If the project will include significant portions of both lecturing and research as defined above. Candidates will be required to outline both activities in their project statement, as well as submit course syllabi and a research bibliography.

Successful candidates:

•will receive a monetary award (maximum value €10,000) for a full academic year
•accident and emergency insurance while in the United States
•can participate on a range of cultural and professional programs in Ireland and the US
•must apply for and be granted a J-1 visa for the United States which will remain their status until the completion of their approved academic program
•are subject to the 2-year home rule. They will not be eligible for a US residency or work visa until they have fulfilled the two-year home residency requirement of the J-1 visa
•must take up their award within the academic year for which the award is granted. All Fulbright awards are for one academic year only. If an awardee is unable to take up the award within that period, s/he will be asked to reapply the following year
•must submit progress reports during the course of their award.

Who can apply

Potential applicants should ensure that they meet the following eligibility criteria before applying:

1.scholar status: Academic candidates must have a PhD conferred prior to starting their grant. Professional candidates must have a minimum of 5 years professional experience in their field of study. Deaf studies, visual and performing arts applicants may be exempt from the requirements to have a third level qualification if they have 5 or more years of professional qualifications and or experience.

2.excellence in their academic, professional and personal qualifications and
•a clear sense and or demonstration of leadership and
•an understanding of the Fulbright Program and the role and benefit of being a “Fulbrighter.”

3.a concise and clearly defined project statement. In their application, applicants must choose 1 of the 3 categories of scholar awards. They must outline the program of research and or teaching they intend to complete in the US, why they need to go to the US and how the period in the US will enhance their knowledge, skills and understanding in the discipline. Applicants will be asked to upload for supplemental documents (e.g. research proposal, course syllabi, bibliography, etc) depending on the type of award they choose. Preference will be given to mid – career scholars and professionals who can demonstrate how the award will add value to their personal and professional development, the discipline, their institution and mutual understanding between Ireland and the US.


4.secure affiliation from a recognised institution of higher education, professional or cultural organisation in the United States.


5.citizenship:
The following applicants are eligible:

•Irish citizens who are resident on the island of Ireland
•Irish citizens who are ordinarily resident in other EU member states and who are not eligible to apply for a Fulbright award in their country of residence
•EU citizens who are ordinarily resident in Ireland. A person is deemed to be ordinarily resident in the State if s/he has been living here for the past three consecutive years.
The following applicants are ineligible:

•US citizens / dual nationals and holders of US immigrant visas (green cards), or applicants for same, are not eligible to apply
•Applicants with extensive previous experience in the United States (e.g. currently studying at or recently graduated from a US academic institution, resident for five or more years in the previous six years).

How to apply

Fulbright grants are selected through an open and merit-based competition.
Applicants must:

Ensure that they meet the eligibility criteria. CANDIDATES WHO DO NOT COMPLY WITH THE CRITERIA AND OR THE APPLICATION PROCESS WILL BE CONSIDERED INELIGIBLE AND WILL NOT BE SHORT-LISTED FOR INTERVIEW.

They provide essential comprehensive information about how to complete the application form. Applicants who do not follow the instructions regarding the format and submission of their application and supporting documents risk being disqualified. Please contact the Commission ONCE YOU HAVE READ THE INSTRUCTIONS if you have any questions regarding the application process.

Complete and submit the ONLINE application form and the required supplemental forms (the academic references) by 12 NOON ON 4TH DECEMBER 2009.

Submit the following HARD COPIES of the application and supporting documentation to The Program Administrator Fulbright Commission, Brooklawn House, Crampton Avenue, Shelbourne Road, Ballsbridge, Dublin 4, Ireland by 12 NOON ON 4TH DECEMBER 2009
3 original REFERENCES. These should be on the Fulbright Letter of Reference Form which can be printed from the supplemental forms section of the on-line system. These must be in individually sealed envelopes and signed across the seal by the referee. References may be enclosed with the application documents outlined below or sent directly by the referee to the Fulbright Commission’s office to arrive on or before the closing date

4 COPIES of the FULBRIGHT STUDENT PROGRAM APPLICATION which should include :
ALL 33 QUESTIONS completed

A PROJECT STATEMENT: RESEARCH STATEMENT, BIBLIOGRAPHY and COURSE SYLLABI
CURRICULUM VITAE
LETTERS OF INVITATION
FINANCIAL SUPPORT INFORMATION
VISA INFORMATION
PASSPORT INFORMATION.

If short-listed be available for interview in Dublin in mid January – early February 2010. It is the responsibility of the applicant to be available for interview at the date and time allocated and to cover the associated costs. After the interviews, the recommendations of the interview panels will be considered by the Fulbright Commission Board. The Board’s decisions and offers will be conveyed to applicants in April - May 2010.

Fulbright awards are subject to the candidate:

receiving and accepting an admission offer / affiliation letter from a recognised institution in the US
confirming they have sufficient funds to complete their programs / course of study
receiving final approval from the J. William Fulbright Foreign Scholarship Board in Washington, DC
completing a medical history and examination form and
obtaining a J-1 visa.
