Topic: “The EU’s Lisbon Treaty: Negotiation, Ratification and Implementation”
The EU Centre of Excellence at Dalhousie University hereby invites paper proposals for its fourth Annual Conference which will take place at Dalhousie University in Halifax, Canada, from Sunday evening 6 June until Tuesday 8 June late afternoon.
Now that the Lisbon Treaty has been fully ratified and entered into force it is time to analyse how the treaty was negotiated and ratified. Further, since implementation has started, we are also interested in papers dealing with the various implementation problems that can be foreseen.
We are interested in papers covering the roles of the major actors during the negotiations, e.g. various member states, the Commission and the European Parliament. The role of the German Presidency hopefully can be covered in one of the papers. Obviously, it is hoped to get a paper on the problems of ratification in Ireland. Needless to say, there should be papers on the two member states derailing the Constitutional Treaty, France and the Netherlands, and difficult partners, such as the UK, Poland and the Czech Republic.
In respect to implementation it is hoped to have papers on the major innovations of the treaty, the new permanent Presidency of the European Council, the new High Representative for Foreign and Security Policy, the new voting rules, the continuous empowerment of the European Parliament and changes in respect to the Area of Freedom, Security and Justice.
Deadline: Abstracts of paper proposals (max 500 words) and a short cv should be mailed to euce@dal.ca by 19 March 2010. A maximum of 24 papers will be accepted for the conference. Accepted paper titles will be listed on the EUCE’s website www.euce.dal.ca by 2 April 2010. The selected paper givers will be expected to send a draft paper at least a week before the conference. These papers will be uploaded to the EUCE’s website to give all participants a chance to read them before the conference.
Financing: We will not charge a registration fee for paper givers. The EUCE will offer meals during the conference, but paper givers will be expected to pay travel and accommodation. There will be some limited financial assistance available, especially for younger scholars who cannot get participation financed through their home institutions. If your participation depends on such assistance please state it, including the amount, at the time of submitting your proposal.
Accommodation: We have reserved some hotel rooms at a special rate at the Lord Nelson Hotel. More information on this will be available later on www.euce.dal.ca.
Possible publication(s): We hope that there will be enough quality papers as well as sufficient spread of topics to publish at least one book. Only authors, who can promise a revised publishable chapter relatively soon after the conference, will be included. Those interested in contributing to a publication are encouraged to use the Harvard method of references from the beginning (Authors mentioned in bracket, list of references after the text, as few footnotes as possible).
