APISA–CLACSO-CODESRIA South-South Annual Research Grants: 2010

Overview

The Collaborative Tri-continental Program was launched in 2005 by the Latin American Council of Social Sciences (CLACSO), the Council for the Development of Social Science Research in Africa (CODESRIA) and the Asian Political and International Studies Association (APISA) with the purpose of enhancing the production of knowledge suitable for fostering high quality social science research to build a Southern perspective on critical issues, with the aim of feeding these into global debates.

Objectives of this research grants

These research grants aim to promote collaboration among researchers from the South and to stimulate analytical empirical studies on topics of relevance for their countries.

The call for applications is open to candidates of all disciplines of the Social and Human Sciences with projects linked to the main theme “Hegemony, Counter-hegemony and Alternative Hegemony”, in the current context of global crisis. Priority will be given to experienced researchers based in Southern institutions with a strong track record in carrying out cross-disciplinary research. Special attention will be given to projects involving the elaboration of alternative methodologies, the generation of new empirical data and the critical questioning of dominant theoretical paradigms.

Three broad inter-related topics are in the focus of the current call:

A) Hegemony: in order to promote a deeper interrogation of on-going conceptual debates from a Southern perspective, attention will be given to the economic and political requisites for the making and maintenance of global, regional and local hegemons. The interfaces among local, regional and global hegemonies; the extent to which regional hegemonism facilitates or hinders the exercise of global hegemony; and the challenges of the legitimacy of leadership by hegemons would be explored by the proposals.

The question as to whether the emergence of regionalism moves us towards a global identity or effectively “balkanises” the world into distinct and competing geopolynomic pan-regions has tremendous implications for both the theory of hegemony and the practice of international relations. While the theoretical foundations for the proposals would include dependency and world systems theories; critical theory; variants of the theory of hegemonic stability; power-base measurements, geopolitics and hegemonic cycles perspectives; it also leaves room for the integration of Southern new critical views methodologies and theoretical frameworks in the study of hegemony both at the global and regional levels.

B) Counter-hegemony: these processes include various elements that actively resist hegemony, as well as the negative forces generated as a bi-product of the functioning of hegemony. Therefore, proposal may deal with rising global or regional powers; anti-hegemonic coalitions; regional or interest-based coalitions and social alternative movements and development projects, nationalisers and anti- as well as alternative globalisation agitators.

Regionalism holds a particularly ambiguous position with regard to its relationship to hegemony, seen on the one hand, as a way of safeguarding territorial control and cultural diversity, on the other hand, as the denial of national distinctiveness within a region, and a focus instead upon shared values and a common heritage. One of the key questions would be whether regionalism, regional leadership and regional organisations function as counter-hegemonic forces or as Trojan horses for the interests of the global hegemon.

C) Alternative forms of hegemony: There are several alternative models to the hegemonic world order that could conceivably be pursued on the international stage and would be desirable to explore.


Rather than the domination of a single hegemon, the current global crisis could lead to new forms of regional and global governance. At the same time, the global polity could devolve into decentralized forms of governance, which could even reach the so called ‘zones of peace’ for the facilitation of the virtuous triangle of democratisation, interdependence and international organisation.

Eligibility

The objective of this call is to select research projects on the themes and sub-themes described above and it is open to experienced researchers, MA or PhD graduates. Candidates are required to be supported by organizer institutions or their member centers.

The execution of the research will not exceed the 12 months starting in July, 2010. A report will be presented six months after the beginning of the research. A final report will have to be presented no later than 30 days after the date of expiry of the grant period, in accordance with the terms of contract to be signed with the organising institutions. The final report will include a text in an adequate format so as to allow its edition and publication as a book or monograph in paper or electronic format in the website of APISA/CLACSO/CODESRIA.

Altogether 9 (nine) proposals will be selected with a maximum grant of USD 10,000 per project. The resources allocated would be freely utilized in activities related with the research: information collection, data processing, books purchase and related expenses. Resources cannot be used for project designing or for direct or indirect costs of the supporting institutions.

Additional requisites can be included by the organizing regional institutes to fulfil their internal rules.

Applications

Applications should include:

- A research proposal (with a maximum of 8 pages prefaced by an abstract of 100 words- A4 paper, Times New Roman 12 font size, 3 cm margins-) presenting the research problem and research methodology (including the sources to be examined), reviewing the relevant literature, and indicating the relevance of the research to one or both thematic areas established;

- An academic curriculum vitae (with a maximum of 3 pages);

- A short timetable;

- A letter of support signed by an authority of a member center.

Applications should be written in English, Spanish, French or Portuguese.

As the Collaborative Tri-continental Program involves the participation of scholars from Africa, Asia and Latin America, it has been decided that applicants resident in Africa should submit their applications to CODESRIA, those resident in Latin America to CLACSO. Exceptionally, in 2010, those residents in Asia should submit theirs applications to CLACSO. The full contact details for CLACSO and CODESRIA are reproduced below for the attention of all prospective applicants. The deadline for the receipt of applications is May, 30th 2010. Applications found to be incomplete or which arrive after the deadline will not be taken into consideration. An independent Selection Committee charged with screening all applications received will meet shortly after the deadline for the receipt of applications. Successful applicants will be notified immediately after the Selection Committee completes it work. The results of the selection exercise will also be published on the websites of CLACSO and CODESRIA.
