VLIR-UOS Master Credits Allowances, Belgium

Overview

With Master Credit Allowances VLIR-UOS gives the opportunity to students from the South that are following an English taught master programme at a Flemish university, to follow a course module at a university in the South. The stay in the South takes at least one and maximum three months between January and December 2011. Only nationals of the country list can apply for it. The course module has to take place at a university of a country of the country list.

A master credits allowance is an allowance

- for students from the South (DGD country list)
- that are following an English taught master programme at a Flemish university and
- wish to follow (part of) a course module of their currently ongoing master programme
- or conduct scientific activities in connection with a course module of their currently ongoing master programme
- i.e. in the framework of officially attributed study credits (≈ ECTS)
- for at least one and no more than three months between January and December 2011
- at a university in the South (DGD country list – a country other than the own country of origin).

The purpose of the master credits allowance is to bring about South-South links. Given the role of VLIR-UOS projects and programmes, institutional and other links between university courses and universities in Flanders and in the South could hereby be activated or strengthened.


Target Countries

Africa: Algeria, Benin, Burkina Faso, Burundi, Cameroon, DR Congo, Ethiopia, Guinea, Ivory Coast, Kenya, Madagascar, Mali, Morocco, Mozambique, Niger, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia, Zimbabwe
Asia: Bangladesh, Cambodia, China, India, Indonesia, Palestinian Administrative Areas, Philippines, Vietnam
Latin America: Bolivia, Brazil, Colombia, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Nicaragua, Peru, Surinam

Allowance for students that do not yet receive a scholarship

For students that do not receive a scholarship for their master studies at a Flemish university, the master credits allowance is composed of the following:
o reimbursement of international travel costs:
- return ticket for one international journey
o a monthly allowance of € 625 is paid to the student and is intended as a subsistence allowance (for housing, meals, personal transport, and personal expenses);
o reimbursement for insurance of no more than € 125 per month

Allowance for students that already receive a scholarship

For students that receive a scholarship for their master studies at a Flemish university, the master credit allowance is composed of the following:
o reimbursement of international travel costs:
- return ticket for one international journey
o reimbursement for housing: these costs must be justified with receipts, invoices and other supporting documents and should in principle not exceed € 20 a day;
o reimbursement for insurance of no more than € 125 per month

Allowance for the local promoter

The local promoter will receive a monthly bench fee of € 600 for the local university supervising the student to cover all (research) costs made at the host unit in the framework of receiving the student. No other operational costs in the host unit may be charged for the student’s stay in the South. They should all be covered by this bench fee.

How to apply?

Students must submit an application file comprising the following documents:
­ an application form ,
­ a signed letter (free format) from the Flemish promoter at the Flemish university confirming his/her position as promoter for the student’s topic, and
­ a signed letter (free format; possibly as pdf or scanned) of the promoter in the South confirming his/her position as promoter during the student’s stay.

This application file should be sent to the ICOS of the Flemish university the candidate is currently studying at, before 3 January 2011.

The selection procedure

- Applications (application form with promoter letter and e-mail) are submitted by the candidate to the programme director;
- The programme director screens the individual proposals on the basis of the following criteria:
(1) high relevance to / useful follow-up of / linkage with the master programme; the more study credits involved the better;
(2) development relevance of the topic;
(3) potential transposition of the output to the home country;
(4) personal motivation of the candidate;
(5) gender: in case of applications of equal quality, preference will be given to female candidates.
- If more than one candidate from the same master programme submit an application, the programme director makes a priority ranking;
- The programme director submits all individual proposals and the ranking grid to the ICOS individually;
- The ICOS checks whether the proposals meet the admission criteria stated above;
- The ICOS submit a priority ranking (first all candidates ranked first of all Masters; then all candidates ranked second;…) of and the individual application files of all candidates of their university, to VLIR-UOS;
- VLIR-UOS checks whether the application files meet the administrative rules;
- The Bureau UOS issues a binding recommendation;
- The Steering Group UOS ratifies this binding recommendation.

The student is notified by VLIR-UOS of the selection outcome at the beginning of February 2011.
