Harkness Fellowships in Health Care Policy and Practice

Overview

The Commonwealth Fund's Harkness Fellowships in Health Care Policy and Practice provide a unique opportunity for mid-career health services researchers and practitioners from Australia, Germany, the Netherlands, New Zealand, Norway, Switzerland, and the United Kingdom to spend up to 12 months in the United States, conducting original research and working with leading U.S. health policy experts. Deadline for receipt of 2011-12 applications is September 13, 2010.

The Commonwealth Fund invites promising mid-career professionals—academic researchers, clinicians, managers, government policymakers, and journalists—from Australia, Germany, the Netherlands, New Zealand, Norway, Switzerland, and the United Kingdom, to apply for a unique opportunity to spend up to 12 months in the United States as a Harkness Fellow in Health Care Policy and Practice. Fellows work with leading U.S. experts to conduct a research study that addresses a critical issue on the health policy agenda in both the U.S. and their home country. A rich program of seminars organized by the Fund throughout the year further enhances the fellowship experience (described in the Fellowship Seminars section.)

Fellows can expect to gain an in-depth understanding of the U.S. health care system and policy challenges, enhance their methodological skills, and develop valuable contacts and opportunities for ongoing cross-national exchange and collaboration.

In addition to the opportunity to conduct a research study in the U.S., the Harkness Fellowships provide space to think and reflect without the pressures of day-to-day job responsibilities.

Building on their fellowship experiences, Harkness Fellows have moved into prominent positions within academia, government, and health care delivery organizations, making valuable contributions to health policy and practice at home and in the United States. Harkness Fellows also become part of a strong international network of health policy researchers and practitioners, developing important contacts for ongoing international exchange and collaboration.

Fellowships provide up to U.S. $107,000 for terms of nine to 12 months, with a minimum stay of seven months in the United States required. Individually tailored, the fellowships allow flexibility to accommodate professional commitments and personal circumstances. A peer-reviewed journal article or policy report is the anticipated product of each project.

Applicants must demonstrate a strong interest in health policy issues and submit a formal application that includes a research proposal which falls within the scope of The Commonwealth Fund's principal areas of focus: health care system performance, including access to care, insurance coverage, quality improvement, efficiency, and equity; quality of care for children, the elderly, and minorities; and patient-centered primary care.

Deadline for receipt of 2011-12 applications is September 13, 2010.

Eligible candidates

Harkness Fellowships are designed for mid-career professionals who are committed to advancing health policy and practice in The Commonwealth Fund's principal areas of interest: improving health insurance coverage and access to care; and improving the quality and efficiency of health care services. Projects may include comparisons between the United States and the applicant's home country. Fellowships are not awarded to support study for academic degrees. All applicants must:

■ Be citizens of Australia, Germany, New Zealand, the Netherlands, Norway, Switzerland, or the United Kingdom (in the U.K., citizens of other countries with permanent residency and five or more years tenure in the U.K. may also apply);
■ Show significant promise as a policy-oriented health services researcher or practitioner (clinician, health services manager, government official, or journalist);
■ Have a demonstrated expertise in health policy issues and a track record of informing health policy through research, policy analysis, health services, or clinical leadership;
■Have a master's degree or doctorate (or the equivalent thereof) in health care services, health policy research, or a related discipline, such as economics or political science (consideration may be given to candidates with a bachelor's degree only, depending on work experience); and
■ If academically based, be at a mid-career level (e.g., research fellow to senior lecturer).

Candidates are selected based on their qualifications and leadership potential; their commitment to improving health care through research and practice; the quality of their research proposal; the relevance of their proposed research to the Fund's areas of interest and to policy development in their home country; and the strength of their supporting letters.

Applications are reviewed by Fund staff and a panel of experts appointed in each of the five countries. A limited number of applicants will be invited for interviews, which will be conducted in London (for U.K. applicants), Germany (for German applicants), the Netherlands (for Dutch applicants), Norway (for Norwegian applicants), Switzerland (for Swiss applicants), Sydney (for Australian applicants), and Wellington or Auckland (for New Zealand applicants). Awards are subject to approval by the Fund's president and are contingent upon the Fund's approval of a final project proposal, budget, and mentor/institutional placement. The Fund does not provide critiques of applications that are declined.
