The JDS Program is to provide nationalities of China, Kyrgyz Republic, Laos, Mongolia, Philippines, Republic of Uzbekistan, Republic of Tajikistan, Viet Nam, Bangladesh, Cambodia, and Sri Lanka with opportunities for academic research at Japanese higher educational institutions under the Grant Aid assistance by Government of Japan. From this year, the recruitment for Sri Lanka is newly started. The objective of this program is to support the respective Government in its efforts to facilitate its own plans for human resource development mainly for capacity building and institutional building, and thereby extend and enhance the bilateral relationship with Japan.
The JDS Program targets young government officers for public sector, researchers, and others with potential to play leadership roles in their specialties after return to each country as well as to become leaders in their homeland in the 21st century.
This Program is implemented by the related Ministry of the respective countries, Government of Japan JICA (Japan International Cooperation Agency).
These JDS fellows have been sent to Japanese higher educational institutions (Master's Program).

JDS (the Philippines)
The Government of the Philippines has started the implementation of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Project by the assistance of the Government of Japan in Japanese Fiscal Year 2002.
The objective of the JDS Project is to provide Philippine nationals with opportunities for obtaining master's degree at Japanese universities in order to support human resource development policy of the Government of the Philippines, and eventually to extend and strengthen the bilateral relationship between the Philippines and Japan.
The main target groups of the JDS Project would be young government employees who are expected to engage in formulating and implementing social and economic development plans and to play leadership roles in the Philippines.
The fields of study are determined in accordance with the development issues in the Philippines. Following five fields are given priority under the JDS Project 2010-2011; Public Administration, Economics, Business Administration, Information Communication Technology and Industrial Development.
Since Academic Year 2007, “Common Agenda” as the direction of each field of study has been settled. Every applicant is expected to share his/her own view of how the knowledge acquired in Japan will be utilized to the development of the Philippines, by tackling one of the Common Agenda for the applying field of study. Therefore, it is strongly recommended to relate the Common Agenda and the research plan, as well as your current work.
Applicant's perspective for future career plan shall be one of the important factors to be considered for the selection of JDS project.

Japanese Grant Aid for Human Resource Development Scholarship (JDS) was established by the Government of Bangladesh with the assistance of the Government of Japan in 2001.
The objective of JDS Program is to support human resources development of Bangladesh, targeting promising, young government officials and others, who are expected to be leaders of the country, and to engage in formulating and implementing social and economic development policies in Bangladesh. Participants of the JDS Program, JDS fellows, shall continue to expand and enhance foundation for bilateral relations with Japan, having well-rounded knowledge of Japan.
JDS fellows will acquire expert knowledge, conduct research, and build human networks at Japanese universities, and are expected to use such knowledge to take an active role in practically solving problems concerning the social and economic development issues that Bangladesh is facing.
Framework of JDS Program in Bangladesh
The framework of the JDS program has been reviewed and new system is applied from 2010-2011 batch, to ensure the better assessment and enhance efficiencies of the program. A single program was designed to have "four batches" and this is the first batch in Bangladesh in the new system.
The new JDS program consists of "sub-program" and "component", which correspond to and deal with the selected target priority area and development issues. In Bangladesh, 2 sub-programs and 4 components have been settled, which were confirmed as being indispensable to the economic and social development of Bangladesh through the preliminary study. JDS fellows are selected from the "Bangladesh Civil Service Cadre/ Class-1 Officers of Bangladesh Bank" related to the target priority areas and development issues to be developed. Accepting Japanese universities, which provide educational programs corresponded to the needs on development issues, are allocated accordingly. The degree to be obtained is master's degree.
JDS fellows will be accepted by the universities in Japan, which provide them with related programs concerning the Sub-Program and Component.
