This policy is for the National Health and Medical Research Council (NHMRC) Career Development Fellowships. It should be read in conjunction with the NHMRC Career Development Fellowships Advice and Instructions to Applicants in the Research Grants Management System (RGMS) Library and the Application Form, which can be accessed by logging in to RGMS at: https://www.rgms.nhmrc.gov.au/

Who Should Apply for a Career Development
Fellowship?
The purpose of the Scheme is to provide support for outstanding health and medical researchers to undertake research that is of major importance in its field and of significant benefit to Australian health and medical research. Career Development Fellowships are open to all researchers in Australia who have a sustained track record of significant output as demonstrated in peer-reviewed literature, and a strong commitment to quality research outputs as judged relative to opportunity. Career Development Fellowships offered by NHMRC are prestigious, highly competitive, sought after awards for high performing researchers in the early stages of their careers.
The proposed research must:
be internationally competitive;
develop the applicant’s capacity for original independent research;
develop the applicant’s research leadership skills; and
assist the applicant to establish themselves as independent self-directed health and medical researchers in a research program or as part of a research team.
Aims
The NHMRC four year Career Development Fellowship aims to:
develop Australian health and medical researchers early in their careers so they establish themselves as independent, self-directed researchers;
help build Australia’s capacity for research in all fields of health and medical research, with a particular emphasis on clinical, public health, health service research, and in the field of bioinformatics;
increase knowledge and support the development of evidence based health policies;
encourage the translation of research outcomes into practice;
encourage the growth of knowledge-based industries in Australia by helping to bridge the gap between research and industry and fostering an environment that values industry achievement; and
provide a means for Australian researchers working overseas to return to Australia to continue their career development.
Selection Criteria
Applicants must satisfy the Selection Criteria, which cover the following areas:
Demonstrated research success relative to opportunity in terms of both seniority
and field of research with reference to the levels of activity outlined in the
classification statement for these positions;
Potential for further career development in health and medical research;
A clear career development strategy;
Research plans that are consistent with the aims of the scheme;
A supportive research environment with the facilities and infrastructure (including
that of the Industry partner where applicable) needed to support the proposed
research and career development plans.
Eligibility
1 Qualifications
1.1 Applicants at CDF Level 1 will normally have at least 2 and less than 7 years post-doctoral experience from the date of the letter advising that their doctoral thesis was passed (as at 31 March of the application year) unless exceptional circumstances exist
1.2 Applicants at CDF Level 2 will normally have at least 7 and less than 12 years post-doctoral experience from the date of the letter advising that their doctoral thesis was passed (as at 31 March of application year) unless exceptional circumstances exist
1.3 Applicants qualified to apply at CDF Level 1:
i may additionally apply at CDF Level 2, in which case two separate applications will need to be submitted (each of which will assessed independently of the other).
ii are able to apply at CDF Level 2 only if they wish to do so.
1.4 Applicants who do not hold a PhD but can demonstrate an equivalent research qualification (eg a professional doctorate) may also be eligible to apply.
2 Current or Former CDA or CDF Holders
2.1 Prior to the 2007 application year (for awards commencing in 2008), CDAs were a single level award of 5 years duration. Those who have held or currently hold one of these ‘old scheme’ CDAs:
i are not eligible to apply at CDF Level 1; and
ii may apply at CDF Level 2 if they are qualified to do so.
2.2 Applicants who have held or currently hold a CDA/CDF Level 1 award:
i are not eligible to apply for a CDF at Level 1; and
ii are eligible to apply for a CDF at Level 2 if they are qualified to do so.
2.3 Applicants who have held or currently hold a CDA/CDF Level 2 award are not eligible to apply for a CDF Level 1 or CDF Level 2.
3 Exceptional Circumstances
Exceptional circumstances cover factors that are generally outside of an applicant’s control. This may include an episode of illness, parental leave, other personal matters, or involvement with knowledge transfer of health and medical research. In all cases documentation outlining the exceptional circumstances will be required. Exceptional circumstances would not normally extend to an applicant’s choice to seek employment outside of research.
4 Research Active Years
Individuals who have delayed commencing, or had a significant interruption to a research career since attaining their PhD, due to involvement in health practice or industry, are also eligible to apply. In deciding the level at which to apply, applicants should consider the period(s) of time in which they have been ‘research active’, and apply at the appropriate level. Applicants will need to clearly demonstrate the distinction between those periods when they have been ‘research active’, and those periods when they have not been engaged in research activity. When making their case for the level at which they are applying, applicants will need to demonstrate that they are on a career trajectory and not already an established researcher.
5 Eligible Administering Institutions
Applications must be certified and submitted by an NHMRC Administering Institution. Applicants and institutions intending to submit an application should refer to the NHMRC Administering Institutions Policy, which includes a list of NHMRC Administering Institutions. 6. Citizenship
Applicants must be an Australian citizen, an Australian Permanent Resident, or a New Zealand citizen. Applicants who have applied for but not yet been granted permanent residency may apply for the Fellowship. Evidence of the appropriate status must be provided before start of the award. Offers of a Fellowship will not be held open beyond the acceptance date in anticipation of permanent residency being granted.
Fellowship Awards
Career Development Fellowships are offered at two levels:
Career Development Fellowship Level 1
Career Development Fellowship Level 2
Duration and Salary
Both levels of Career Development are four-year fellowships. Neither level of the award is renewable, however, a holder of a CDF Level 1 may apply for a CDF Level 2. For fellowships beginning in 2012, the annual payment for the first year is:
CDF Level 1 - $97,769; and
CDF Level 2 - $108,142.

Categories of award at each CDF Level are listed below. Applicants for any of these fellowships may also apply for a co-funded partnership award (see Section 9.5).
Note that the highest ranked CDF Level 2 applicant who returns from overseas to take up their CDF will be named the Howard Florey Centenary Career Development Fellow.

All applications must be submitted electronically using NHMRC’s Research Grant Management System (RGMS). RGMS also provides an online Profile and CV function. This function is used when applying for all types of grants in RGMS. Relevant information from the Profile and CV will be uploaded automatically for the assessment process.
