Jean Monnet Scholarships for Turkish Citizens

Overview

The Jean Monnet Scholarship Programme which started under an agreement signed between the Turkish Republic and the European Commission in 1989 is one of Turkey’s most long established and prestigious scholarships. Within the scope of the scholarship, Turkish officials, students, academics and private sector employee are supported to pursue a postgraduate degree or a research for no longer than one year. Jean Monnet Scholarships, as one of the most important human bonds between Turkey and the EU, offers to Turkish nationals from different sectors the opportunity to enhance their knowledge and skills on EU acquis as well as the opportunity to experience life in Europe.

Within the framework of Turkey’s negotiation process for full membership to the EU, Jean Monnet Scholarship Programme, a project funded by the European Union (EU), aims to support Turkey’s administrative capacity building efforts for the effective implementation of the EU acquis, through enhancing its human resources in the relevant disciplines. Please find below the details of the Jean Monnet Scholarship Programme for the 2011-2012 academic year.

The Target Audience of the programme is:

- Turkish Ministry and public civil servants who hold at least an undergraduate degree
- Senior year students pursuing their studies at Turkish universities
- Postgraduate students pursuing their studies at Turkish universities
- Academic staff working at Turkish universities or administrative personnel who hold at least an undergraduate degree
- Professionals who are currently working in the Turkish private sector and who hold at least an undergraduate degree


Study Subjects

Jean Monnet Joint Committee agrees, each year, on the subject areas to be covered according to the priority areas identified for the accession strategy. In view of the fact that the Jean Monnet Scholarship Programme supports specialisation in EU accession, the below listed subject areas are identified:

Right of Establishment and Freedom to Provide Services
Free Movement of Capital
Public Procurement
Company Law
Intellectual Property Law
Competition Policy
Financial Services
Telecommunication Policy
Agriculture and Rural Development
Food Safety, Veterinary and Phytosanitary Policy
Fisheries Transportation Policy
Energy Taxation
Economic and Monetary Policy
Statistics
Social Policy and Employment
Enterprise and Industrial Policy
Regional Policy and Coordination of Structural Instruments
Judiciary and Fundamental Rights
Justice, Freedom and Security
Environment
Consumer and Health Protection
Customs Union
Financial Control
Foreign, Security and Defence Policy

Candidates should be willing to conduct a study in one of the above subject areas. Master of Business Administration (MBA) degrees are not eligible for financing under this programme.

Selection Criteria

Age, knowledge of foreign language, graduate point average, relevant work experience, relevance of the graduate programme and willingness to study one of the subjects identified for that year.

Nationality

Candidates must be the citizens of the Republic of Turkey.

Languages

Candidates should have a good knowledge of any one of the official EU languages, competent enough to pursue academic study in that specific language. Academic activities are pursued in the language selected in the application form and therefore written exams and interviews are conducted in the language stated in the application form.

Duration of the Scholarship

Scholarships are for the duration of maximum one academic year (up to 12 months). There is no exception for renewal or extension.

Candidates may apply for an award for short study but this can not be less than 3 months.

Administration

The Continuation of the Jean Monnet Scholarship Programme project is implemented by the Secretariat General for EU Affairs as the beneficiary of the programme and like other EU funded projects the Contracting Authority is the Central Finance and Contracts Unit. Final and ultimate decisions regarding every stage of the programme are taken by the Jean Monnet Joint Committee which operate as the observing committee of the project and which meets regularly under the Chairmanship of the Secretariat General for EU Affairs. Current members of the Committee are the Ministry of Foreign Affairs, the Secretariat General for EU Affairs, the Central Contracts and Finance Unit and also the European Commission Delegation to Turkey who attend as observers. The Jean Monnet Placement Agency has the role of providing technical assistance to the Secretariat General for EU Affairs who are responsible for the project implementation.

Selection Process of the Scholars

Information regarding the Scholarship programme such as conditions for applying, study areas and the selection criteria for each year is published in the web sites of the Secretariat General for EU Affairs, the Central Finance and Contracts Unit, the European Commission Delegation to Turkey and the Jean Monnet Scholarship Programme web site. The programme is also advertised through national and local media and each application is checked against the eligibility criteria set by the Jean Monnet Joint Committee. Award winners are selected based on the results of the written exam and interviews held following the initial screening process.

Residence

Scholars are required to reside in the city of the host institution for the full duration of the scholarship in order to complete the programme successfully.

Stipend Rates

The basic stipend rates may differ depending on the country and the city. The rate is reviewed annually by the Jean Monnet Joint Committee set according to the basic scholarships granted by the governments of the EU Member States.

Other Allowances

In addition to monthly stipends, scholars are entitled to grants covering the following allowances:

- International Airfare
- Book allowance
- Dissertation (for programmes with a dissertation element)
- Study visit allowance
- Travel & Arrival allowances
- Visa expenses

Scholars are required to comply with local tax applicable to them in the host EU member state.

Tuition Fee

Jean Monnet Joint Committee sets a ceiling for tuition fee each year. The tuition fee amount is paid to the scholar’s EURO bank account in Turkey with the first payment. Scholars are required to pay the fee to the host institution.

Any amount exceeding the defined ceiling has to be covered by the scholar. This means that a scholar who chooses an institution where the tuition fee is above the ceiling amount will only be paid the maximum limit set by Jean Monnet Joint Committee for that year.

Air Fare

The airfare allowance can not exceed the ceiling set by the Jean Monnet Joint Committee which means that for scholars who pay more than the set ceiling they will only be funded up to the ceiling amount.

Medical Insurance

Medical insurance is the responsibility of the scholars at their own expense. Medical insurance policy conditions are available at the student union of the host institution.

Deadline for Jean Monnet Scholarships is extended until February 08, 2011.
