Overview
Through the Ministry of Education and Science *, the Government of the Russian Federation offers scholarships to citizens of Canada to provide accessibility and learning of Russian language, culture and environment to help advance career development in the international arena.
These scholarships are offered on the basis of reciprocity (fixed number of scholarships for each country) or within the frame of a scholarship pool (scholarships without fixed distribution by country).
Award Types
Three scholarships are available for studies/research at the undergraduate, Master’s and Ph.D. level. Scholarships are tenable exclusively at the following Russian Educational Institutions: http://db.informika.ru/AIE/ *.
These scholarships are not tenable for studies/research at private institutions, schools of culture, arts and international relations.

Award Value
•Full tuition for academic program;
•A monthly allowance of 1100 Russian roubles for undergraduate and master’s studies; 1500 Russian roubles for Ph.D. studies *;
•Medical services in accordance with Russian regulations;
•Lodging is provided by the host university in hostels (shared accommodation).
Note: The scholarship does not cover any student travel costs and represents a partial contribution toward the holder's living costs.

Duration
•Scholarships can vary from 2 (doctorate) to 4 (undergraduate) years.
•Scholarships are tenable for the start of the September 2011 academic year.
•Students who do not meet the language requirements may be extended for an extra year.
Eligibility
Applicants must:
•Be Canadian citizens, permanently residing in Canada by the competition deadline.
•The Master’s and Ph.D. applicants, must hold the equivalent of an undergraduate and/or graduate degree from a recognized Canadian institution obtained no more than three years preceding year of application
•For undergraduate applicants, must have a grade average of 80%
•Be no older than 25 for the undergraduate or Master's program
•Be no older than 35 and have completed a Master's degree for the Ph.D. program.
•Submit all required documentation.
Conditions
•Undergraduate applicants must commence their studies between September 1st and 15th. Master and Ph.D. applicants must commence before November 15th.
•The scholarship represents a partial contribution toward the holder’s living cost. The scholarship holder should anticipate the following expenses:
◦$300 CAN per month to cover additional living costs.
◦$300 CAN to compensate for transport expenditures from Moscow to institution of study.
◦$300 CAN for an annual obligatory medical insurance.
How to Apply
Note: This is a two-step process. First, applicants must complete the online application and then the Russian application form. Applicants will need to send to CBIE the Russian application along with all supporting documents.
Applicants are invited to read Application Guidelines prior to submitting a formal application.
STEP ONE: Online Application
•Enter your data in the fields provided, following the instructions for each item.
•Upon completion, verify your data prior to submitting.
•To obtain a hard copy for your records, prior to submitting, you may print the form using the print function of your browser. Note that CBIE does not require a hard copy.
•SUBMIT to provide your application electronically to CBIE.
•All application materials can be submitted in English or French.

•Curriculum Vitae (must not exceed 4 pages).
•Certificate of admission from the Russian institution or copy of correspondence testifying that you have requested admission and/or that you will have access to the facilities needed to complete the proposed research project.
•Ph.D. applicants must submit a publication list and a 2-page essay detailing the topic of research to be conducted.
Please submit the following documents by mail:
•Proof of Canadian citizenship: one certified copy of the following: birth certificate, citizenship card or passport (do not include original documents); a certificate of baptism is not accepted as proof of Canadian citizenship.
•Official transcript (one) of ALL post-secondary studies to date (COMPLETE academic record(s) including College of Applied Arts and Technology-CAAT and CEGEP) Note: transcript(s) must be submitted in sealed envelopes or sent directly to CBIE at the address provided below.
•Three (3) original letters of recommendation from academic sources i.e. professors. Note: letters must be submitted in sealed envelopes or sent directly to CBIE at the address provided below.
•Certified copy of the diploma (notarized by Notary Public or stamped by the university that issued it) for the highest degree obtained.
•Eight (8) recent passport-size photographs (4x6cm). Write your full name and nationality on the back of each photograph.
•A copy of passport (for immigration purposes).
STEP TWO: Russian Government Application
Applicants must complete the Application from the Peoples’ Friendship University of Russia and send to CBIE.
Deadline
Complete applications (Step 1 and Step 2) must be submitted to CBIE by 11:59 p.m. EDT, February 18, 2011. Supporting documents must be postmarked on or before this date.
