Overview
The nine-month Humphrey Fellowship Program is funded by the U.S. Department of State and administered by the Institute of International Education. It provides mid-career professionals with an opportunity to enhance their professional skills though graduate level coursework and professional affiliations at institutions throughout the United States. Humphrey Fellows are placed in carefully selected U.S. universities. Each campus has a Humphrey coordinator who will provide academic and administrative support, helping each fellow design and implement an individualized program of academic course work and professional development activities. The program is not designed to offer a degree, but to provide broad professional enrichment. Therefore, Fellows identify and participate in professional affiliations where they gain practical experience by working with U.S. organizations specializing in a variety of fields.

- Agricultural and Rural Development
- Communications/Journalism
- Substance Abuse Education, Treatment, and Prevention
- Economic Development/Finance and Banking
- Educational Administration, Planning and Policy
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources/Environmental Policy/Climate Change
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
- Technology Policy and Management
- Trafficking in Persons, Policy and Prevention
- Urban and Regional Planning
Funding:
- International/domestic travel
- Tuition
- Accident/sickness insurance
- Monthly maintenance
- Funding for books
- Funding for professional activities
Eligible candidates:
- Applicants must be Bahraini citizens and residing in Bahrain.
- Holds an undergraduate degree (BS or BA) of at least four years of full-time study.
- Minimum of five years of substantive professional experience, after completing a university degree, prior to August 2010 and should be interested in the policy aspects of their fields of specialization.
- Demonstrated leadership qualities and have a commitment to public service and the potential for professional advancement.
- Proficient in both written and spoken English and should normally have a minimum Test of English as a Foreign Language (TOEFL) score of 525 paper-based, or 195 computer-based. If a TOEFL score of 525 paper based is received, the applicant must take an intensive eight-week English course in the U.S. prior to commencement of the program in September. Funding for this course is provided by the Humphrey Fellowship program).
Ineligible candidates:
- Recent U.S. University graduates.
- Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2010
- Individuals with other recent U.S. experience (more than six months during the five years prior to August 2010)
- Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program, since they are ineligible for a J visa.
Candidates must deliver hard copies of their application package to the U.S. Embassy by April 29, 2010.
