USA: The Fulbright-Kennan Program Competition for Russian Citizens

Overview

The Fulbright-Kennan Scholar Program offers Russian citizens from five to six grants for the 2011-2012 academic year for conducting research at the Kennan Instituteof the Woodrow Wilson International Center for Scholars, Washington, D.C. Grants are awarded in the area of ethnic, religious, and cultural Issues, human rights and international relations.

Apart from unique research possibilities, the Institute offers an active program of public lectures and conferences featuring scholars and public figures from the United States, Russia, and other successor states to the Soviet Union. Through its innovative workshop series, the Kennan Institute serves as a forum where junior scholars can develop and discuss their research pertaining to a variety of topics concerning the region. The workshops bring together scholars with recent field experience from a variety of disciplines. Thanks to its location in Washington, D.C., scholars at the Kennan Institute have access to libraries, archives, research facilities, and human resources that are among the finest in the world.

Grants are awarded as a result of an open, merit-based competition for a period of six months. There are two start dates to select from: September 1, 2011 and March 1, 2012.


The Fulbright-Kennan Scholar Program is open to Russian scholars, independent researchers and faculty holding a Ph.D. or a Doctoral degree in certain areas of study.

Eligibility Requirements*

Applicants must possess all of the following qualifications in order to be eligible:

- Russian citizenship and current residence in Russia starting in January, 2010. Persons applying for or holding permanent residence in the U.S.A. are not eligible.
- Kandidatskaya or doctoral degree in ethnic, religious, cultural Issues, human r ights and international relations.
- Proficiency in English appropriate for carrying out in the U.S. the proposed lecturing or research project.
- There is no age limit.
- Fulbright Grantees enter the United States on an Exchange Visitor (J-1) visa under a Department of State program and are subject to the two-year home-country residence requirement associated with the J-1 visa. New U.S. government regulations may also limit reentry as a J-1 researcher or professor. Grantees (J-1 visa holders) and their accompanying dependents (J-2 visa holders) who have held J status and been physically present in the United States for 6 months or more are not eligible to apply for reentry as J-1 researchers or professors for 12 months following departure from the United States.
- Preference is given to those without a recent long-term experience in the United States.
- The Fulbright Program Alumni can reapply no earlier than five years after their return to Russia upon the completion of the grant. A Fulbright grant may be awarded no more than twice in a lifetime.
- Sound physical and mental health.
- Applicants may not be affiliated with a commercial institution.
- Only individual proposals are accepted.
