Overview
The MENA Scholarship Programme is initiated and fully funded by the Netherlands Ministry of Foreign Affairs. This ministry has contracted Nuffic to administer the MENA Scholarship Programme.
The MENA Scholarship Programme aims to contribute to capacity building within organizations and institutions in the six selected countries: Algeria, Iraq, Lebanon, Morocco, Oman and Syria. Moreover, a network of over 100 alumni positively contributes to the relations between their respective countries and the Netherlands.
Scholarships are only available for short courses included on the MENA course list 2010. Scholarship applications for participation in other courses will not be considered.
Coverage
A MENA scholarship is a contribution to the costs of the chosen short course. The following items are covered: subsistence allowance, international travel costs, visa costs, tuition fee, medical insurance and an allowance for study materials. The Dutch institution pays the MENA allowances to the scholarship holder.
The allowances are considered to be sufficient to cover one person’s living expenses during the study period. The fellowship holders must cover any other costs from their own resources.
Target Candidates
The MENA Scholarship Programme's target groups are mid-career professionals who are employed by relevant organizations or institutions in one of the identified fields of study: water management, environmental sciences, business administration and management, agriculture and geology and earth sciences.
Criteria for applying for the MENA Scholarship Programme
Candidates applying for a MENA Scholarship must:
■be a national of and working in one of the six selected countries.
■be a mid-career professional with at least two years' work experience.
■not be employed by a large industrial, commercial, international or multinational organization, which can be assumed to have sufficient resources of its own to finance staff training.
■apply for a course on the MENA course list
■complete a MENA Scholarship application form and submit all the required documentation to the Netherlands Embassy.
■not have received a MENA scholarship in the three years prior to the start of the proposed MENA course.
■meet the admission requirements of the selected course. As such they must have at least a diploma or a bachelor’s degree in one of the designated fields of study and other educational or professional requirements, which may vary per course.
■offer evidence of proficiency in speaking and writing the language of instruction (English in most cases); preferably a candidate must provide evidence in the form of an official and verifiable score in an internationally recognized test, such as IELTS (a score of at least 6.0) or TOEFL (a score of at least 550 points on the paper-based test, 213 points on the computer-based test or 79 points on the internet-based test). In case the candidate cannot provide sufficient evidence, the Embassy will evaluate the candidate's knowledge of the language of instruction.
■be nominated by their employer, who pledges to continue to pay a substantial part of the candidate’s salary during the study period, and guarantees the candidate will be able to return to an equivalent position at the end of the scholarship period.
■demonstrate a solid link between their work and the requested training; the course must have added value for the sustainable capacity development of the employing organization and the development of the country.
■be available for the entire period of the course and be physically and mentally able to take part in the entire course.
■declare that they will return to their home country immediately upon completion of the course.
Deadlines
Applications are directly submitted to the Embassy. There are two application deadlines for the MENA Scholarship Programme. The deadline is either 1 March 2011 or 1 July 2011, depending on the selected course. You can find the deadlines on the MENA course list. For candidates from Iraq some courses have different application deadlines. Please check this on the course list. The selection of candidates takes place after the application deadline.
Rules & Regulations
The Programme is governed in general by the Rules & Regulations of the Netherlands Fellowship Programmes, although there are exceptions for certain procedures (securing placement, selection of candidates). Selected candidates will receive a copy of the NFP Rules & Regulations.
