Overview
The Erasmus Mundus Masters Program in Public Policy (Mundus MAPP) is a 2-year-long international Masters course that embeds the nascent field of transnational public policy into a European context. It is funded by the European Commission, and operated by a consortium of four leading European institutions: the Central European University in Budapest (Hungary) as coordinating institution, the Institut Barcelona d'Estudis Internacionals (IBEI) in Spain; the Institute of Social Studies (ISS) of Erasmus University Rotterdam, located in The Hague (Netherlands); and the University of York in the UK.
The European Commission's Erasmus Mundus program provides scholarships to outstanding students from within and outside the European Union to attend Mundus MAPP and to visiting scholars to participate in teaching and research. The Consortium universities also support these students by offering partial tuition fee waivers to Erasmus Mundus scholarship recipients.
The Mundus MAPP study program lasts two years. The first or foundation year is spent either at the Institute of Social Studies in the Hague, the Netherlands, or at the University of York in the UK. Having completed their courses and a thesis students participate in a summer school, and move for a second academic year either at the Barcelona Institute of International Studies in Spain or to the Central European University in Budapest, Hungary. Students undertake an internship normally after the second academic year.
Mundus MAPP graduates receive two of the following MA degrees as well as a diploma supplement at the end of their studies:
- MA in Development Studies from the Institute of Social Studies; OR
- MA in Public Administration and Public Policy from the University of York.
In combination with:
- MA in Public Policy from the Central European University; OR
- MA in International Relations from the Barcelona Institute of International Studies.

Mundus MAPP is coordinated by the Department of Public Policy, Central European University.
Admissions requirements
Mundus MAPP is open to both European and overseas (third country national) students. Erasmus Mundus scholarships are provided for the best eligible applicants by the European Commission.
Minimum requirements are:
Bachelors degree (completed at least three years of undergraduate study - normally at least Second Class);
Fluency in English: .
Mundus MAPP does not require a language certificate from applicants from the following countries, provided that they have received a Bachelor's or Master'sdegree taught exclusively in English:
Australia, Botswana, Canada, Gambia, Ghana, Ireland, Kenya, Liberia,
Malawi, Namibia, New Zealand, Nigeria, Philippines, Rwanda (English-speaking region), South Africa, Tanzania, Uganda, UK, USA and Zambia
Applicants from countries other than these may request a waiver from the English language admissions requirement if they hold a Bachelor's or Master's degree taught exclusively in English from a university or college in Australia, Canada, New Zealand, USA, the Europan Union, Iceland, Liechtenstein, Norway or Switzerland.
All other applicants will need to provide evidence of their English language skills with any one ofthe following test scores:
TOEFL (Computer-based; taken on/after March 13, 2008) 237 or above; OR
TOEFL (Paper version; taken on/after March 13, 2008) 580 or above; OR
TOEFL (Internet version; taken on/after March 13, 2008) 92 or above; OR
International English Language Test (IELTS; taken on/after March 13,
2008) 6.5 or above; OR
Cambridge Proficiency Examination (taken on/after March 13, 2005) C or above; OR
Cambridge Advanced English Test (taken on/after March 13, 2005) B or above.
High motivation and interest in European and international public policy.
Although Spanish is no longer a requirement for mobility tracks involving IBEI, basic knowledge of Spanish is recommended as some electives will only be available in Spanish.
Preference will be given to candidates with relevant work experience.
Eligibility for Erasmus Mundus Scholarships
There are two types of scholarship offered by the European Commission. Both categories of scholarship recipients also receive financial support from the Mundus MAPP universities in the form of partial tuition fee waivers (reduced tuition fees). Students accepted to Mundus MAPP who DO NOT come from any of the countries listed below, and who are not residents nor have carried out their main activity (studies, work, etc.) for more than a total of 12 months over the last five years in the countries listed below, are eligible for "Category A" scholarships: - Member States of the European Union, - EEA-EFTA States (Iceland, Norway and Liechtenstein).
All other students accepted to Mundus MAPP are eligible for "Category B" scholarships, i.e., students who come from one the countries listed above, or have resided or conducted their main activity in one of the countries listed above for more than 12 months in the past 5 years. The number of scholarships for each category of individuals (students from categories A and B) are determined in the autumn by the European Commission on a yearly basis, and varies between 7 and 17 students scholarships each year.Financial conditions
The value of the scholarships is a total of € 48 000 for Category A, and € 20 000 for Category B for the duration of the programme (two academic years).
From this amount the Mundus MAPP consortium will deduct the Mundus MAPP tuition fee on the basis of a written agreement whereby the student authorizes CEU to collect the fee. The payable tuition fees will be: € 8,000 per academic year (16,000 total for two years) for Category A scholarship recipients; and € 4,000 per academic year (8,000 total for two years) for Category B scholarship recipients.
The remainder of the fee, normally € 11,000 per academic year (22,000 for two academic years), is waived by the Mundus MAPP universities for Erasmus Mundus scholarship recipients. The value of these tuition fee waivers is € 3,000 per academic year for Category A scholarship holders, and € 7,000 for Category B scholarship holders.
How to apply
Admissions to Mundus MAPP are centrally administered by Central European University in Budapest. Qualitative assessment of the candidates is performed jointly by the four consortium universities. Please note that only applications submitted to CEU in the way detailed below will be considered. It is not possible to apply to Mundus MAPP universities other than CEU.Candidates are required to fill in an on-line application form.Besides submitting the on-line application form candidates will be required to upload supporting documentation. The list of these documents and the relevant forms are available here. The form for online applications for academic year 2010-2011 will be available in November 2009. Candidates are advised to start obtaining/preparing supplementary documents even before the form goes live.
