Austria and Slovakia: Leadership Development Program 2010-2011

Overview

The future of Southeast Europe depends on targeted and consistent action to develop effective civic structures and integrate the region into Euro-Atlantic political, economic and security spheres. This requires consultation and collaboration between international and regional policy-makers. Initiatives which build confidence among citizens in the region are a prerequisite for peace and stability, and ultimately for regional integration and economic prosperity. Underlying this project is the belief that the driving force for the continuation of the political, social and economic reform and transition process are qualified young professionals with international experience.

In an effort to contribute to the reform process in Southeast Europe, the TRANSFUSE Association and the College of Europe jointly launched a programme in 2006 for young people from the region, as well as broader Europe, who aspire to play an active role in the future of their countries.

The 2010/2011 Programme will consist of the following activities:

• Two-week Summer Academy in Austria and Slovakia in September 2010
The curriculum will include topics related to the European Union and the development of its relations with Southeast Europe, as well as wider issues of international and economic relations. Practical training components focusing on negotiations, project management and presentation skills will provide participants with essential leadership qualities
• Joint activities, between November 2010 and March 2011: The participants will work together in small groups to develop and implement a joint activity or an event in Southeast Europe.
• Final five-day seminar in Belgium (Brussels/Bruges), in April 2011: The programme will include working visits to the EU institutions and NATO in Brussels and classes in the campus of the College of Europe in Bruges.


The Programme will be led by an Academic Dean, who will guide the participants through the different aspects of the Programme. The working language of the Programme is English.

Certificates will be awarded upon the successful completion of the Programme.

Only 30 selected applicants will be invited to participate. Their participation in the Programme will be sponsored by the European Fund for the Balkans.

• Albania, • Bosnia and Herzegovina, • Bulgaria, • Croatia, • FYROM, • Greece, • Kosovo, • Moldova, • Montenegro, • Romania, • Serbia, • Turkey

Requirements

A limited number of participants will be selected from other European countries.

The Programme is specifically designed for students who are currently pursuing or are about to begin their postgraduate studies as well as recent graduates at the start of their professional career. The three parts of the Programme require full-time presence from all participants.

Other requirements:

Applicants are expected to:

• be under the age of 28 with a successful academic record
• have an excellent level of English
• have a high interest in the EU and international affairs;
• possess a high degree of personal commitment and professional orientation;
• have a first work experience through internships or voluntary work.
Preference will be given to applicants with none or limited international experience.

How to Apply?

Applications are made exclusively through the online application form and must be submitted before 9 May 2010. Please follow the instructions on the form. In addition, please note that each applicant is required to indicate two referees, their details and relevant e-mail addresses. Please consult the selection procedure below for further guidance.

Selection procedure:

After the deadline, the applications will be evaluated by a selection committee composed of members of the TRANSFUSE Association, the College of Europe and the European Fund for the Balkans.

A pre-selection will be conducted on the basis of the online applications by the end of May 2010.

The referees of the 90 pre-selected candidates will be contacted by email in the beginning of June. They will be asked directly to submit their reference letter online for the final stage of the selection process. Scanned or e-mailed references will not be accepted. The referees, after receiving the notification e-mail, will need to submit their letters by Friday 18 June 2010.

The final selection will take into account the candidates’ applications, as well as the reference letters. It will be conducted by a panel composed of the representatives of the organisers, the Academic Dean and an external expert.

The short-listed candidates will be notified of the results by e-mail during the first week of July. The candidates will need to confirm their participation within a week of receiving the notice. Failure to do so may result in removal from the list of candidates and the place being offered to another candidate from the reserve list.
