VLIR-UOS - ICP PhD Scholarships

Overview

As an ICP PhD student, you can institutionally strengthen your university or research institution in your home country by upgrading your academic capacities. Hence every year we provide 10 scholarships to people who wish to carry out research on a development topic, in a so-called sandwich programme.

The research and doctoral programme are geographically spread over two locations, namely the academic home institution and a Flemish university. In this way both local and Flemish expertise are combined to offer you and both research groups a win-win effect. The selection committee assesses and ranks all proposals according to quality and relevance for the South.

Target group

The call is open for people who graduated not earlier than 2006, or will graduate in 2011, from a Flemish, VLIR-UOS funded Master programme (ICP). As an applicant, you must meet other criteria, which we specify in the call.


Funding

The following financial guidelines are applicable. All allowances and payments mentioned below are to be accounted for on the budget of the Scholarships Programme (BTP) of the Flemish host university.

Allowances paid to the scholars

The scholarship payment is related to the country where you conduct the research: in Belgium or at the foreign institution. All these allowances are subject to changes by the Belgian government. We provide the exact financial information and guidelines together with the contract.

When residing in Belgium, you receive the following allowances by the Flemish university:

1. A monthly allowance covering room and board, individual transport and personal expenses;
2. A monthly allowance for the spouse/official partner and per dependent child, whether they stay in Belgium or not;
3. An installation fee at the start of the PhD research in Belgium (non-recurrent payment);
4. A yearly fee for didactic materials and costs for conducting PhD research (per academic year);
5. A fee for covering mailing costs of educational materials (non-recurrent payment).

When residing in your home country, you receive the following allowances by the Flemish university:

1. A monthly allowance (50 % of the allowance when residing in Belgium) covering room and board, individual transport and personal expenses;
2. A family allowance (50 % of the allowance when residing in Belgium) for the spouse/official partner and per dependent child, whether they stay in Belgium or not.

The Flemish university will take care of the following payments:

1. One economy class return airline ticket per calendar year (5), depending on the planning of the PhD scholar (home country – Belgium – home country, trajectory “from door to door”);
2. Indirect travel costs: visa costs, notarisation or authentication costs of documents needed for visa application, possible transit costs and costs needed for a medical certificate;
3. Tuition fee in accordance with the rate applied by the respective Flemish host university, as agreed with VLIR-UOS;
4. Arrangements will be made by the Flemish university for your insurance for the period of stay in Belgium linked to the research period. The insurance will cover illness, accidents, third party liability and repatriation.

Payments to the unit of the supervisor (bench fee)

For every month you conduct full-time research in Belgium (with a maximum of 16 months) , the research unit of the Flemish supervisor receives a bench fee.

For every month you conduct full-time research in your home country, the research unit of the foreign supervisor receives a bench fee.

Allowances paid to the supervisor

The foreign supervisor can visit the Flemish University or the Flemish supervisor can visit the foreign institution once per calendar year (5 travels). The foreign supervisor and the Flemish supervisor should agree among each other who will make use of this annual possibility. VLIR-UOS takes into account the following costs for a mission abroad:

- One economy class return airline ticket;
- A per diem according to the country of destination with a maximum of 8 nights;
- Hotel expenses, based on the invoices, with a maximum of 8 nights.

Degree

You must have graduated from an ICP at a Flemish University with at least the grade of distinction.

Detailed information per component

Here you can find detailed information on each of the documents of the application file, in the mandatory order as shown in the overview.

Application form (annex 1)

- The application form in annex 1 is a mandatory format;
- No additional own annexes can be enclosed;
- If you apply for the second time for an ICP PhD scholarship, you must include the evaluation of your proposal by the Selection Committee Research Scholarships, and indicate to what extent the new proposal differs from the former and how you took the committee’s remarks into account in the new proposal.

Research proposal (annex 2)

- You must prepare the research proposal according to the mandatory format in annex 2;
- You should carefully read the instructions on the cover page;
- You must date and sign the proposal correctly.

Letters of recommendation (annexes 3F resp. 3L)

- You must add two letters of recommendation relating to you as a scientist and the PhD proposal: one written by the foreign supervisor (annex 3L) and one written by the Flemish supervisor (annex 3F);
- Annexes 3L and 3F are mandatory formats;
- The foreign and Flemish supervisor should first of all write their own personal assessment of the PhD proposal, and should also mention how you will be supervised, in which way you will be integrated into the respective research unit, and whether the PhD degree can be obtained within a period of no more than four years, on the basis of the sandwich formula.

Curriculum vitae

The foreign and Flemish supervisor should each provide you with their short cv. Each cv cannot exceed two pages. Additional pages will be removed.

Document showing your subscription history

Ask the Belgian university/-ies where you studied, to provide you with an outprint of the subscription database. The authorized person should sign this document and mention his/her name and contact details. Ask the ICOS of the Flemish university where you studied or study, to provide you with those contact details for the university concerned. This subscription history is different from the scholarship history that is mentioned in the application form (section 1.3).
Official admittance to the doctoral training programme, issued by the Flemish university’s doctoral committee

- An official document, either of the responsible PhD commission of the Flemish university involved or of the registrar’s office, which clearly states that you are allowed to start your PhD research at the respective Flemish university.
- This document should reach the ICOS before the announced deadline (see below).
Certificate by the foreign institution, relating to the institutional commitment (annex 4)
- Annex 4 is a mandatory format, and the following three issues are confirmed in the certificate:
o First, the Rector or the Vice-Chancellor confirms the agreement of the institution with and commitment to the research and guarantees, in principle, that the investment made in people and knowledge will be valorised (recruitment of the PhD, use of acquired knowledge, etc.).
o Second, the Rector or Vice-Chancellor guarantees in the certificate that the bench fees paid to the institution (see below), will be used solely to cover the costs linked to the research concerned.
o Third, the Rector or Vice-Chancellor guarantees that you will be released from most of your teaching or other activities, other than the research related to the ICP PhD scholarship.

Time schedule

Your deadline to submit a proposal is in February and differs slightly by university (see call). The selection committee evaluates your proposal in May. If the committee selects your proposal, you start your PhD in October 2011.
