Overview
This is an English translation of the main points presented in the Ministry of Education, Culture, Sports, Science and Technology (Monbukagakusho, MEXT) scholarship announcement to the Japanese universities. It also includes explanatory remarks prepared by Keio University. Refer to the “Official Announcement in Japanese by MEXT” for full and exact details.
MEXT offers this scholarship to international undergraduate students who will contribute themselves to improve mutual understanding and deepen cordial relations between Japan and other countries by utilizing the high level of knowledge about Japanese and the Japanese culture.
I. Eligibility and Conditions
1. Applicants should be curr ently residing outside J apan who are willing to study the Japanese language and Japanese studies (i.e. subjects relevant for the better understanding of Japanese and the Japanese culture) at university in Japan. Applicants must be officially nominated by the university in which they are enrolled.
2. Nationals that do not have diplomatic relations with Japan are not eligible to apply. Applicants must not have Japanese nationality, including dual citizenship.
3. Applicants must be born between Apr il 2nd, 1980 and April 1st, 1992.
4. Applicants must be undergr aduate students at univer sity outside J apan at the time of arrival in J apan and must be enrolled in their univer sity at the time of return to the home university. Applicants must major in J apanese and J apanese Studies at their home institutions. Also, applicants who are applying for the J apanese Language Progr am (JLP) at Keio are eligible to apply for this scholarship.
5. Applicants must have a decent level of proficiency in Japanese to perform their study properly in Japanese at Keio University.
6. Applicants should be in good mental and physical health.
7. Applicants must arr ive in J apan in ear ly September, 2010 when Keio University holds the orientation for new exchange students. (Those who start their study at Keio from spring 2010 are not eligible to apply for this scholarship.)
8. Successful applicants must hold a college student visa to enter Japan. If their visa status changes during the scholarship period, they must waive their qualifications to receive the scholarship.
9. Applicants who are under one of the following conditions may NOT apply for this scholarship. Recipients must withdraw from the qualification for the scholarship, if these conditions are later found out.
1) Those who are on active duty or as a civilian in the military services.
2) If they cannot arrive in Japan within the definite period specified by the host institution.
3) Those who have already obtained a scholarship from the government of their country of origin or from other sources are not qualified recipients.
4) Those who have once been the MEXT scholars spend less than three years of education or research experience as of October 1, 2010 in their home country before applying again.
5) Those who have been studied for less than one year at university as of April 2010.
10. There are two ways to apply for the MEXT Scholarship, and a student cannot apply for the scholarship in these two ways simultaneously. That is, if applicants are applying for the MEXT Scholarship through the Japanese Embassy or Consulate in their country, they are not allowed to also submit their application through Keio University. They also cannot send their application to more than one university simultaneously. Applications cannot be submitted both to the Japan Student Service Organization (JASSO) Scholarship and the MEXT Scholarship
Applicants specializing in fields other than Japanese and Japanese Studies, but studying in a field related to Japan (engineering, economics, agriculture, architecture, art, etc.) should apply for the “Short-term Student Exchange Promotion Program (Inbound) Scholarship” for international students offered by the Japan Student Service Organization (JASSO).
II. Other Details Concerning the Scholarship
Scholarship specifics are as follows:
1. The scholarship amount for 2010 has not been announced yet. (The scholarship for 2009 was 125,000 yen per month.)
Successful applicants will not receive this scholarship or may have to return all the scholarship they have received, if one of the followings is verified.
1) If any of his/her application documents is found to be falsely stated.
2) If s/he is in breach of his/her pledge to MEXT.
3) If s/he is subjected to disciplinary action, such as expulsion or removal from register, taken by his/her university.
4) If it becomes definitive that the grantee will not be able to complete his/her course within the standard course term because of his/her poor academic achievement or suspension.
5) If his/her resident status of ‘College Student’ as provided for in Paragraph 1-4 of Appendix to the Immigration Control and Refuge Recognition Act changes to any other status.
6) If he/she is provided with another scholarship (except for a scholarship designated for research expenses).
2. Benefit period of the Scholarship
The scholarship will be granted from September 2010 to July 2011. (Successful applicants must arrive in Japan in early September to attend our orientation for new exchange students. This scholarship cannot be extended.
3. Air Ticket
Two economy-class one-way tickets from and to the applicant’s home country* will be provided through a travel agency designated by MEXT. Ticket reservations and applications will be made through Keio University. Return tickets can be arranged either upon completion of the enrolled program or at the end of scholarship tenure. Otherwise, the tickets must be returned to MEXT.
* Applicants must be a citizen of the country from which they are flying. If you have dual citizenship, you have to use the appropriate passport to apply for this scholarship and student visa, and enter Japan. For example, if you have dual citizenship from the United Kingdom and France, and if you decide to use your French passport, please write “French” on the application form and apply for student visa in France and fly from France to Japan.
4. The academic fees for studying at Keio University will be paid by Keio University.
III. Documents to be submitted to Keio University
Application deadline to Keio University: March 5th, 2010
One original of each:
1. Cover letter from home university
2. Completed Application Form 2010 (the prescribed form, double-side print)
3. 4.5 cm x 3.5 cm photograph, taken within 6 months prior to application. (Paste the photograph, do not staple it. Write your name and nationality in block letters on the back of the photo.)
4. Certificate of enrollment in your university (issued in English by home university)
5. Academic transcript (including all academic years) (issued in English by home university)
*Mark all course names related to J apanese language and J apanese studies on your transcript.
6. One letter of recommendation addressed to Atsushi Seike, President of Keio University written by your home university
7. Birth Certificate or Census Registration Certificate (a copy of your passport is not sufficient.)
8. Completed Questionnaire (the prescribed form)
9. Completed Pledge form (the prescribed form)

Note: Applicants are advised to prepare all documents either in J apanese or in English; otherwise, Japanese or English translation must be attached to the originals. It is strongly requested that the documents be typed on A4 or letter size paper. Incomplete applications and applications received after the deadline will not be accepted by MEXT. No application materials will be returned.
IV. Announcement of the Scholarship Award
The screening result from MEXT is usually received in late June. As soon as we obtain the result from MEXT, we will notify it to home university.
