Overview
The International Fulbright Science and Technology Award for Outstanding Foreign Students provides talented students with an opportunity to pursue Ph.D. study at top U.S. universities. Sponsored by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, the Award is designed to be the most prestigious international scholarship in science and technology. This Award Program, an outcome of the 2006 U.S. University Presidents Summit cosponsored by the U.S. Department of State and U.S. Department of Education, demonstrates the United States’ commitment to welcoming top-notch future researchers and leaders to pursue serious scientific study and research at U.S. institutions.
International Fulbright Science and Technology Award recipients come from all regions of the world and engage in a wide-range of scientific inquiry. Recipients are chosen through a rigorous multi-tiered, merit-based selection process in their home countries followed by a field and discipline review by well-known U.S. academic leaders and researchers and final approval by the Fulbright Scholarship Board.
The Award recipients receive assistance in gaining admission to prestigious U.S. institutions and three years of fiscal support which includes: academic tuition and fee coverage, a monthly living stipend, book and supplies allowance, conference and research allowances, health and accident coverage, round trip airfare from home country to the United States, and specially tailored enrichment activities. Hosting U.S. institution are expected to provide support for the remaining expenses toward the completion of the Ph.D. J-1 visa sponsorship is granted for up to five years.
Program Requirements
To be eligible you must:
• be a citizen of a country where there is an active Fulbright Foreign Student Program;
• apply through the Fulbright Commission or U.S. Embassy in your country of citizenship; and
• have completed study equivalent to a U.S. Bachelor’s degree on or before August 2010. It is highly recommended that your prior degree study be in the same field of study, or a related field of study, for which you wish to pursue Ph.D. study.
You are ineligible if you:
• are currently studying in the U.S;
• have received a previous Fulbright award; or
• do not wish to pursue Ph.D. study in an eligible field

• Aeronautics and Astronomics/Aeronautical Engineering
• Agriculture (theoretical or research-based focus only)*
• Astronomy / Planetary Sciences
• Biology
• Biomedical Engineering
• Chemistry
• Computer Sciences/Engineering
• Energy
• Engineering (electrical, chemical, civil, mechanical, ocean, and petroleum)
• Environmental Science/Engineering
• Geology / Earth and Atmospheric Sciences
• Information Sciences / Engineering (engineering focus only; business-focused study is not eligible)
• Materials Science/Engineering
• Mathematics
• Neurosciences•Oceanography
• Physics
• Public Health (research or theoretical focus only)

Requirements for submitting an application
The Bureau of Educational and Cultural Affairs, U.S. Department of State sponsors the International Fulbright Science and Technology Award for doctoral study at top U.S. higher education institutions in science, technology, or engineering fields. Competition for this award is worldwide.
Application Process:
You apply for this award through the Fulbright Office in your country of citizenship. Each Fulbright Office will conduct a preliminary selection and forward a limited number of applications for final screening and selection in the U.S. The final selection committee will include prominent academics and professionals.
Eligibility Requirements
• Have a strong academic background in the sciences
• Hold an undergraduate degree awarded on or before August 1, 2011
• Demonstrate English proficiency with a recent TOEFL score (or equivalent) of 580 or higher
