Overview
The Fulbright Program encourages Russian administrators from offices of international programming (otdeli mezhdunarodnykh sviaz') to submit applications for the Russian International Education Administrators (RIEA) Program. This unique program is geared towards individuals who facilitate international exchange programs, including hosting foreign students, professors and visiting guests as well as providing information and support to Russian students, faculty and administrators in traveling abroad for academic study and research.
The Fulbright Program in Russia sends approximately 150 Russian graduate students, teachers and professors, and administrators to the United States annually, and we rely upon the support and professional skills of university international offices all across Russia to aid us in distributing information about grant opportunities and in encouraging and supporting Russian participants during the application process and once they are selected as grant recipients. These same international offices are of great service in helping Russian universities host American Fulbright fellows each year and supporting American and other foreign visitors to their universities each year as well.
Program Goals:
- Gain critical knowledge surrounding the needs of international students in the areas of academic placement
- Get acquainted with the working practices of international student department of an American university
- Conduct additional research on seminar topics if desired
- Get acquainted with ways of settling visa and financial issues
- Learn how to meet challenges in the areas of academic placement
- Learn about insurance and medical requirements, safety, cross-cultural challenges
- Get language training
The RIEA Program consists of three distinct components:
1.a seminar and discussion program developed by a leading U.S. university (past hosts have included Colunbia University’s Teachers College and the University of Minnesota);
2.a best practices seminar program at IIE (Institute of International Education in New York City) which will take place on a bi-weekly basis;
3.a practicum in the international student office in a leading U.S. university.
The program will last three months from mid-January through mid-April, 2011.
Application Procedures:
Candidates must submit a standard set of documents consisting of an application form, personal statement of purpose, three letters of recommendation letters, including at least one from the rector or a vice-rector of the applicant’s university, and a copy of a diploma. Their personal statements must describe in detail their own background in working with international students, the positions they have held, and their personal goals for participating in the program. Selected applicants will be interviewed in English during October or November, 2010. RIEA grantees will be selected no later than December, 2010.
During the competition, all semi-finalists, invited for an in-person interview, will take a TEFL examination at the program’s expense.
RIEA grants will pay all international transportation costs as well as transportation costs in the USA. Grantees will also receive a monthly stipend and allowances sufficient to cover all expenses, including housing and meals, while they are in the USA. Grantees will be covered by US State Department health insurance during the three months of the program.
Program Details
RIEA program participants will arrive in mid-January and settle into housing near their host university (in 2010 this was at the University of Minnesota). After an orientation and time to recover from travel, participants will begin their experience at the host university. They will be assisted by IIE staff in meeting the everyday challenges of living and studying in the U.S.A. Participants will engage in weekly “relevance sessions” to discuss the week’s topics and their relevance and application in their home universities. An additional program component will allow participants to meet with representatives from the Institute of International Education and other leading institutions for an intensive series of discussions on international and comparative education.
Participants will have access to the library where they can complete additional research on seminar topics if desired. They will engage in a very practical, focused learning of theoretical aspects of intercultural education, university marketing, and basic concepts of international educational exchanges.
The third month of the grant will be spent in a leading American host university, working in an international student office. During this month-long individualized practicum participants will be able to meet and interact with a broad spectrum of American students who are seeking study abroad opportunities.
