VLIR-UOS PhD Plus Scholarships, Belgium

Overview

Ph.D.Plus scholarships are scholarships for persons from the South (DGD country list) that were awarded a Ph.D. as part of or after having participated in a VLIR-UOS programme or at a Flemish university and that wish to specialise at a Flemish university for up to three months in 2011.


Who is it for?

Ph.D.Plus scholarships are reserved for persons who meet the following three requirements. This means that applicants must:

(1) have obtained a Ph.D. degree;

(2) have obtained this degree at (preferably but not necessarily) a Flemish university OR at another university but then this must have been in the framework of a VLIR-UOS programme;

(3) have obtained this Ph.D. degree at least 1 year before the start of the Ph.D. Plus scholarship;

(4) have the nationality of one of the countries on the DGD list of developing countries:

Africa: Algeria, Benin, Burkina Faso, Burundi, Cameroon, DR Congo, Ethiopia, Guinea, Ivory Coast, Kenya, Madagascar, Mali, Morocco, Mozambique, Niger, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia, Zimbabwe
Asia: Bangladesh, Cambodia, China, India, Indonesia, Palestinian Administrative Areas, Philippines, Vietnam
Latin America: Bolivia, Brazil, Colombia, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Nicaragua, Peru, Surinam

Destination

The stay takes place at a Flemish university in Belgium.

Duration and period of stay

The duration of stay is no less than one month and no more than three months. The stay must be scheduled in 2011 (beginning and end).


Allowance for the scholar

The Ph.D.Plus scholarship comprises :

- Allowances for the scholar:
o reimbursement of international travel costs:
o a monthly allowance of € 625 is paid to the student and is intended as a subsistence allowance (for housing, meals, personal transport, and personal expenses);
o reimbursement for insurance of no more than €125 per month covering third-party liability, health, personal injury and repatriation. The Flemish institution is expected to take out insurance for the student in question;
o didactic allowance: this fixed lump sum of €300 is awarded at the start of the programme. It is to be used to cover all expenses for educational materials and study-related personal costs incurred by the scholar (paper, pens, manuals, courses, computer, storage media, etc);
o mailing allowance: this fixed lump sum of €200 will be paid at the end of the programme. The sum is to be used to cover all expenses for mailing/shipping teaching materials (manuals, courses, computer, etc) back to the home country and includes thesis printing costs.

Allowance for the Flemish promoter

o a monthly bench fee of €600 for the Flemish university supervising the person from the South to cover all (research) costs made at the host unit in the framework of receiving the scholarship student. No other operational costs in Belgium may be charged for the scholarship student’s stay in Belgium. They should all be covered by the bench fee.

How to apply?

Students must submit an application file comprising the following documents:
­ an application form (annex 1),
­ a signed letter (free format) from the Flemish promoter at the Flemish university confirming his/her position as promoter for the student’s topic.

This application file should be sent to the ICOS of the Flemish university the candidate is currently studying at, before 3 January 2011.

The selection procedure

- The ICOS check the proposals to meet the admission criteria, as stated in 2, 3 and 4 and submits a list in order of priority to VLIR-UOS. In case a promoter takes up this role the promoter must rank the files in order of priority if this promoter is mentioned in several applications.
- VLIR-UOS checks the applications to meet the administrative rules. In principle, two candidates from the same home institution can not be selected at the same time, unless the selection of both of them can be motivated;
- The Bureau UOS issues a binding recommendation for selection, on the basis of the following criteria:
(1) academic quality and pertinence of the proposal;
(2) development relevance of the topic;
(3) coherence with the candidate’s Ph.D. and/or profession;
(4) linkage with current or past research projects - priority will be given to the candidates whose Ph.D. was obtained within a VLIR-UOS programme;
(5) quality of the envisaged output;
(6) personal motivation of the candidate;
(7) gender: in case of applications of equal quality, preference will be given to female candidates;
- The Steering Group UOS ratifies the selection.

The applicant is notified by VLIR-UOS of the selection outcome at the beginning of February 2011.
