USA: For Mongolian Nationals - Hubert H. Humphrey Fellowships 2011-2012

Overview

The Hubert H. Humphrey Fellowship program brings accomplished professionals from designated countries around the world to the United States at a midpoint in their careers for a year of graduate – level academic course work and professional development activities. The Humphrey Program was initiated in 1978 to honor the memory and accomplishments of the late senator and Vice President, Hubert H. Humphrey. Fellows are selected on their potential for national leadership and commitment to public service. The program provides a basis for establishing lasting ties between the citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world.

Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

Eligible Fields / Sectors:

• Agricultural and rural development
• Communications / Journalism
• Substance Abuse education, treatment and prevention
• Economic development
• Educational administration, planning and policy
• Finance and banking
• HIV / AIDS policy and prevention
• Human resource management
• Law and human rights
• Natural resources, environmental policy, and climate change
• Public health policy and management
• Public policy analysis and public administration
• Teaching of English as a second language
• Technology policy and management
• Trafficking in persons, policy and prevention
• Urban and regional planning


To be eligible for a Humphrey Fellowship, applicants must be Mongolian citizens currently living in Mongolia, and must have:

- A university degree (B.A. or equivalent)
- Five years of continuous and substantial professional experience in
Mongolia immediately preceding the application
- Demonstrated leadership qualities and a record of public service.
- Demonstrated English language ability (IBT score of 71, Institutional TOEFL 530 will be acceptable)
- Preference will be given to candidates with limited prior experience in the U.S.

Non Eligibility:

Recent graduates, university teachers with no management responsibilities ( except in the fields of drug abuse prevention), individuals with less than 5 years of experience, individuals with recent U.S. experience (more than 6 months within the last 5 years) individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2009, individuals with U.S permanent resident status.

The Public Affairs Section will select up to three Mongolian candidates for the 2010-2011 Humphrey Fellowship competition. These individuals will compete against candidates from all of Asia for the fellowships.

Timelines:

April - May : Scholarship is announced through media and U.S. Embassy website
June: Technical screening & prescreening of applications
August: Humphrey selection panel interview
September – October: Finalists take IBT & GRE tests & prepare application for submission to US universities
November: Review of applications by Humphrey external review committee in Washington DC
January - February: Finalists are announced
June: Predeparture orientation
July – August: Departure
