Overview
NZAID scholarships seek to strengthen the human resource base in Papua New Guinea by supporting identified priority areas of education and training. New Zealand’s long-term objective is to assist the Government of Papua New Guinea and Papua New Guinea nationals in creating an environment conducive for economic recovery and growth, and for addressing basic social needs.
By providing people with knowledge and skills to contribute to the sustainable development of key sectors in their home country, NZAID scholarships aim to reduce poverty and promote good governance. NZAID capacity building complements the work done in country by multilateral agencies and civil society organisations.
Type, level and number of scholarships
Under the New Zealand bilateral development assistance programme for Papua New Guinea, eligible citizens can apply for the following NZAID scholarships schemes:
New Zealand Development Scholarships – Public category (NZDS-Public) are available to public sector, private sector or civil society sector employees. Up to 20 NZDS-Public category scholarships will be offered to eligible in-service candidates from Papua New Guinea for study beginning in the 2011 academic year.
New Zealand Development Scholarships in the Public category are awarded for full-time study in New Zealand at undergraduate level (i.e. Bachelor degrees) and postgraduate level (i.e. Postgraduate Diplomas, Masters degrees or Doctorates (PhD)). Study at PhD level will only be considered where particularly strong development relevance and alignment to Papua New Guinea’s national development priorities are demonstrated. Shortlisted NZDS-Public applications are endorsed by the Papua New Guinea Government.
New Zealand Development Scholarships – Open Category (NZDS-Open) are available to in-service applicants for study at postgraduate level only, i.e. applicants must have already completed a Bachelors degree. Applications from those working in the private sector or civil society, or living on the outer islands are particularly welcome. Candidates apply directly to a New Zealand education institution (see Annex 1). The number of scholarships offered may vary annually.
Short Term Training Awards (STTA) are available for targeted short-term vocational and skills-based training in New Zealand, up to a maximum of one year. New Zealand is offering up to 15 STTA for in-service applicants working in the public, private or civil society sectors between July 2010 and June 2011. STTA are available for work attachments, short courses, or undergraduate Certificate or Diploma level technical training.
Priority sectors
In line with NZAID’s country strategy for Papua New Guinea, scholarships will be awarded for study linked to the following priority sectors:
• Rural economic development
• Basic education
• Primary Health
• Strengthening Civil Society
Eligibility criteria
Applicants must meet the following NZAID eligibility criteria before their application will be further considered against the selection criteria, including any criteria specific to Papua New Guinea (listed on page 3). Applicants must:
• be a citizen of Papua New Guinea (i.e. permanent residents are not eligible to apply);
• be residing in Papua New Guinea, preferably for at least two years prior to application;
• not have citizenship or permanent residence status of New Zealand, Australia or another developed country1;
• not be married or engaged to be married to a person who holds, or who is eligible to hold, citizenship or permanent residence status of New Zealand, Australia or another developed country;
• be aged 17 or over before the scholarship start date;
• be applying to commence a new qualification or training programme and not be seeking funding for a qualification or training already commenced in New Zealand or another country;
• not have completed, or nearly completed, a qualification or training programme at a similar level (i.e. applicants must apply for a higher level qualification or training than any previously attained), unless strong developmental relevance is demonstrated;
• satisfy the admission requirements of the New Zealand education institution or training provider at which the qualification or training is to be undertaken, including English language proficiency criteria;
• (for in-service applicants) have been working in their home country, preferably for at least two years prior to application, including since completing their highest tertiary qualification;
• be able to demonstrate a strong commitment to Papua New Guinea’s public, private or civil society sector (as relevant), and to the development of Papua New Guinea in general; and
• be able to take up the scholarship in the academic year for which it is offered.
Papua New Guinea specific criteria
In addition to meeting the criteria above, applicants from Papua New Guinea must:
• meet any identified eligibility or selection criteria agreed by the Papua New Guinea Government and NZAID, available from National Training Council and Department of Personnel Management; and
• for academic programmes, have a minimum IELTS (Academic) result of 6.0 overall, with no band less than 6.0.
Officials from government agencies involved in NZAID projects are encouraged to apply.
NZDS-Public and STTA Application process and closing dates for applications
GRM International, based in Port Moresby, manages the application and selection processes for the NZDS-Public and STTA schemes in Papua New Guinea.

NZDS-Public application process
Details of the NZDS-Public scheme are advertised in the media in February. The NZDS-Public scheme may also be promoted to relevant government agencies at the same time.
Public sector applicants: Bid forms are available from the Department of Personnel Management (DPM) or GRM for public sector employees. Public sector employees are required to follow DPM’s application nomination process, including gaining endorsement from the appropriate head of department or provincial administrator where applicable.
Private sector applicants: Expression of interest forms are available from the National Training Council or GRM for employees from the private or civil society sectors.
NZDS-Public applicants return their completed preliminary applications directly to GRM International in Port Moresby by 31 March 2010. Late applications will not be accepted.
It is important that the applicant clearly states their choice of qualification and education institution, and includes all requested supporting documents.
All applications must be completed in English, with originally certified true copies of official English translations (where the original document is not in English) attached to the application form. Applications with incomplete supporting documentation will not be processed.
STTA application process
Details of the STTA scheme are advertised twice a year. The STTA scheme may also be promoted to relevant government agencies at the same time.
Public sector applicants: Bid forms are available from the Department of Personnel Management (DPM) for public sector employees. Public sector employees are required to follow DPM’s application nomination process, including gaining endorsement from the appropriate head of department or provincial administrator where applicable.
Private sector applicants: Expression of interest forms are available from the National Training Council or GRM for employees from the private or civil society sectors.
STTA applicants return their completed EOI or bid forms directly to GRM International in Port Moresby by in accordance with dates advertised in the print media. Late applications will not be accepted.
All applications must be completed in English, with certified true copies of official English translations (where the original document is not in English) attached to the application form. Applications with incomplete supporting documentation will not be processed.
In all cases, the application process is based on the principles of transparency and merit.

NZAID scholarships will be awarded in priority study or training areas requiring human resource capacity enhancement in Papua New Guinea, agreed between NZAID and the Papua New Guinea Government.
Candidates must meet the eligibility and selection criteria outlined above. Applications are considered by a joint selection committee (comprising representatives of the Papua New Guinea Government, NZAID and GRM International).
The joint selection committee will justly, fairly and without favouritism or bias, prioritise and shortlist applications, and select scholarship nominees based on the principles of transparency and merit. GRM International liaises with NZAID’s Scholarships Unit in Wellington regarding placement of shortlisted applications. GRM advises candidates of the outcome of their application between September of the year applying, and January of the year of intake.
NZDS-Open Application and Selection Process
Applicants apply directly to one of the participating New Zealand education institutions (see Annex 1), after ensuring that they meet the eligibility criteria. The education institution distributes and receives NZDS-Open application forms.
Applicants must ensure that the institution receives the completed original application form and all relevant supporting documentation, plus one photocopy of the completed application form and all relevant supporting documents, before the institution’s closing date (see Annex 3). Late applications, or late arrival of supporting documents, will not be accepted.
All applications must be completed in English, with certified true copies of official English translations (where the original document is not in English) attached to the NZDS application form. Applications with incomplete supporting documents will not be processed.
Applications received by the education institution will be assessed for admission to the education institution, and checked against the NZDS eligibility criteria. The institution will then send complete NZDS applications, for candidates with unconditional offers of place, to NZAID’s Scholarships Unit in Wellington.
NZAID will shortlist eligible applications according to the selection criteria. NZAID will advise the education institutions of the outcome of the NZDS selection round by November. NZDS-Open applicants will be notified by their selected institution regarding the success of their application and what they should do next.
