IRCHSS Government of Ireland Postgraduate Scholarship Scheme

Overview

The Irish Research Council for the Humanities and Social Sciences (IRCHSS) funds world-class research in the humanities and social sciences, including Law and Business Studies. Its primary strategic objective centres on building an expertise-driven research system in order to enhance Ireland's innovation capacity and skills base in a rapidly-changing global environment where knowledge is key to economic, social and cultural development. IRCHSS is further committed to facilitating the integration of Irish researchers in the humanities and social sciences within the European Research Area.

SECTION A: DESCRIPTION OF SCHEME

The IRCHSS Government of Ireland Postgraduate Scholarship Scheme is intended to support Research Masters and Ph.D. candidates pursuing or intending to pursue full-time research in the Humanities and Social Sciences, including Business and Law.
The Conflict Resolution Unit of the Department of Foreign Affairs, in partnership with the IRCHSS, invites applications for the Andrew Grene Scholarship in Conflict Resolution. Applicants’ proposed research MUST examine areas relevant to the work of the Conflict Resolution Unit, as outlined in Appendix 2.

In 2011-12 IRCHSS is offering scholarships for the following types of full-time postgraduate degree only:

PREPARATION OF MASTERS DEGREE BY RESEARCH

Applications to pursue taught degrees, or degrees where a thesis/accumulated papers are valued at 60% or less of the final mark of the degree are not eligible).
N.B. Scholars who subsequently register for a stand-alone doctorate must apply on a competitive basis to IRCHSS to extend the term of the funding for a further period of one or two years. Any decision to grant such extensions will be entirely at the discretion of IRCHSS and will be subject to the availability of funding.

PREPARATION OF A DOCTORAL DEGREE BY RESEARCH THROUGH A STANDALONE PROGRAMME

PREPARATION OF DOCTORAL DEGREE THROUGH STRUCTURED OR INTEGRATED MASTERS/DOCTORAL PROGRAMME

N.B. Successful applicants under this Scheme must transfer, if they have not already done so, to the doctoral phase of their programme within 18 months of their registration as postgraduate students. Failure to do so will lead automatically to the termination of a Scholarship.


ELIGIBILITY

This Scheme offers scholarships to those who are full-time students affiliated with a recognised higher-education institution and who will engage full-time in research during the period of the Scholarship. For the purposes of this Scheme a recognised higher-education institution must be within the meaning of Section One of the Higher Education Authority Act, 1971, and/or in receipt of public funding as approved by the Minister for Education and Science for the purposes of the Free Fees Initiative (see www.irchss.ie for list of eligible institutions).

This scheme supports research in the historical, analytical, theoretical and empirical study of subjects which normally fall within the humanities and social sciences, including business and law. Potential applicants MUST adhere to the following:

a) Applicants must have a first or upper second-class honours primary degree, or the equivalent. IRCHSS may make a provisional offer of a Scholarship on the receipt of a certified copy of academic transcripts. If examination results are not known at the time of application, IRCHSS may make a provisional offer of a Scholarship on condition that the applicant’s undergraduate degree result is a first- or upper second-class honours, or the equivalent. Masters degree results may be considered to take precedence over the results of the primary degree. The IRCHSS decision on these matters is final.
b) Applicants who are not already registered for one of the degrees as listed in Section A must have been:
 provisionally accepted by a head of department/school (or his/her authorised deputy) by, at the latest, 1st August 2011, and
 have been formally accepted by the relevant department/school by, at the latest, 1st October 2011.

Funding will only be provided for the project which has been presented in the application form. Scholarships may not be held or continued at an institution other than as identified in the application form.

Applicant nationality and residence eligibility criteria

Applications will only be accepted from suitably qualified applicants who are either citizens of Ireland or citizens of a Member State of the European Union who have been ordinarily resident within a Member State of the EU/Ireland for a continuous period of three out of the five years prior to 21st February 2011. For the purpose of eligibility under this Scheme, ‘ordinary residence’ shall be deemed to refer to the applicant’s place of legal and permanent residence. The period of ordinary residence for EU citizens will not be deemed as having been interrupted if an absence from that residence has been caused by: training or employment of the applicant or the applicant’s spouse or parents; the full time education of the applicant or his/her spouse; an absence or absences for cultural or personal reasons; provided that in no circumstances whatsoever will an application be deemed eligible if the applicant has for whatever reason resided outside the EU for longer than one year of the preceding three years. In addition, all applicants must satisfy the EU citizen and fees payment criteria as defined by the applicant’s Higher Education Institution. The IRCHSS will not involve itself in this decision.

Applicants are advised to carefully read the instructions provided in the application form to ensure correct completion. Incorrect or incomplete applications will NOT be assessed.

Value of Scholarships

The award of a Government of Ireland Postgraduate Scholarship is wholly subject to receipt of funding by IRCHSS from the Department of Education and Skills and the Department of Foreign Affairs, where appropriate. In the event of such funding being reduced or discontinued, neither the Department of Education and Skills, Department of Foreign Affairs (where appropriate) nor the IRCHSS will be under any liability to provide funding or to compensate a Scholar for any reduction or cessation of such funding.

In 2011-12 IRCHSS is currently offering postgraduate scholarships valued at up to €16,000 per annum. The duration of these awards is dependent on the original date of registration and will be determined at award stage.
The cost of EU academic fees will be covered for the duration of the scholarship provided such fees are not met from the exchequer or another source. IRCHSS EU academic fees (once the HEI verifies that the scholar is defined as such) are set at a maximum limit of €5,750.00 (any deferential must be paid by the scholar and/or HEI) per annum.

Receipt of additional externally funded travel bursaries or equipment grants will not affect the value of the Scholarship provided that this does not exceed €5,000.00 per annum. Scholars must inform the IRCHSS of receipt of such additional funding in writing and detail this in the bi-annual progress reports. Tax issues which may arise from such bursaries are of concern to the individual scholar and not IRCHSS or the HEI. IRCHSS will not involve itself in the decisions of other funding agencies/local authorities in this regard.
